So what you're saying is that the character should take on inherently male traits before they can be shaped into a strong female? Seems awfully conflicting with what you're trying to preach. In any case, your method ends up with the same product as, "Making a strong female character," from the get-go, just that it completes certain tasks before others. You make a gender-neutral persona first with characteristics, then make them female.
Or you decide you want a female, then give them neutral characteristics. It's the same thing.
