Stability is a luxury for civilizations... Usually it's a damn mess that survives simply due to the people being robust in how they adapt to whatever the fuck happens. Go on, throw your nukes, we can just rebuild it in a couple decades anyways! (Also a nuke war would increase job openings)
The problem is I just don't see how half these things can be done in a effective or shift time span.

For instance in California our governor Jerry Brown has spent like 60 billion on this bullet train yet it's always a decade away.

That's the thing with Sci-fi, you don't see much kelptocracy or corrupt for some reason. Or hell even the fact most people won't be these well read academic types, that in history was never the case and it still isn't even with universal education. I genuinely do believe that even in the time of interstellar colonization you will find folk cultures, corrupt mother fuckers and really, really delusional people with insanely stupid ideas that get lots of people killed. Also people who think *their* planet is the center of the universe, people who decide to reject all knowledge for the sake of it, people who are so out of touch with reality they believe that the virtual reality world's are the real ones and won't hear any evidence to the contrary... The idea that everyone having stuff ends wars is not entirely true as you still have the desire of relative wealth to worry about along with the have nots who want to crash the system if they see others prospering more than them.

And some of your ideas are a bit over the top, but consider that some of the tech you mention is still in the labs and the futurist jargon at times can be embarrassing. Farming on roof tops is common, does that count as vertical farming? Farming vertically has logistic troubles, but it's just farming stuff in a skyscraper which would take a lot more energy than farming in fields. Id love to to see it in action though, surely some European country has something like this in the making, right?

Water filtration is already being worked on, though with the rains some time has been bought.... But I wouldn't wait on it still myself. Issue is that even if you get enough water to drink you still have all the water need to plant crops and such. Filtering urine out of water I believe would be a good step forward and I honest to god cringed on that one story of the kid who pissed in a water reserve and in response they dumped 58 million gallons of fresh water. Cringed.

Speaking of broad strokes I already have a lot written on them since their kind is somewhat of a import, but they're flexible enough to re-contextualize since I figure that the psychotic trans-humanist movement may have caused a disruption that provoked their migration or something of that nature.

Thematically the beings I have in mind are meant to be more of a nightmarish thing generally loathed by other societies, like a swarm of giant sadistic space wasps. I'd rather all the aliens be unique from humans in some fundamental way (though I failed to enforce this even in my own NRP attempts that took off, it would probably surprise me to see a NRP with player created alien species where none of the aliens ever hit a human-likeness greater than say, the Shanghelli from Halo). It's almost as if people don't wanna be weird squid things.

Anyhow, in terms of what societies these beings have I have a several as they're immigrants from a personal setting. I give most of my major aliens multiple civilizations and the Vopson are no exception. I omitted two of them since one of them is too contextual (being reliant on the existence of a spacefaring Titanian sapient) and the other is too advanced. Of the two left, the Pale Swarm lacks much in terms of culture and are too insular while the Golden Swarm is more outward looking and more materialistic and so I deem the more interesting of the two.

That being said if there's too many people making "outside" alien forces i'll make a UA member instead.
When you say realistic 20-21st century, does this mean the aliens need to be reflective of modern social issues in regards to what sort of cultures and forms they can take? Can aliens have a very distinct tech base from the Llvyr Empire or must all the tech be similar regardless of home world origin?

And also, do all species have to have a history with the Llvyr Empire as clients/former clients or can you have things that developed outside their whole continuity? The need to be part of the UA seems to imply the former and I am not 100% certain on what players can be in this RP.
