Agent 021 Mission debriefing.

"Agent Chang, have a seat." The speaker system voiced out as Chang entered a white room bare of any other aesthetics other than a black sofa seat in the middle. To it's side was a black glass table with a glass of clear liquid. 'Water.' Chang thought to himself. 'Couldn't even bother to get me something with flavor.' Chang sat as instructed. His arm still ached. The bruise on his face still stings. Now he was going to get chewed up by his superiors.

"Agent Chang. Let's begin shall we?" The voice asked. It was devoid of any emotion. Chang knew the façade. They were gonna start him off slow and soft then they were gonna hammer him in. Chang didn’t flinch though as he sat. In fact his resolve only became more solid.

“Agent Chang. Let’s start from the beginning, shall we?” The voice asked. Chang nodded slightly.

“At 7:22 you decided to respond to the an incident at Madison Bank, is that correct?” The voice asked. Chang nodded again.

“Without your protective gear?” Chang nodded as before. “Explain agent.” The voice demanded in an authoritative tone. Chang sighed before answering.

“I figured that GDIF personnel would respond soon enough to the incident, especially since it was on the news. The situation required a swift response. The Foundation that pride itself on its Punctuality and Efficiency right?” Chang felt a bit of comfort doing his backbiting tone.

His superiors seemed to ignore his condescending tone for now. “And there was another meta-Human on the scene yes? Identified as ‘Ziggy Stardust’. Is that correct? Who was already responding to the situation. What made you think this character wasn’t able to contain the threat? ”

Chang crossed his arms. “He wasn’t one of ours. Hell he might not even be Human.”

“His actions could have given you valuable time to come back to headquarters and…”

Chang slammed his fist on the table. “I’m a field agent! Field agents respond to threats! It’s not my fault the rest of your agents acted slowly!”

“You allowed a Meta-Human, repeat offender to escape and endangered innocent lives while doing so. You are reprimanded from any sort of field work and will stay in the facility at all times. Do I make myself understood?” Chang’s superior asked. His voice stern. Like a father scolding his child. Chang didn’t take too kindly to that. He gripped the table next to him with both hands and flipped it over. The glass of water breaking on the wall after impact.

“You are dismissed Chang.” The voice ordered. The door opened and two armed personnel entered. Chang pushed through them. His body radiating heat. He wasn’t going to let this stop him. He had a score to settle.
Akagi Khanate

"Curse you sea wretches! Curse you all! I hope meet a fate worst then drowning! Worse than death!"
Last word of Grand Admiral Luther Sigis, Former Imperial Grand Admiral.

Alias: Sea Lords, the Saltborn, Raiders of the Twin Isles, Sea Wretches.

Government Type: Khanate
The Akagi khanate, as the name already implies, is a chiefdom ruled by the Khan, a vicious warlord that strong armed the various pirates clans under his domain.

At the head of the Khanate is the Khan himself. Below him are the different pirate clans that have sworn fealty to him or were forced to. The chieftains of this clans provide a portion of their taxes to the Khan and in return, the Khan offers them protection from external threats and internal conflicts. Under the chieftains are captain. Individual who own, maintain and command their own vessels of war. Usually the captains are closely related to the chieftains of each clan. Each spoils from every raid are taxed by the chieftains, usually a fraction of all the total loot being taken.

Each Chieftain is able to call upon every captain that serves under their house for war. In the days before the Khan, this was done to settle territories on land and water mostly. Any captain that refuses this call from their Chieftain would become an outcast from their clan. He would then be treated as open game for any other pirate to pillage him. The accumulated ships that form a fleet is called a host. The Khan may call upon every clan’s host if he so wishes. The combined fleet formed is known as the “Black Host”. This massive collection of ships were first encountered by Imperials in the battle for the Red Sea.

Faction Specie(s): Most of the chiefs under the Khan are Human however the khanate itself is diverse. A myriad of races dwell in the isles. From the most numerous inhabitants that are the Humans to the hardeir folk of the Beastmen. Orcs are also known to inhabit the Khanate. Most captured in battle or have ran away from their kin looking for a more prodigal lifestyle.

Territory Details:

The capital of the Khan is Chuluun Khöl, a hold on the northern island of Tom Zagas.

Faction Religion/Ideology: There had never been a mandated religion in the Khanate. Neither had there been with the different marauder clans before the rise of the Khan. Each individual is free to worship whichever Deity they see fit. The most common religion, if it can be called that, is the belief in the lord of chances. Believed to be an aspect of the Dark Lord Daigon who grants its patrons a spark of good luck when they most need it.

Another religious belief that is notable in the isles is known informally as the Church of the Sleeping. A strange belief where a figure only known as 'the Sleeping God'. This belief only came into prominence when the Khan returned from his battle with the former Chieftain Jakai. The Khan has proclaimed himself the prophet of the the Sleeping One. His voice is the Sleeping One's will.

Another notable belief in the isles Pale Goddess who is predominantly worshiped in the Broken Arm. Northmen looking to escape their vampiric thanes. As people of the seas, a good number in the Khanate has converted to the belief. Some would slaughter livestock and let them drift towards the horizon as a sacrifice to the Lady that under the waves.

Responding to disturbance by meta-Human identified as “Scorn”.

"Hey Scorn!" A voice called out from behind Stardust and Scorn, before she could completely get away. What faced them was a less than threatening figure in a leather jacket, boots and bike helmet. "I thought a freak like you always hid in the shadows."

Of course Hotshot didn't plan for stuff to go this way. He was on a break, enjoying his day off. The intelligence he gathered with his partner was still being analyzed. Chang was given the R&R he so desperately craved. He was out in the old cafe he's father used to take him to back in the days. He ordered the same parfait he's father always got him. He was sucked into memory lane. Reminiscing about the past when he noticed his phone buzzing. There was an alert. Normally he'd ignore the alarm. Let some other agent take care of it. That wasn't until he noticed the news blaring on the overhead television in the cafe.

"BREAKING NEWS" The text underneath the reported read as it scrolled to the left. "BANK HEIST AT MADISON BANK"

Chang couldn't help but stare out the window. Sure enough, at the end of the street, there were sirens blazing. Chang took in a deep breathe and sighed. Guess he wasn't going to get the chance to finish his dessert after all. Chang stood up and left a tip at his table. He walked out the alleyway besides the cafe. He's bike was there. His BMW K1600 was there along with his bike helmet. He placed the black headgear on. Then he made a dash over the police cordon and found himself standing in front of a wounded vigilante and a fleeing psychopath.

"Not up for some more games?" Hotshot asked, baiting Scorn to strike at him.

Just posting my not finished app here so I can get a spot on the map. Sorry about the less than desirable map coloring. Had to use paint.

Interrogation of suspect identified as "Philip John C. Colter".

Richard slid his hair back to the back of his head. The unkempt sweat that had build up on his raven black hair had made it slick, greasy and sticky. He was still wearing his suit but his headgear was off. He moved his sight to the left where two agents in suits guarded a medical ward. Inside was a man who miraculously survived his car flipping over at 110 kilometers per hour. He had bruises, lacerations and a fractured femur from what the doctor told Richard. Dr. Weathers called it a "kiss from lady luck herself". Philip John C. Colter, the man who was getting complimentary ice cream inside the ward, was conscious but he complained of excessive pain. That just made Hotshot's next job all the more easier.

As he was staring at the one way mirror, observing the felon they caught, he couldn't help but notice a figure moving towards him. The figure was bulky, crunched with each step and was glimmering silver. Chang's focus changed towards this figure with his brow raised in a questioning manner. The figure waved and Richard couldn't help but smile. "They're making you wear a suit now?" He asked.

The person in front of Chang answered. "The chief wants to try different interrogation tactics." Chang just chuckled. "Come on cosmonaut. Let's get this over with." Chang placed on his headgear and walked towards the door with his partner for the day.

Hotshot entered first followed by the silver suited field agent. Colter spent the longest second looking at the both of them before bellowing into laughter. "What? Yah' guys are gonna spook me to fuckin' death or something?"

The agent just stood by the door while Hotshot moved towards his bedside. Colter stared down Chang through his visor. Chang smirked under the mask. He liked this guy. 'He had guts to say the least' Chang thought to himself. Then Colter spat at Hotshot's chest. Any sort of sympathy went out the window at that point.

"So what? You got da' good cop over there and da' bad cop over here huh? Gonna offer me a deal to get out of da' big house?" Colter asked with a giant grin on his face. Hotshot didn't move and neither did the agent behind him. A minute passes and Colter just looked at the both of them. Studying their reaction. However he also felt the faint rise of temperature around him. "Prepare to eliminate Mr. Colter agent 21. Make sure to leave no identifying body parts."

Colter's eyes grew. He gave the agent a look of horror. Then his attention turned towards Hotshot who was already grasping his wrist. Hotshot's hand was unbearably hot. Like touching the side of a heated stove. "You can't do this to me! I have my rights!" Colter yelled. He struggled against the grasp of Hotshot. He grabbed the partially melted ice cream next to his bed and threw the slurry onto his wrist. It only provided mild relief.

"I can talk! Sweet Jesus I wanna talk!" Colter pleaded. "They paid me to do stupid stuff! Take da' heat away from somebody! I needed to get everybody's attention! I can give you da' place they're meeting at!" He yelled.

The intercom system came to life as soon as Colter finished his cries for help. "Agent 21, agent 05, stand down. Exit the room and wait for further instructions." Hotshot dropped the man's wrist. He gave him what would be the equivalent of a sunburn. Richard exited the room pleased with himself. The other agent took off her head gear and gave Richard a sly smile. "I would say that went better than expected." She said.

Responding to disturbance by meta-Human identified as “Mindraker”.

“That’s not Mindraker.” Richard Chang said as he was placing his gloves over his hands. The van he was riding swerved to the left, forcing him to grab a metal rod welded to the roof of this van to keep his balance.

“Any information you would like to share with us?” A voice came over the intercom. From a speaker set on the front wall of the van separating Chang and a field agent from the driver and a security personnel.

“The man… or whatever that guy is… doesn’t just climb the fence of a Naval base. He sneaks around it. He hitches on a ship and hides there until it docks at the base. Don’t you find it suspicious that he was seen taking the front entrance?” Chang responded with another question.

“Several witnesses have reported an individual of his likeness. Our remote observational drones have took images that confirm their visual reports.” Chang sighed. He placed on his other glove before answering back. “We’re talking about a guy who mind controls people. Who’s to say we’re not chasing some kind of mirage or something?”

“In any which case your orders are to investigate the disruption and apprehend any individual operating that vehicle. Is that understood?” Chang’s superior asked. He nodded his head and answered with a stiff “Yes sir”. The last piece of equipment Chang had to place on was his headgear. He always hated wearing it. The feeling of being smother because of its tight design. He felt the smooth hydro-plastic polymer touch his lips, nose, ears and the rest of his exposed tissues. Even after god knows how many times he wore it, it still felt uncomfortable.

The field agent in front of Chang held thermographic camera directed at him. “Field test Mr. Chang. Whenever you’re ready.” She said. The camera picked up the gradual change of temperature from Chang. He and the area around him spiked up in temperature. Not enough to cause any damage but it was clearly visible on the camera. The field agent held up her thumb and Chang reverted back to his normal body temperature. “Agent 021 is ready for service.” She spoke. “Affirmative.” The speaker system answered back. “Good hunting Hotshot.”

The van came to a halt by the side of the highway. Hotshot and the field agent unloaded device and placed it on the side of the road. “10 minutes till ETA.” The security officer inside the van yelled. Hotshot nodded. He took a deep breathe in and waited for the car to get within sight. Nine minutes later, he saw the vehicle speeding towards their direction. Hotshot ordered his team to get ready. Hotshot was using the heat from his body to partially melt the asphalt on the road behind the spike strip. He hoped the flat tires would sink into the road.
And then it came. The spike strip popped on mark. It extended just in time to catch the vehicle’s front tires. Then it shredded the back. The front wheels sunk into the partially melted asphalt sending the vehicle into a somersault. The car crashed on its back. This was not part of Hotshot’s plan. “Get paramedics on my location as soon as possible.” Hotshot ordered through his mike embedded into his headgear. He then rushed towards the smoking wreck.
