Well, the player doesn't control the entirety of Kalak Doman, he controls only one tribe of about a 100.000 horse archers and other cavalry.

The Domains tribes are a loose coalition with each tribe ruling itself(mostly). The tribes are "led" by a guy named Temujin.

I have no idea. Kind of just wanted to see how high a Golden Age could go with further levels only being taxed once. Maybe if fifteen was crossed, the ruler would be deified and the soldiers would be more dedicated than fanatics.

That's not a bad idea, really, but if your soldiers would deify you, they would be religious fanatics... then again, you would have a reason to attack any other nation. A crusade because they don't believe in the same gods as you.

Fine, Stability can be increased up to 15, if it does, then the ruler will be viewed as a god by the people of their country thanks to their skills in administrative, military and diplomatic manners. If they do, then troops will fight with incredible fervor making their morale unbreakable no matter in what situation they will be on the battlefield.
