After much pondering and philosophizing, I think that the answer is that no, no he cannot be naked. For he is the SUPREME BEING and he is above such petty things as "bodies" and "physical manifestations" and "clothing".

He's totally not the only god so impotent that he is incapable of taking on a physical, fleshy form
