Lightning dash-Charges up electricity to move at lightning(Hehe) speed for a distance of up to 100 meters with enough charge. She can only strike at one point when using this move.

Everything except the Lightning dash is good to go. The Lightning Dash unfortunately raises her speed beyond the acceptable level 4 limit.

In all serious, I don't think physical strength and speed should be an overall indicator for powerlevel of a character. He or she may have some pretty mind warping powers otherwise even if they may not be destructive.

B) Wit's Comb - Strike's sword. It is a simple styled single-edged straight sword roughly the length of Strike's arm. In place of a proper hilt, the handle is wrapped in duct tape just thick enough so that the metal cannot be felt underneath it.The blade's properties are simple. Whatever the blade's edge touches is not cut. Rather, in its place, a zipper appears which Strike can zip and unzip as he pleases. It is unknown what happens if he cuts a zipper.

C) Veil of Victory - A seemingly normal white scarf which Strike normally has around his neck. When tightened fully, it has the ability to turn its user as well as whatever the user is carrying invisible. When loosened, whether it is on purpose by the user or not, the user as well as his property returns to being visible.

A) I believe I mentioned this somewhere in the rules, but the strength and speed are common factors that are found throughout a lot of powers and abilities. For instance, if you had telekinesis, then you'd be limited to the same strength/speed limits for how fast/heavy the things you lift can be. Also, I know I mentioned this somewhere, but the number and variety of powers is far too vast for any example or limit based system could harness.

B) How long does the zipper effect last and what are the extents of the power? Seeing as it doesn't actually cut, I assume it could only do the top layer (i.e. skin, but not bone).

C) Full on invisibility is a bit high-leveled for the level 4 or less starting requirement. Now, transparency on the other hand (visual disturbance upon movement, but otherwise invisible when not moving), is much more reasonable.

What incredibly vast sword skills? Close combat fighting skills will, as always, be limited to what the writer himself (me in this case) is able to push out. Anything else is just fluff. He knows how to fight, 'tis what I'm getting at.

His ability to participate in a high-stakes, close quarters combat situation while still being able to actively participate in a high-concentration game like chess at a faster than normal rate, is where I got his combat prowess from.
Well, in regards to canon characters, they are granted no special leeway in any situation, especially rulings on powers. Essentially, the only difference between canon characters and non-canon characters is that one of them is made up by the player and the other took one from someplace else.

Also, what points did you think needed restructuring (I can't fix what I don't know to be broken).

I'm assuming you're refering to his aim, so I'll adjust that.Edit: Le done.

and his incredibly vast sword skills and his superhuman level agility that allows him the power of dodging the vast majority of projectiles thrown in combat so long as he can see his opponent, which will be 99.99% of the battles.

*Gravity Manipulation: Hope Thomas is a gravipath, that is, one who can control and alter gravity to their whims.

*The nature of Gravity Manipulation: For the benefit of everyone involved, I will explain how Hope can utilize gravity by manipulating it in-depth in addition to giving examples of its uses.

Hope Thomas, otherwise known as Wisp, can control the forces of gravity via psychic powers. She is able to adjust the direction or force of gravity any way she pleases up to the strength of three "G"s, or three times the strength of gravity at the strongest. She can project this ability to an area of 50' in any direction in a sphere, or roughly 7800 square feet, although the areas she affects can be smaller than this. In addition to adjusting gravity's direction, she is able to suspend it and utilize "anti-gravity", that is, a point in space in which objects are repelled from in any direction instead of drawn to. Hope is able to adjust the direction of gravity to be complex as well as simple, creating shifting, looping, gravity wells instead of normal direction change, although this is much more difficult.

Gravity manipulation is understandably a power that requires heavy moderation before acceptance. I got this far into her power before she drastically broke level 4's power levels. As of right now, she could topple over and/or launch every other character brought forward, essentially rendering combat with her a giant game of pinball, where her opponent is the ball.

Abilities:Mordem has trained and studied extensively for most of his life to reach physical and mental perfection. He is well past the peak human condition. He has become an instrument of death, and he likes to show it. His aim is unparalleled, able to shoot the wings of a fly with his eyes closed while dancing flawless tango. His close combat, unmanageable, able to take down several human-leveled opponents with ease while simultaneously being a competent player in fast-paced chess. His acrobatics, unmentionable, parkouring near impossible angles and heights, while re-citing perfect Shakespearean literature. If he cared for it. He is, despite all of these talents, at heart, still human, and so does not boast much of a defense other than his equipment. His strength is nothing to brag about, he could kick down a reinforced wooden door, but that's about it. His agility and reactionary senses is what gets him through the day. He can't physically dodge a bullet mid-path, but he can damn well pinpoint it's trajectory based on the aim of it's shooter, if he could see him, and get out of it's way before the trigger is pulled. So, he's fast, but not outrun-your-car-while-jogging-fast.

Currently, I won't look at the rest of the character until his skill level decreases to level 4 or below. Right now, he's too good at combat, regardless of his durability or comparatively low strength and speed.

A) Powers: N/AAbilitys: Her special Semblance allows her to create glyphs that serve many purposes such as shielding or to lanch her in the air. She is able to utilize various Dust which is the source of magiclike attacks in the universe tho it is not classified as magic.

B) Dust types:
Blue: Ice effect
Red: Fire effect
Yellow: Speed enhancer
Purple: Critical hit
White: The most devistating blow to any opponent. Only used as a last resort however purple and white are never used if rarely.

A) Any situation that could be effected by magic (i.e. magic sensors or weaknesses to magic) this will count as magic, due to it being left unclassified as anything other than magic-like.

B) Unfortunately, this tells me nothing about the strengths and balances for any of these effects.
