I'd rather keep the current number mostly for balance. Every other province thus far has a larger population and I'd rather not be crushed within the first year.

I couldn't find any information on the population of Qinghai what-so-ever so I just took the modern population and divided it by 25%.

@Chairman Stein Nice NS although I will ask that Ma actually convinced everyone to put down their traditional bows and swords and pick up a rifle? I find that unlikely as I'm fairly certain that there would be die hard traditionalists and conservatives who would refuse to pick up a gun.

Oh I am sure that many of the Tibetan and Mongol chieftains kept to their ways, however I will admit I overlooked mentioning it. The main point of the 'Rise to Power' section was that he was able to bring them in under his more decentralized monarchy. In a combat/war situation I imagine the armies of the Clique would mostly consist of nearly Horde like mass cavalry mixed with more modern rifled infantry and cavalry in a smaller number.

Personality
For the few that speak to Qi on a personal level, only one word comes to mind: Stern. Ma Qi is a man of deep religious tradition, and his loyalty to his allies and Allah show through on all levels. Once Temur Qi has made a decision, he shall remain loyal to it until it is completed. While Ma Qi is a trustworthy and loyal man, his enemies only know the wrath of his religious fervor and high ambition. Once a man has gained Mai Qi's distrust, he is no longer the quiet and patient elder that he has built himself up to be, he is a warrior of god, he is the Temur of the Hui.

Biography
Since his birth he had been a loyalist to the Qing. His father was Ma Haiyan, and his brother Ma Lin, all commanders in the Qinghai-Gansu region and loyal to the Chinese Emperors. Ma Haiyan died during the Boxer Rebellion fighting the wretched foreigners at the Battle of Langfang in 1900, died protecting the royal family from the Westerners. This meant that Ma Qi, only a young man at the time, succeeded his noble-father in all posts and capacities.

Holding his post quietly for many years, his Ma Qi's time to shine came during the Xinhai Revolution. Mai Qi quickly led his forces to defeat the Gelaohui revolutionaries in Ningxia, giving executions to the leaders of the rebellious force. When the Emperor abdicated Ma was broken, the empire his father had died for was now crumbling around him and now a Republic had been declared. Through desperation and loyalty to the nobility of China, Ma declared a new state, a new Khanate... Through quick diplomatic and minor military action, Ma Qi brought the Tibetan and Mongol chiefs into the fold within Qinghai and united the province into something his father would be proud of... The Ma Clique was born, and Ma Qi would be the first Temur.

• Ma is unusually tall for a man of Hui descent, towering over his comrades at six foot and three inches.
• Ma and his brother, Ma Lin, have never exactly been close. This lack of a brotherly bond has led to issues in the past and have split the family in some ways.
• As of yet, Ma Qi has yet to produce an heir to the Ma Clique, leading some to believe his more strong-headed and 'gung-ho' brother will take the throne when Ma Qi passes.

Twilight Struggle: A Cold Affair

If you properly conduct yourself I don't see why you wouldn't continue holding the 'possessions'. Honestly this isn't like WiR where there are rolls and such, many of the actions involving colonies and rebels are up to the player. This is more of a world-building/story-telling NRP with diplomacy and military command added in, so it's all up to you.

Check the Paradox Forums, seeing as how World in Revolution (A RP dedicated to the GM running stats) lasted well over a year with each thread. Your issue is you obviously have no trust within the GM to be mature and not abuse his own roleplay for some minor egotistical gain. The obvious solution is, have one GM and perhaps 1-2 Co-GMs and ensure that the GM posts the math for each players stats. This way everything is out in the open and there is a balance to prevent corruption. That is how they did in WiR with 'yearly' updates showing every stat and the math behind it.
