No, it was with the fleet but unused. Some ARCs found their way into rebel hands after the war, but were mainly used during the early age of the rebellion.
I think at this point they're largely unused because they typically use a gunner and a bomber, and the rebellion can't spare the pilots. I thought it was a cool pick for someone who typically tries to do everything alone.

History: Suga grew up on Chigar IX, under empire rule for the majority of her life. As an orphan, she was coerced by her elder sister into joining an underground fighting pit, a mere shadow of the ones that once enthralled the planet.
She was good enough to keep bread on the table for a time, but ultimately the empire shut them down, as they did all the others since they took control of the planet.
When the troopers came, many fighters stood against them, and Suga was perfectly ready to join them, but was stopped by a stranger who had been watching the fights. This stranger turned out to be an agent of the Alliance to Restore the Republic, and offered Suga the chance to fight the Empire as a whole, rather than just a platoon of troopers.
Given a handful of ad hoc aptitude tests, she was just barely considered for the Starfighter Corps rather than infantry.
