I think France is playing smart and sending orders after he figures out what everybody else is doing. Though, we can renege orders, can't we? We just can't take back declarations of war?

I have until Wednesday so I am waiting it out a bit, if everyone is waiting on me I will send my orders but I think other countries haven't sent theirs yet..
If they have then I will send what I have.

According to the Maritime History of the US page, the US merchant navy is the largest in the world this very year. While I couldn't find a source to verify, there were several sourced quotes about the ridiculous number of ships built in the 1850s, so I am inclined to believe it.

Yeah, the US has quite the naval. Only it and the United Kingdom (and eventually the CSA) are playing with ironclads right now, if I recall.

That and I believe it can be considered an act of war when the United States and United Kingdom aren't at war as of yet.
