Naive. There was no other word for it. Even Kii, a kid, could see that she was being naive.
Did she think this was a game? That this was some moment for her to show off?

'All we do were D-C rank missions...'
'Usually then when I spy I'm serious...'
'You highly underestimate the main child of the remaining Aburame Clan...'

No. This was all the argument of a spoiled child that was happy to receive some special gift that she didn't even know how to use. If she couldn't take a D-Rank mission seriously then she couldn't be expected to take an S-Rank one any more serious. She lacked the practical experience in this field, no matter how gifted of a Aburame that she was. The same was said for Kii and for Ryou. They were all Genin. They were all kids. Did she not see this? Clearly, Shira wasn't understanding the implications of what she'd been asked. She thought this was just some moment for her to show off her skills. Her words and her reaction was all too arrogant...Then she even thought to tell Kii to leave, which honestly hurt his feelings. He'd been looking out for her. She may have taken it as an insult, but in the end he'd been saying the things he had said for her protection. He hadn't said anything that was meant to purposely hurt her, but to point out that this situation was way over their heads. Yet, she told him she was fine without him then compared him to some village exploding freak...

For what? Kii didn't understand what she was saying. He didn't see how what she was saying made sense.
Yet, he had to respect that it was her choice, as a Jinchuriki, and her privilege to decide what she wished to do. This collective offer was for the Jinchuriki in the end and Kii had barely any right to even be here...So, in the end, his opinion was washed away and he was swept under the table.

"Fine..." Kii would say, relaxing. He'd unclench his fist and sigh, looking away from the General and from Shira, "But i'm not leaving," he said low, almost mumbling. "There's no way I'm going to let you do something this dangerous without me." Kii was going to stick to that. Even if she didn't want him around he didn't want her to do something irrefutable and get herself killed or worse, caught. He could swallow his own pride and bite his own tongue if she wanted him too. "I am sorry..." Kii would add, looking over at the general a moment. Kii wasn't going to dignify the apology with a bow. Instead, he'd just take a few steps back, feeling the cool wall through his mantle.

Still...Even playing the defeated card, Kii didn't lose his reservations.
This mission was stupid and pointless and would end horrifically. She was being ignorantly optimistic if she figured random people who hardly knew each other could join hands and work together to accomplish such a badly planned mission like this...But, well, it was that trait that he did like about Shira. She was hopeful, positive and bright. So bright that he couldn't see how she could say half the things she said or think the way she did. Kii didn't trust these Jinchuriki, he didn't trust Konoha and, most importantly, he didn't trust this General that would send a bunch of Genin into S-Class enemy territory just for a bit of information.

Sighing and looking away, Kii decided that it would be better if he just didn't say anything else for the duration of this meeting. He'd gotten himself scolded by Ryou and Shira already. No point in making this any worse on himself.

Yeah. Then the Leaf team could forcibly have Ekirei adopt them...Against his will.

I'd also like to add that Kii ordinarily doesn't lose his cool.
So that outburst is actually out of character for him. Especially to the point of being disrespectful. The only reason he's so angry is because it's about his team member.
Why not make a team with Aiko, Kota, and Sharaiyu?
Bad idea! Bad idea! Kii couldn't help but repeat the words over and over in his head. If Konoha really didn't want the support of the Republic and, possibly, were planning a war then sending weapons to them was probably the worst sort of idea. What if Konoha did have evil intentions? Then they would catch all the Bijuu then wage war against the entire alliance. There was that then the fact that someone like Shira would be a terrible spy. She didn't have the right sort of tact. She'd give herself away almost immediately. Kii knew that this plan just smelled really bad all around. Sending all the Jinchuriki into the village, all at once, to see if Konoha was truly an enemy was like throwing your life savings into a cave of bandits to see if they were really money hungry.

If the Jinchuriki were caught they wouldn't simply be killed...The Bijuu inside them would be assimilated into Konoha Jinchuriki so that this war could finally start. Kii knew that any sane person in this room would outright refuse. There was no way that this idea was safe and, assuredly, they valued themselves enough to realize that they'd be more harm to their villages if they went along with this.

Kii watched the general, eyes intense.
There was something about this man. Something...Unsaid...Unnoticed. Kii felt like this man was trying at something entirely different here. Was he purposely trying to endanger the Jinchuriki? Maybe he wanted to send them into Konoha so one of them would go berserk and destroy half the village. Was his aim at starting this war? He seemed really focused on power. Why else would he think that because two Bijuu were in Konoha that it was a bargining chip to getting the Jinchuriki to invade? Did he want those Jinchuriki on his side? Was he the one building power? For what purpose? Why was he so interested in Konoha's relent? If Konoha didn't want to be apart of the Republic then wasn't a better idea to just let them be independent? Why did all the village need to be under his beck and call like this?

This man...Was too suspicious.
"You are an idiot," Kii said, outright, "And if you think Shira is stupid enough to go along with that retarded plan then I should smash your face in right now," Kii said, clenching his fist. His fist started to glow red as his hot chakra boiled at his knuckles. There was no other way for Kii to express his distaste in what the man was offering. He was basically playing with Shira's life. He'd send her in there, despite the fact that higher ranked, more experienced, talented ninja had already been caught and killed trying to do the same thing, and all for what? Some motivation to go to war with Konoha?!

Kii was way too smart to just sit quiet and let this man manipulate the minds of a bunch of Genin kids. He knew better. He'd been suspicious of this sort of thing from the start. There was no way he'd let Shira be put in danger. This man's chaotic plan was far too unstable and, all the more, Kii didn't trust the other Jinchuriki to go along with this plan. They could be stupid, inexperienced, or as haphazard as Shira. If they blew the cover, were caught, and gave her name...Then they'd all be caught and turned into Konoha's ballista.

"You can go die in a ditch, moron...." Vehemently, Kii kept his intense gaze on the general. What Kii really didn't like, couldn't stand, was that this man was so carelessly offering to put Shira in the ultimate sort of danger and the only incentive was finding two missing Jinchuriki that he honestly didn't even care about!

Though, in the end, it was Shira's decision.
It was all her decision.
Tell me if she is overpowered or not. I tried to place plenty of weaknesses in the techniques. I desiginated her S-Rank though, if that helps my grade.
