I think Aegon's just misinterpreting what was meant by "international army". Russia proposed an international force to go and fight the Boxers. It's not a long-lasting alliance or anything like that. It's an international force to go squash the Boxers. After that, everyone goes their separate ways. We're not permanently allying or merging our forces or something.
But my soldiers are only being committed to cooperate and secure foreign nationals around Peking. We don't want to get into a war if we don't have to.
