Granted, he didn't need to thanks to being a Conduit. Electricity alone was what had powered him for the past couple days, which served him perfectly fine when he was ridding Empire City of the last of the other freaks. Reapers, Trash Men, the First Sons- they all needed to go. So when he finally cleared the last district of their influence, Cole thought his work was finally done.
But then that was when the feeling in the back of his neck began without warning. He didn't really mind it at first, since he figured it was one of the minor injuries he'd sustained during a firefight, but before long the pain rapidly intensified. He'd tried to drain a couple power sources, see if juicing himself up would heal whatever was going on, but it didn't help either. Before long, his motor functions shut down. Once he couldn't even feel his arms, he knew he was screwed.
Thankfully, he was already on top of one of Empire City's skyscrapers, so if this was some kind of targeted attack, he wasn't immediately vulnerable, but he had nobody to call on, nobody to ask for help. So he chose to lie low, try to weather whatever this pain was. But the loss of feeling spread all over his body. Eventually, he could barely think through the pains, and the buzzing in his ear was the last warning sign he remembered before collapsing on top of the skyscraper.
Is that smell...Rose and vanilla? People still have that in Empire City? Cole's eyes opened up at the pungent scent, before he saw what was going on. What he had found himself in. The first thing he focused on was the glass cage, and the platform above. Someone wanted to specifically throw him- and the cast of people that was in there with him- in this place. Was it because they were meant to be some kind of zoo exhibit?
As the voices around him slowly stopped sounding like a garbled mess, and he could actually pick out dialogue, he gleaned two important bits of information off of a couple ongoing conversations: First, the metal robot- who sounded really pissed at the moment- claimed that they were in one "Metropolis", in a "LexCorp" building named after "Lex Luthor", before rambling about being captured and firing a laser at the glass... which promptly reflected into some arrogant guy with a spiked bat, who wasn't afraid to express his displeasure despite the clear power difference on first glance. Second, a pink-horned, glasses-wearing... goat, thing had claimed a woman had told everyone to wait for Luthor, though he had no idea who that was. The lack of knowledge seemed to be a common theme, actually- almost everyone was expressing confusion as to what had happened to get into this cage. And to be honest, he was one of them- the robot and the goat weren't the only strange-looking people. Sentient, talking animals, people looking psychotic enough to fit right in with the Reapers, guys in actual superhero suits- it was like it was some crazy dressing convention, except everyone was real. It was pretty surreal to see, but considering Conduits were apparently a thing Cole never knew about… he wasn’t chalking this up to some crazy dream just yet.
“If you didn’t hear that rambling robot, Lex Luthor apparently owns this LexCorp building in Metropolis.” Cole made himself known to Ralsei, Lilith and Shantae simultaneously as his eyes continued scanning the crowd. One of the notable people- Cloud- had caught his eye, but the guy was walking off already. Whether Cole was intrigued was because of the giant sword the other guy wasn’t buckling under, the way he’d been talking earlier, or something else, MacGrath wasn’t sure. But for now, he marked Cloud down as someone to potentially talk to. Maybe gain an ally in this mess. The same went for… maybe Ralsei, even though he was an animal? The guy talked like he had a team before ending up here, after all.
“I hope those words mean anything to any of you, because I have no idea where the hell Metropolis is. Either way, the name’s Cole MacGrath.” As he uttered his name, a thought quickly occurred to him: Would anyone recognize him? He knew the government had been lying to the public about what happened to Empire City, so it was very possible nobody would know who the hell he was. Perhaps that was for the best, though.
"Outside, things were bad... but inside- inside me- something was beginning. Scary as hell at first. Gotta understand that there was no one to talk to, no experts to consult. But with time, I'm learning to control it. Master it. Just hope it's not too late..."

Personality: Though before the blast Cole could be seen as a delinquent, claiming he dropped out of college to "mostly just to piss off" his parents, he was only six credits short of graduation due to a professor treating one of his friends harshly. However, after being "gifted" powers, Cole developed a further awareness for others and their own well-being. If things come to a head and he has to choose between himself or the good of the many, he won't hesitate to choose the latter.
Equipment: Not much gear on him, besides for a sling bag and a phone attached to the singular strap.
Attributes:
Enhanced Durability, Strength and Mobility: Even before becoming a Conduit, Cole was run over by a freight truck that should have resulted in a fatal accident; instead, he was able to recover in just a few days with only minor injuries. After receiving his electrical powers, however, he's become much more resistant to attacks that would likely kill a normal human being. In addition, his parkouring skills honed by urban exploration are complemented by his lack of fall damage alongside faster movement, making him able to scale any building extremely quickly and take an "express elevator" down just by jumping off.
Healing Abilities + Electric Drain: After being exposed to the Ray Sphere, Cole's natural ability to heal has been greatly accelerated. The Sphere has also made him impervious to most diseases and significantly resistant to others. Besides for that, Cole can manually heal in seconds by draining any nearby electrical power source (which he can also detect), replenishing his electric supplies so he can use more powerful abilities.
Lightning Bolt: Cole's most basic attack, these strikes of electricity can be fired rapidly and without worry of consuming energy, meaning it is available to him at almost all times. In addition, hitting an enemy will recharge his energy reserves, and headshots will both stimulate his healing and chain electricity to other foes.
Shockwave: A self-explanatory attack, Cole pushes out an electrical shockwave to knock people, objects, and even larger projectiles (such as rockets) out of the way. People hit by the shockwave will float in the air in slow-motion until they are hit by the ground, a wall, or an attack.
Shock Grenade: As the name suggests, Cole hurls a small explosive ball of electricity that can stick to any surface, knocking down lighter foes whilst having the ability to immediately Arc Restrain (see Touch-Related Powers) downed enemies that are caught in the blast
It is most likely that Arc Restraint works by aligning the electric "shackles" around victims' arms and legs to the Earth's natural electro-magnetic field, thus holding the person to the ground with a force stronger than gravity. Because of this, enemies and civilians appear to only ever be restrained with respect to the ground (the ground, a rooftop, or in some cases, the top of a car, train, railroad tracks, etc.) and not a wall or other vertical or metal object. -inFAMOUS Wiki
Touch-Related Powers: When interacting with incapacitated enemies or allies, Cole has three options: Pulse Heal, Arc Restraint, or Bio Leech. Pulse Heal will put an electric shock through the downed target, healing them up. Arc Restraint places electrical shackles around the target's hands and feet and planting them on the ground, whilst Bio Leech prompts Cole to grab the victim's face and drain them of their bio-electric energy, healing him and restoring all his energy at the cost of the victim's life.
Induction Grinding: Cole can use electrified cables to "grind" across them, giving himself a significant speed boost along it whilst also healing himself and recharging energy.
Megawatt Hammer: Cole's electrical spin on rockets, Megawatt Hammers slowly travel in a linear fashion until they hit their mark, creating an anti-gravity effect on anyone caught in the blast similar to the Shock Grenades. In addition, Cole can redirect his Megawatt Hammers by firing Lightning Bolts at his target.
Lightning Storm: By far Cole's most powerful attack, a Lightning Storm will decimate nearly anything in its way, moving forwards at a rapid pace until Cole runs out of power or chooses to stop the Lightning Storm. When Cole activates this, nearby lights are turned off altogether, only re-activating once the Storm is over- which is indicated by a clap of thunder.
Gigawatt Blades: Cole forms pure energy around his hand in the form of twin blades. Thrusting these blades into a foe will deal significant amount of damage that is almost certainly fatal for normal enemies.
Karmic Overload: Desperate times can call for desperate measures. As long as Cole has been performing enough good deeds, he can eventually use a Karmic Overload, creating a massive electrical surge in his arms that grant unlimited energy for a certain amount of time. Best used if combined with a Lightning Storm.
Overload Burst: Cole takes a couple seconds to charge a powerful lightning bolt, before firing it off. It can chain off conductive surfaces to hit anyone nearby, and can be charged whilst using other offensive abilities- meaning he's not vulnerable at all when charging an Overload Burst.
Polarity Wall: Cole forms an electromagnetic force field around his hands, absorbing most gunfire (shotguns are a notable exception) and transforming the blocked damage into energy to counterattack.
Precision: Time slows down around Cole as he focuses, zooming in on his target and making his bolts significantly more precise. In addition, the bolts have an infinite range while using Precision, meaning "sniping" is a viable option.
Psychic Vision: Only usable on the dead, Cole absorbs what remains of their neuro-electric energy to see their last memories- often accompanied by an outline of the dead- or their killer's- path.
Static Thrusters: While falling, Cole can create static electricity from his palms, significantly slowing down his fall.
Thunder Drop: Alternatively, if Cole wants to take a flashier way down, he can rapidly build up momentum and electricity while falling, slamming into the ground with a massive shockwave that electrifies anything caught in the blast radius.
Weaknesses: Being a walking battery isn't always good. Due to his electrical nature, standing in puddles of water can electrocute any others also standing in it, and waist-deep and deeper electricity will short circuit him altogether. Falling into a complete body of water will be almost certainly fatal for him, making water Cole's nemesis. In addition, his body reacts to energy surrounding him; if electricity in the vicinity is absent, MacGrath will become weakened- made especially bad since it also makes him unable to charge himself.
Biography: A college dropout-turned superhero, Cole MacGrath's life was turned around the moment he opened a package that turned out to be a device that granted him electrical powers but destroyed several city blocks around him in the process. In the process of cleaning up his home, Empire City, of crime, he also encountered a man initially known only by the name of "Kessler"- who would change his life forever...

A very loud-mouthed yet hardy American Marine, Woods is a stubborn American soldier. He has a short temper and relatively prone to being rude and extremely blunt. His (somewhat given) preference to shooting compared to diplomacy can make “tactical” scenarios a little tough when talking is a necessity. That said, he does have a brain within his brawn, and can analyze situations surprisingly well- most notably shown in canon during Russian Roulette and against Kravchenko. He can also have a soft heart at times, and cares for allies that get close to him and bypass his seemingly ice cold nature. (Taken from Enter the Cosmos)
Equipment:
Customized XM4: An evolution from the Colt Commando platform, the XM4 assault rifle is a reliable weapon just like its owner. This 1980s-era weapon has all the bells and whistles one would need to remain flexible in combat: a 2-4x zoom optic, muzzle brake, foregrip, and taped grip handle to keep on target, an extended barrel to extend its range, and a laser-light combination that can illuminate a target and pinpoint where the XM4's rounds will go simultaneously. To top it all off, the XM4 is fed by jungle-style magazines that make every other reload faster, and has a strap wrapped around it for quickly slinging and unslinging it.
Customized MP5: A popular submachine gun for good reason, the MP5 family can suit many different scenarios. Woods' MP5 is tailored more towards close quarters combat and lethal stealth, boasting a reflex sight, granulated tape handle, removed stock, stubby grip, and 5mW infrared laser all in the name of quick target acquisition, alongside a custom silencer-barrel combination to silence his shots. Similarly to the XM4, Woods' "MP5KSD" is equipped with dual mags for a similar purpose- ease of reloading during the heat of battle.
Stimshot + C4: Frank's Tactical and Lethal equipment of choice. The Stimshot is a reusable gadget that initiates healing from injuries immediately, allowing Woods a free get-out-of-jail-free card when in trouble. Meanwhile, his C4 can be stuck to any surface and remotely detonated, creating a deadly explosion that can potentially devastate vehicles. Its stick and detonation feature also means it makes for an excellent ambushing tool.
All Field Upgrades: Woods also has access to a lot of deployable equipment. The list is as follows:
-A modified M15 AT Mine set to also be triggered by personnel, almost certainly destroying any vehicle above it, -A primitive parabolic microphone, picking up any sounds in close proximity, -A trophy system that will intercept larger incoming projectiles, -An assault pack containing munitions to resupply from, -A portable SAM Turret that will shoot down airborne equipment, -A jammer that disrupts ground equipment and sensors via an electronic disruption field, and -A gas mine that will expel a large cloud of harmful and disorienting gas.
Portable "laptop": As a way to remain in the realm of "realism", Frank keeps a handheld laptop with a minimap built into it- detecting gunfire, and synchronizing with equipment such as the microphone to display movement. Perhaps it can be linked to other characters and/or their equipment to synergize with them and feed information to them..?
Powers/Perks:
"Health" regeneration: Most effective out of combat, but can still actively work throughout a fight. As long as the wound isn't too serious, his vital system will regenerate itself. However, extremities like losing his kneecaps or vital organs can and will put him out of action without a means to heal. In addition, it takes a few moments for his wounds to begin healing, and can be interrupted if Frank is further wounded during the process.
Engineer: Enemy equipment can be detectable via the laptop. Paranoia: Woods will know when someone is targeting him, and will know if they are currently outside his view. Flak Jacket: Explosives and fire will not damage Woods as much. Tactical Mask: Flashbangs and stun grenades, alongside similar effects, will not hinder Woods as much. In addition, he is immune to most conventional gases. Forward Intel: The laptop will detect and indicate enemy reinforcements.
Assassin: High-value targets that reveal themselves on the laptop will be indicated as such. Gearhead: Woods can place two Field Upgrades down at once. Scavenger: Ammunition is no longer an issue, as finding it on corpses will be more frequent. Quartermaster: Non-reusable equipment will be replenished over time. Tracker: Woods can spot enemy footprints. Targetting a foe will "reveal" them on the laptop.
Gung-Ho: Woods can fire, reload, and use equipment all while sprinting, swap weapons faster, and fire more accurately during a slide. Perhaps most importantly, however, is the reduction of fall damage. Ghost: Woods is undetectable by conventional sensors whilst moving, handling explosives, or controlling equipment. Cold Blooded: Almost anything AI-controlled will not be able to target Woods, nor will he be highlighted by targeting or thermal sensors. Ninja: Woods' footsteps are much more silent. Spycraft: Most enemy equipment can be hackable or even booby trapped via Woods' laptop. Jammer-related equipment and powers, alongside detection-related equipment and powers, will not be able to affect nor find Woods. Sensor-based traps are also not triggered by Frank.

Advantages:
+ Excellent marksman; even though he prefers an assault rifle, he can still utilize weapons like snipers just as well. In addition, unconventional weapons aren't necessarily a hindrance to him- if it has a trigger and can shoot, he can probably figure out how to use it. + Fearless in the face of danger; almost nothing can scare him off, albeit that doesn't mean he's suicidal. + Notable reflexes and endurance; nothing compared to The Flash or Captain America, but Frank can hold his own pretty well. + Experienced; being a battle-hardened war veteran, Woods is understanding of battle tactics.
Disadvantages:
- Relatively stubborn; even if he isn't dumb enough to rush directly into danger, he still doesn't like taking orders. - Can hold grudges for a long time; this can be a problem when paired up with 'allies' that seem more than just suspicious to him. To gain his trust can be a somewhat tough task if he even has an inkling that there are some bad vibes around. - Still mortal, and vulnerable to wounds. A much higher pain tolerance doesn't mean he can't be incapacitated altogether.
Biography: Essentially a very dedicated American, Woods is a CIA and SOG soldier who is pretty familiar with war in his old world. He, alongside one of his closest comrades, Alex Mason, fought through countless scenarios- including the attempted assassination of Fidel Castro during the Bay of Pigs Invasion, holding off the Vietnamese during the Battle of Khe Sanh, and even escaping a brutal P.O.W. camp in Laos- giving the soldier a lot of experience in shooting things up and all things war-related.
This incarnation of Woods is also not unfamiliar to "espionage", as he was enlisted in part of Russel Adler's squad in order to track down an elusive Soviet spy only known as Perseus.
