Honestly, I see Leadership being very flavorful here, especially if the party wants to start a mob or something of their own. So, let's go with it's legal. How I will deal with it is a few levels away though. I think the follower you attract will be random, but I'm not sure yet.

As it turns out, while Smirk usually relies on his employees to do the healing and care, the woman, by name of Seelah, did have some skill in healing. "He won't die with those injuries, though," she whispers so the creature can't hear. "I'll take care of him when I know everyone else is safe."
Ah, I see. I take it you didn't have a problem with a magic ring for my powers then? I think I have enough information to start working on my character sheet.
"Pillbug heard you're in town, starting over. He thinks profit can be made if you work for him." The creature hisses as it talks in the old world language.
I'm not opposed to that, being given a ring or something to allow me to use my powers.

Regardless of magic object or no, his powers will have the affinity of "shadow". Without much preparation, aside from a short incantation, he can use spells that focus on simple mind tricks, like shapes passing across the corner of your eye on in dark places, or ventriloquism like sounds coming from the distance. By writing a spell on a solid surface, he can cover an area in supernatural darkness, blocking the vision of supernatural beings. With a lengthy ritual that involves scribing a phrase on the people he wishes to hide, he can unnoticeably block the sight of supernatural beings, similar to how normal people cannot see the supernatural. A different spell can make this work in reverse. With a long, repetitive chant, he can bring down magical hiding spots. The stronger the illusion, the longer the chant takes. As such, he could notice a weak spell right away, but a powerful one could go unnoticed without hours of repetitive chanting. By putting a spell phrase on a normal person and reciting a long spell, he can unveil the fog for them so that they can see the supernatural world.

Finally, the most obvious characteristic of shadows is that they take on the forms of real objects, as such, his most powerful ability is Mimicry. After seeing a spell performed, he can do it himself, just not as well. It is just an imitation after all. He can't use it indefinitely, either. The more powerful the spell, the shorter the time frame in which he can mimic it. Similar to how you can see or read about how to do something, and do it yourself, but forget how to do it later.

Would these abilities be in line with the campaign's power level?
Wow. That's a second reroll because none of your scores are higher than a 13. You need at least one 14, and your total modifier must be +1 or better.

If you're still accepting players, could a character with no natural supernatural abilites be given supernatural abilities by an outside force, like a small oni that follows him around and acts as a master/teacher/guide. Obviously, the giver of the powers would have his own agenda (determined by the GM) that I would have to work towards or lose my powers.
Actually Omega, you can reroll all your stats because your overall modifier is negative. I believe that was a rule in 3.5, applies to Pathfinder just as easily. After all, if you're going to be gimped with a really bad score, you better have something great to make up for it.

@Mattmanganon-If you provide me with the racial traits on the Tetramand, I could see if it's suitable, or give me a race you want to play and I'll build it. Not a fan of players making their own races, though.

Assallya-That would be a rather fun character for this campaign.
