How's that work exactly? Say I want a storyline where Jean runs into Victor Creed...do I just use him, ask permission first, ask the Logan player if there is one?

Generally, if a character is closely associated with a PC -- particularly villains -- at a minimum it's best to notify that PC, if not ask for permission. Just because they may have something in the pipeline. But if there's no PC, you can just go ahead and use the character; just try to tread lightly and leave the character with as few strings attached as possible. That way, if a player comes around wanting to play Logan, they don't have to deal with the fact that Creed's now dead or a Green Lantern or something.
Heres a topical question. As I am yet to get into an avenger comic series...

Avenger tower. The top levels have a landing pad and a lounge according to the movie, lab... suit up room etc.

What the fuck takes up the rest of the tower? Do they have staff?

Is it empty? Room for the homeless? Rented offices?

The blueprints at the end of the first Avengers movie show individual levels for each team member, so perhaps there are living quarters for the team. That still only accounts for, like, 6 or 7 floors though.

Oddly hot, if not for the actor.

How dare you say that about Eric Foreman!
@Eddie Brock let's stop the details right there.

So gonna watch the Flash/Supergirl crossover episode today.

If the Supergirly parts are good, I may take people at their word in needing to give Supergirl a second chance

This will no doubt sound like more excuses/justification on Supergirl's behalf, but I really thought that other than the crossover, this was one of the more mediocre episodes. It also doesn't help that two of the leads, Hank Henshaw and Alex Danvers (the former of which is one of the best characters), weren't present because they're away on a mission for a few episodes. So basically, this is my roundabout way of saying that you may find "World's Finest" more palatable than the pilot, but it's still not Supergirl's best. (For that, I'd recommend "Human for a Day" or "Falling.")
Flash! Ahh-haaahh! (Wait... wrong Flash...)

Well, in the tradition of Flash writing, I've given my first "doesn't matter; had Speed Force" explanation. Expect many to come. Oh yes, ladies and gentlemen! I'm not just going to butcher forensic science. I'm going to butcher all science.
