The Imperium of Hiron


February 23rd, 1900, Senryu, Hiron

A somewhat older pair of Hironese bureaucrats sat lounging naked in an onsen, letting the warm spring waters wash over their bodies, relaxation flooding through them. Outside, fitful drifts of snow had accumulated, but inside, it was actually comfortable. One leaned back and rested his head on some smoothed rocks surrounding the onsen, sighing to himself before talking to his compatriot, "So what's the current news at your bureau, Takami-san?"

Takami stretched the muscles in his chest and back, feeling the capillaries engorge with blood from the heat, "Supposedly we're establishing an embassy in Gojong in a few days. Minister Tsutsumi-san doesn't seem particularly excited about them at the moment, apparently he's dealing with some other complicated matters during audiences with the Dragon Emperor. Something big is coming."

"I'd have to agree. That speech the other day by the Emperor made it pretty clear, as well as the whole Droulez Affair. It's an interesting thought, don't you think? The idea of the Imperium fighting with the oh-so-glorious Empire of Violette," replied Chenijiro.

Takami chuckled for a moment, "Eh, the arrogant pricks have it coming to them. You heard how their General Droulez handled the whole affair, right?"

"Yeah, trying to have a mock trial in front of the Embassy instead of growing a pair and staring the women whose lives he ruined in the eye and standing before a Hironese Judge to be tried properly. Dishonorable fuck," Chenijiro made an incredibly vulgar sign with his hand in the direction of Violette, reaffirming their dishonor.

"I'm not surprised though, they're Veletians," at that, the pair laughed together and began rambling on about affairs throughout the Imperium and their daily lives.


The Dragon Imperium of Hiron


January 21st, 1900, The Hironese Embassy, Cercle Internationale, Confluence, Violette

Ambassador to the Veletian Empire Kaminari Saito was an unusually young up-and-coming man who had managed to blow his way through the diplomatic circles of the Imperium until eventually obtaining an assignment to his post at the Hironese-style Hironese Embassy in Violette. Just one more step along the way to possibly becoming foreign minister in his mind, the man was sitting quietly at his small desk reading a newspaper when a secretary knocked quietly and slid open the door. Bowing her head to the ground, the woman spoke quietly, "Sir, there is a small ruckus developing outside. General Droulez has come, apparently for his 'trial'."

Saito peered over his newspaper absentmindedly at the secretary for a few moments, contemplating the situation. If this wasn't one of the most foolish and arrogant moves of the Veletians, Saito didn't know what was, "Seriously? They think we're going to have some mock charade of a trial in front of the Embassy? Tell them this..."

A few minutes later, the secretary exited the Embassy and came to stand in front of Droulez, ignoring the man and announcing to the public, "The Dragon Imperium of Hiron and the Dragon Emperor were very clear that Mr. Droulez was to stand trial in our capitol of Senryu. This man is known to have peddled our women, Kikitomi women, and Meungese women for profit and sex. The Imperium and the Emperor shall not rest until he sees the light of justice, and not simply being stripped of his rank and title. The Imperium will not partake in this silly charade of a 'trial' that Mr. Droulez has offered, and we are heavily offended by this show of immense arrogance on the part of a man who forced countless Hironese women to be used as sex slaves. That is all." The secretary returned to the Embassy, having not once looked Droulez in the eye.


The Imperium of Hiron


October 1st, 1899, Senryu, Hiron

Hashi Takami, the Director of the Emperor's Hidden Arm, sat quietly with the Dragon Emperor and the ministers of the realm. Having just finished presenting the results of Operation Sa-To that the Emperor had ordered, the man was now being forced to await Ryugo Shuu's judgement. What seemed like an eon passed in a few minutes, until the young Emperor looked up and smiled, "I'm surprised how well you and the Hidden Arm performed."

Takami bowed his head deeply to the tatami mat, "I am incredibly proud of the organization, my Lord, to the point where I can say with almost absolute certainty that every man in it is capable at his job."

Ryugo quietly put the folder labeled Operation Sa-To onto a small table, leaned forward with his head on his interlocked hands, and looked carefully at the ministers for a moment, and then at Takami, "Takami-san, the ministers and I have been discussing the future at great length, and we think this is an interesting operation..." Ryguo slid another folder over to Takami, this one entitled, Operation Jiyuu.

The Director of the Hidden Arm picked up the folder and leafed through it for a few pages, skimming. His eyebrows raised considerably as he took a few moments to think before the man announced to the ministers, "The Hidden Arm should be able to take care of this. It's an interesting plan."

"The first of many, we hope. We have significant faith in the Hidden Arm, but we'll want you to start work on this Operation in a few months time," replied the Emperor before dismissing Takami. With the excellence of the Hidden Arm, Hiron was beginning to give serious thought to covert operations, possibly globally, though of course centered mainly in Settumu.

October 15th, 1899, Senryu, Hiron

A small crowd had assembled in front of the Imperial Palace for the delivery of a speech by the Emperor. The young man stood quietly among for a moment before lifting his hand and silencing their once boisterous speech before he began, "The Imperium of Hiron has decided to declare that it stands in solidarity with the Serene Empire of Tara against the Wauwanti Raider Savages that become like a plague in one of its colonies, pillaging, raping, and destroying wherever it goes. Although the Imperium and Tara have not always gotten perfectly along, and will undoubtedly always never see eye-to-eye on some issues, there is one thing we are both clear on: savagery will not be tolerated in any colonies of Tara, or any that Hiron may lay claim to. Tarans and Hironese alike come to new lands to spread prosperity, civilization, and technology. Not to be forced to execute abominable humans.

"At the same time, I must also declare that the Imperium of Hiron supports the Tsardom of Karum in its aspiration to take back its lands, its peoples, and to right the injustices done to it and its peoples in the past. They are a truly civilized nation deserving of respect.

"However, we must declare that the Kingdom of Zellonia are truly fools ruled by a Mad King, one who thinks that taking waters that are clearly not his and illegally taxing ships in what is clearly an act of piracy is a fantastic idea that could not possibly lead to retaliation by the Great Powers. Their nation is an example of how not to deal with the Continentals and foreign bodies, and the Imperium of Hiron looks down at them greatly. Thank you for your time. To the Imperium!"

A mix of shouts began to ring out in the crowds such as, "Mad King," "Wauwanti Savages," and "Karum Fights For Freedom!"

October 31st, 1899, Furuu, Hiron

The Dragon Emperor himself had come to the laying of the keel of the TES Asai, a Taizen-1894 Class Pre-dreadnought, standing in front of a small crowd mixed with commoners and elite, as he began a simple speech, "Today, I stand before you as the Imperium of Hiron enters the next stage of its future! Behind me, work begins on yet another Pre-Dreadnought, a symbol of the Might of the Imperial Navy, to which all other nations in Settumu and the Continent shall soon pay heed! In the coming years, our ships shall soon eclipse the likes of the Serene Empire of Tara, blotting out the Sun itself with their rain of hot lead! The Seven Seas will become the home of all Hironese, and we shall sail them in full confidence of our absolute power! Let us march onward then, to the future, to the Imperium!"

The small crowd shouted in unison together, "To the Imperium!" as a number of monks began praying at the front for the success of the Imperium and of the Asai.

November 3rd, Senryu, Hiron

Once again, the Dragon Emperor came before a crowd of reporters, commoners, and elites, to give a speech bordering on the line between sarcasm and praise, "My brothers and sisters, I come before you toward to lend considerable praise to the imbeciles in the Grand Kingdom of Meung. Yesterday, they dragged their own Chief Foreign Financial Minister, Mao Huyuan, and their Minister of Taxation, Cui Hong, kicking and screaming out of their own homes as their families watched them be executed in broad daylight in front of their shocked families without a proper trial! Truly, Crown Prince Hu Shihuang knows best how to be a ruthless, tyrannical warlord, and set an example for the Imperium of Hiron to take note of! And believe me, the Imperium takes careful note of the Kingdom of Meung and the Crown Prince's actions... To the Imperium!"

A chorus of snickering mixed with laughter and shouts of approval rang out of the crowd as reporters furiously wrote down the Emperor's words. It was just another in the long line of jabs Hiron had taken at Meung.

November 7th, Aetoria, Tyro-Redania

Hiri Ishiki fell onto his hands and knees as he disembarked from TES Kazemono, kissing the ground. Three weeks of hell had passed before him, multiple storms threatening to sink the ship. It was if God himself had attempted to reach out and strike the diplomat down. But he made it nonetheless, thanks entirely to the determination of the crew of TES Kazemono. Unfortunately, his rest was not to be long, as Hiri had little choice but to push onwards to the meeting with the Tyro-Redanians.

A few hours later, the diplomat was once more cursing his luck and trying to untighten the sweat-soaked collar around his neck. The inspection of the weapons hadn't gone well, with the loss of a few dozen machineguns, and the Tyro-Redanians, combined with Ishiki's exhaustion, managed to pull more money from Hiron. Thankfully though, the man would soon be returning with the new machines, of which the Tyro-Redanians had given him a full demonstration of, utterly annihilating a regiment of fake soldiers with a few sweeping passes of the weapon. Truly, it was a machine of thus far unparalleled destruction... Once again, the diplomat found himself wondering what poor soldiers would be subjected to it in Settumu.

November 8th, 1899, Senryu, Hiron

The Dragon Emperor once more stood in front of a crowd of people, this one much larger than before. News of the guilty verdict of Commander Droulez had reached Hiron, which was met with much happiness among the people. Droulez had been trafficking Hironese women, a fact that Hiron was likely to not stand for had he been acquitted, but the Dragon Emperor could now make a public statement, "Today, a terrible man has been found guilty of heinous crimes. Trafficking innocent Kikitomi and Hironese women. An absolutely unacceptable crime, for which the death penalty is always incurred in Hiron. We hope greatly that swift justice is brought to Commander Droulez and that his head will roll. Thank you, and to the Imperium!"



The Imperium of Hiron


October 5th, 1899, Yufutsu, Hiron

The Diplomat Hiri Ishiki stepped aboard TES Kazemono. $400,000 was stored in a briefcase he was caring, having been given orders to sail to the Tyro-Redanian Empire to acquire 400 of their new machineguns in exchange for the money. The implications of this were obvious, and Ishiki's mission was kept tightly under wraps in order to avoid piracy or conflict, but who the machineguns were to be used on, Ishiki had no idea. It was not his place to question, only to follow orders. The man stepped aboard the ship, possibly never to return to Hiron again if things went badly.

October 6th, 1899, Senryu, Hiron

The Head of Design of Imperials Arms, the only real provider of Small Arms in Hiron, Mazuki Sunichiro, was sitting quietly at his desk when a secretary politely entered, bowed, and presented to him a set of papers. On them was a direct order from the Imperium government itself, "Hmm? They wish to have an up-to-date rifle? Well, it's about damn time. The last one was designed eleven years ago. Lazy bastards finally got around to this. I'll get right on it, tell them I'll have the prototype in... say... August, 1900. Alright?" The secretary bowed once more and left the room as Mazuki set to work on the rifle, muttering to himself, "Hmm, their specifications are very specific, they're aiming quite high with this one... I'll do my best for the Emperor..."

October 7th 1899, Senryu, Hiron

Shipyards and Drydocks across Hiron received orders for new ships from the Imperium, with each Drydock being informed to build an 1894 Class Pre-Dreadnought, and the shipyards told to build a current-gen submarine each. Revitalized finally by having new business, the naval construction workers got to work as soon as they could, drawing up plans and allocating resources.

July 15th 1899, Senryu, Hiron

The Dragon Emperor sat sipping tea with his ministers around a small table in the tiny Palace, peering at a map of Settumu, "Which of these nations is the easiest for us to conquer and has the most resources?"

There was an uncomfortable silence in the room, until the Minister of Foreign Policy spoke up, "My Lord, we're not entirely sure. It would obviously be one of the island states, preferably one without allies and with plenty of resources and people as well as a small navy, but the Imperium simply lacks too much information for me to give you a decisive answer. As it stands, it is unlikely we can defeat the Dominion though, I'm fairly certain."

Ryugo became annoyed with the Minister of Foreign Policy and ordered him simply, "Then tell the damn Hidden Arm to conduct a survey of all coastal nations within Settumu. I want to know Army sizes, logistics, equipment, composition, Navy sizes, logistics, equipment, composition, resources, population, internal economic and political issues and so on. And find out as possible, damn it. The Imperium is aching for more lands, resources, and markets."

The Minister of Foreign Policy nodded solemnly, "It will be done."

A short period of time passed as the Emperor peered into his tea, before he looked at the ministers, "I've heard some unsettling rumors about the various ministries. Tales of corruption, officials taking bribes under the table. There's also the issue of employers trying to avoid taxation. I want that to end. All of you are to find and root out the corrupt officials. If I find you yourselves to be corrupt, I will have you executed. I want to ensure that we squeeze the black market and make it smaller. There will be no corruption in Hiron or below table dealings, understood? The government must receive all funds it is due."

The Ministers collectively nodded, with the meeting being adjourned not long after that after further discussions of future plans took place.
The Dragon Imperium of Hiron



April 2nd, 1899, Senryu, Hiron

Another day, another consultation with the ministers. The Dragon Emperor sat solemnly once more, staring at the sunset, probably going blind slowly. He had high ambitions for his nation: a sprawling industrialized nation whose hands cradled the world. But as it was, Hiron barely made itself within Settumu, let alone beyond it. Hiron needed more influence, power, and technology. It needed a stronger industrial base. The ministers had spoken, by this time, the young and brash Emperor's eyes were already set on the future.

He turned his head about slightly and spoke, "I have had an idea. The Continentals almost all use railroads, connecting their major cities and industrial centers. Hiron completely lacks a rail network. We need to fix that. And not only do we need to fix it, we need to eventually push to have it crisscross the nation. I want to make it so that a man in the North can easily visit another in the South one day, without having to ride a horse or in a wagon, or heaven forbid, walk. This is one of my ultimate goals, but first, we should focus on linking the industrial centres and the major cities to further enable trade and industry. Minister of Economics, I want you to create the Imperial Rail Authority, get on it immediately. You shall have all funds necessary and access to the nation's steel supply."

The Minister nodded and headed out to do what was necessary, as the Emperor continued, "Senryu International is certainly coming along quite well, but we need to push harder, and immigration policy is currently restrictive towards foreigners. I realize this might be risking the stability of the nation, but we must open ourselves to the world, economically, politically, and socially. The Continentals have many ideas, and I want to mold Hiron to incorporate them. If they are to come to Senryu International and Hiron in general, they must be allowed to immigrate. Change the policies to allow for the uncapped immigration of foreign skilled workers, primarily those who have graduated university, and to give them a small living stipend for three months to find work here." It was an ambitious move considering the homogeneity of Hiron, but the Emperor's word was law. The people would have to grow more accustomed to living alongside foreigners if Hiron conquered new lands anyway.

The Emperor stood and waved the Ministers away, save for those of the Army and Navy. Those two, he motioned to join him on a walk around the small Imperial Palace, "Ministers of War, how ready are we to engage Meung or the other small island nations?"

That of the Army spoke first, "My Emperor, Meung is not someone the Army is prepared to fight. Their lands are vast, their population high, and their army likely large. If we are to fight them, we must increase the size of the army and prepare it far better. I would also recommend having an ally or two... As for a few islands, we could probably take them if necessary."

The Emperor nodded and looked towards the Minister of the Navy, who gave his opinion, "Taking islands is easy enough. The Navy is quite prepared to crush their pitiful defenses and then shell them into oblivion or surrender, whichever comes first. As for Meung, I'm not entirely sure, but chances are we could beat them on the seas handily. A blockade would be quite effective, and if we shell their cities, perhaps we need not even fight on the land. But if we wish to swallow Meung whole, a land war is necessary."

Ryugo walked along silently for a little while until the group came to the western edge of the Palace, from which he looked towards Meung, unseen beyond the horizon, "I am not sure yet what I wish to do with Meung. We must take control of them, either officially or through subjugating them politically. I will consider the possibility of allies when dealing with them. As for the puny islands not yet under our control, Minister of the Navy, I believe Hiron will soon be sieging them..."

How complicated are you interested in getting in terms of maps and supplies, any rolls involved, etc?


January 14th, 1899, Senryu, The Dragon Imperium of Hiron

Snow drifted from the sky like soft, infinitesimal leaves as the Dragon Emperor sat watching the Sun rise, breathing quietly as he considered Hiron's situation. He wore a poor man's clothes and resided in a fairly simple home, as all Dragon Emperors had for a few centuries in order to better understand and represent the people they governed. Behind him, his highest four advisors also sat, awaiting the Emperor's orders and insight as they spoke quietly amongst themselves.

As tradition dictated for centuries, the Minister of the Navy, spoke first, "Dragon Emperor, our Navy is large and powerful yet the Tarans still eclipse it. Our greatest ships, similar in comparison to their greatest ships, number seven less than theirs. Thankfully, most of our other ships are similar in number and strength, and I believe that given enough time, the world will sing of how Hiron's ships drove the Taran ships back into port. Of course, we need to finance the Navy further. I recommend that we immediately begin construction of three additional warships of the highest class, as well as ordering all remaining shipyards to build submarines. Whilst they may outnumber us, if we outmaneuver them beneath the waves, they will not even see their doom coming..." He bowed his head in respect to the Emperor.

Next was the Minister of the Army, "Your majesty, the Army is as neglected as always. Whilst the Navy is powerful, at some point, we will have to fight on the lands. There are not an infinite number of islands... The soldiers need more support. There need to be more soldiers. That is the most pressing issue."

The Minister of Economics followed simply, "All things are prosperous on our front, though the people yearn for food as ever, the population continuing to practically skyrocket. The advances of medicine and further technological growth of our people are seeing fewer and fewer deaths due to disease and malnutrition, but I believe more can be done. The Imperium also desires more markets to exploit and resources to acquire, much like how the Continentals maintain their colonies, I believe we should explore new avenues for our merchants."

At last, the Foreign Minister spoke, "My lord, if I may make a suggestion... A way to kill three birds with one stone. The Imperium is not a Great Power, and if we became involved in a war with one of the Great Powers, we might not win. Considering that, we could use some allies. In order to acquire them, first, we must open the door. What I propose is simple: we send a delegation to the Serene Empire of Tara to offer supplies of our Opium in exchange for as much of their foodstuffs as possible. The people yearn for food, and I'm sure their people yearn for... entertainment... Essentially, this gets our foot in the door, might supply our people with food, and may cause societal havoc inside Tara given enough time. But the Taran merchants put profit before morality anyway, so I doubt they'll give a damn." All four at this point were bowing their heads, refraining from fighting with each other in front of the Emperor.

Ryugo seemed to consider all of their opinions for a moment as he watched the Sun rise further before he announced, "Although I am very young and just took over the throne, I must put our people first. And I have many ideas about how to further our nation that my father did not. Tsutsumi, send the delegation, you have my full support. But Miyagawa, I have something of my own for you to do."

The Minister of Economics remained silent as he listened to the Emperor speak, "The Imperium is going to commission the creation of the greatest university in the world. Give it all the funds it needs. I want it to outshine even the Continentals. Its name is simple; Senryu International University. But its glory shall hopefully attract all the best and brightest minds from across the globe. Understood?"

All four ministers gave their understanding, even if they disagreed. Disagreements would be taken up in private between ministers and the Emperor at a later point in time, but both Miyagawa and Tsutsumi quickly set about their orders.

Summary: Hiron sends a delegation to Tara seeking as many of their foodstuffs as possible in exchange for supplies of Opium. It also begins construction of Senryu International University, an attempt to attract scientists from across the world.
