I can't speak for @Vongola_Hasayo nor can I confirm what their standards are in terms of balancing the magic. Though I think a good start would be to either drop the effective range of it or remove the homing. If the homing is an absolute must, then the destructive power should drop off the further it has to travel. The destructive power isn't the issue (I mean, considering it's namesake), but I feel like something of that caliber shouldn't be so precise even in the hands of an S Class Wizard.
The GM already gave their opinion on the Fortification Magic and how they'd like that balanced so I'm not going to add anything.
Though these are just my suggestions, ultimately I would rely more on the GM and your own judgement for this.
