Dragonfly and Cheetah are very similar both in personality and in backstory. I can see them bonding with one another, maybe even Dragonfly becoming protective over her- purely because she's the most like him.

If you WANT we could work something out and say they were both test subjects from a different iteration of the same super soldier serum. This could lead to Dragonfly saying things along the lines of 'You smell familiar." or whatnot. Even if they've never met.

Yeah, that'd totally be fine. Maybe the weird thing is just that it's addressed to "The Broker" instead of Ginny White? In her situation that'd be much stranger, especially if she receives it at her day job. That's just a suggestion, though, don't feel obligated to go that exact route.
