It is character based, but semi nation based.
There are diffrent nations, in each nation there are diffrent houses[Family's], its more of a sorta I guess game of thrones "like" poltical RP.
You have open choice of what your character is and can be, the country they live in, if they're in the countries main house's etc, race, and all that.
