However, it's up to Outcast if he allows you to make the parliament pass a law, given that Brazil is taking a stance of relative neutrality. However, the political frictions that weren't present at the time of the passing of the Lei Áurea, in which the abolitionist movement had gained more power, may not be present at this time and may even spark conflict within Brazil.

Mexico, Peru, and Argentina seem like interesting countries since we already have two Latin America nations. You could try to modernize Korea before Japan gets to you, though, that sounds somewhat risky and would be dependent on both China and Japan.

Yes and yes. People here are very optimistic about our victory, and although Brazil hasn't been playing its best (in my opinion) they are still a tough nut to crack. But thankfully, we have a crack. James is pretty much the national hero right now, and that was a beautiful goal.
