I know those two characters enough to work with them. This is taking part in Modern Age comics, but aside from that you can take inspiration from pre and post New 52, Rebirth or any of the film/game universes (maybe not Injustice). If you want to use Giganta from the Bronze or Silver age of comics, it doesn't impeach on my plans. The same goes for Killer Frost.
Dark and Gritty characters like Batman and Joker exist alongside more happy characters like Plastic Man or Shazam.

Deathstroke is someone I would like to see. (If no-one plays as him, he's definitely an npc)
Killer Croc is another character who could work. Scarecrow, as you mentioned earlier, could be cool.
Honestly, just look up some characters on dc.wiki and find someone you like the sound of. There's very very few that I will say no to, even if you find someone incredibly obscure dude with powers that are stupid as hell.
For example, a few days ago I was reading a collection of Bronze Age Batman Team-up books and it had a villain called "The Moulder" who was just a guy in a hazmat helmet with spiderman web shooters but with hot plastic instead.
Giganta and Killer Frost are viable characters. If you don't mind, can you let me know what you mean by versions?

Grodd or Luthor not so much. I want to keep the big power players in the background for now.

I'm only just getting into DC myself, having been a mostly Marvel fan, there are a lot of characters I still know little about. I have however watched a lot of the Arrow and Flash CW shows. And I am slowly collecting the Eaglemoss DC collection of books among others.

Bad wording on my part, by Gotham Related I was trying to imply lower end of the power level spectrum. Think of iterations of the Suicide Squad. They don't often have a Doomsday or a Black Adam in their ranks.

Where your character is from initially or where they are based does not matter too much as long as it is somewhere in America.

DC characters only, I'm afraid. I'm trying to keep it somewhat Gotham City linked. You are however welcome to design your own character but please do try to keep to the theme.

Joker is likely out of the question as he's 100% in Arkham but Scarecrow is a possibility.

My base idea is as follows:
3-4 players, each incarcerated for various crimes, are hanging out in solitary confinement. As 5pm strikes on the clock, they find that in addition to their "luxurious" evening meal is a note with a location and time written on it.
Now, any self respecting villain knows this means one thing. BREAKOUT.

I'm undecided as of yet whether to use Belle Reve Penitentiary from the DC universe, or a location of my own design. If it's the former, feel free to choose existing characters or OC but the latter means strictly original characters.
Feel free to voice your opinion!

If possible, I would like to have at least one of each archetype playing. i.e. An Assassin, A Genius and a Big Guy. But outside of that go wild, just keep in mind that these prison walls were deemed suitable to hold you. So no God Incarnates, please.

I'm interested in either stories. 2 reminds me somewhat of Powers by Bendis.
