Whats the overall Idea, how will it be set up? Ill start brain storming when I know this haha

Well my basic idea is that we all have one elemental power that is our strongest power (wind, fire, etc.) We can also say spells and do other smaller magic (telekinesis, mind control, etc.) However, the more magic used, the weaker we become. Witches (for some reason) have become outcast in society and there is a reward to anyone that turns them in. Thanks to smart phone and other modern technology it is harder for witches to use magic and keep it secret. That's all I've got so far :)
