Super Speed; Paige has the ability to slip out of sync with normal time, effectively gaining the ability to 'speed up' relative to the rest of the universe. While operating at super speeds, she also has a dampened experience of physical forces, and is able to utilize this feature to a number of effects. For example, since her experience of time is dilated, her experience of gravity is lessened, and as she reaches the threshold for time virtually stopping, this feature becomes debilitating to her. Her momentum, kinetic output, her experience of drag and friction, everything is affected by her super-speed, which can be a good thing, OR a bad thing if pushed too far or used irresponsibly, with consequences for both Paige and her surroundings.
Weakness; Paige has four major weaknesses. Firstly, she is a squishy human. Though the effects she can have on the environment might make her seem tough, she's just as vulnerable as anyone out on the street ... IF you can hit her while she's at normal speed ... or poison her, drown her, etc. She can also get worn out, and succumb to injuries/conditions.
Secondly, her powers aren't on all the time. Even in a heavy combat situation, she can't see the effects of what she's done, see what anyone else is doing, communicate, or move forward with anything while every second is taking minutes to pass. She would just go insane five minutes in.
Third ... ly? This effect affects only Paige. Not anyone nearby, not her equipment, not her outfit. Anything Paige plans on taking up to full speed needs to be able to survive the journey. This means that, to effectively tap into her full power, she'll need to find some way to equip herself with gear that will survive her speed, or get really comfortable with the idea of being a nudist superhero.
LASTLY, while Paige is quite the hazard to the environment, it's also hazardous to her. Her powers lend her some level of protection from the negative effects of physical forces compared to her negative effects on her environment, she is not immune. Moving too fast through atmosphere burns, lessened gravity makes her less able to run/move around, trying to run up a wall too forcefully will break the wall, not to mention that using super-speed while submerged in water would probably just crush her. This effect becomes more extreme the more she dilates time, and if time virtually stops, a timeless environment would likely kill her in a matter of minutes. Air itself would be solid.

Paige is a gifted athlete with good agility and hand-eye coordination. She knows how to fix a car, having helped her father maintain his own vehicles since she could hold a socket. It's no surprise she can also drive, though she doesn't have a car. She knows her way around anything you could find in a high school shop class, be it wood or metal, and has a little bit of experience with electronics, but again only what she learned from a high school course. On the lighter side, she knows how to play piano, but she's only played for her own amusement since early grade school.

Paige actually can't carry equipment without it being a liability, not until she finds or has someone make gear that can stand up to the speeds she can move at.

Paige is a very thoughtful person, even if she's not the smartest one in the group. She likes to say that she leaves herself open for thoughts to come and go, rather than focusing on anything in particular. It allows her to be a little spontaneous in her day to day life, even if she anchors herself to a few rituals, and to avoid being the kind of person constantly facing down anxieties.
She's open to new experiences, points of view, and information, and will listen to even the worst ideas with at least some consideration for the person speaking, even if she's not onboard. She likes being exposed to art, new music, new places, new food, she just has a bit of trouble saying she's enjoying herself sometimes, or putting exactly what she's enjoying into words. Biography:
Paige's mother and father met over a broken hand. Not the most romantic introduction, but they always chatted his appointments away until one day she stuffed a note into his pocket with her number on it. Paige was born, healthy and happy, a few years later, shortly after the wedding. Extended family helped buy a house with a little yard and enough space for the three of them. Her first memories are of movie nights and family dinners, of hushed fights over money heard after she went to bed, and her mother coming to sleep beside her when dad came home a little too drunk.
Paige had always been full of energy and happy to run, it was no surprise to anyone when she took to sports in school, and excelled. With her parents both working so much through most of her life, it was nice to have a consistent source of acceptance, approval, and guidance in the from of her various coaches, teachers, and team mates. Some people used that against her, used it to take advantage. A very close call taught her to be careful with her trust, and thankfully taught her to speak up when it's important. Whatever the case, she poured herself into soccer and earned herself a scholarship by the time her final year ended.
She didn't have the best marks, but she had a scholarship to pay for a semester, and at her mother's recommendation she had a year to think about what she was going to do. Her father just said she should get a job. Either way, both hinted it was time to look at moving out. Suddenly Paige, who had mostly thought about soccer for the last few years, had to think about building herself a life.
She still had 'Grad week' to look forward to, though she doubted she would make it through a week of parties. She came home at almost sunrise three days in a row, and well after it on the fourth. Day five she spent recovering, until boredom dragged her out for a run. Day six was the weird one. Coming down in the morning to her father watching the news before work, she poured herself a coffee from the pot and sat down to watch with him.
A meteor had fallen in town ... a meteor had fallen like ... three blocks away. How had she not noticed? She went out that day, stood with innumerable others at the edge of the scene and stared at the men in uniform working in the crater, setting up cover. She was on her way home when it happened. Still sleepy, empty coffee cup in one hand, she wasn't paying attention when she stepped out into a crosswalk. Tires squealed and a horn honked, and Paige turned in time to see a van coming right at her.
Clenching her eyes shut, she waited ... and waited ...
When she opened them, the van was still barrelling down on her, but it was only moving a millimetre a second. The driver and passenger, faces pulled crooked with panic, were frozen. What was going on? Standing there staring, it took her a minute to realize she should take this time to move. Turning, she took a few steps toward the other side of the street, feeling amazingly light on her feet, though her clothing seemed to fight her to move forward, and it was almost like the wind picked up when she walked. Reaching the other side, she turned to look back, a deep frown on her face. Without warning the van lurched forward and came to a sliding stop, tires squealing as driver and passenger jumped out to see if they'd hit Paige. Both looked equal parts confused when they noticed her standing on the opposite sidewalk.
Walking home quickly, she couldn't escape a feeling of excitement. She had superpowers ... WHAT?! She had so many questions and no answers. She could barely sleep that night when she went to bed, and in the middle of the night found herself sneaking into the back yard to try to awaken her powers again. She had figured the trick out by the following day, though she was no kind of expert. She would need practice ... but she was an effing superhuman, how lit was that?!
Deciding she deserved to play around a little, she took her soccer ball into the back yard, spending what seemed like hours messing around, but she needed more space. Packing a bag and tucking her ball under her arm, she went to her old school, closed until next year, and jogged gleefully onto the field. This late in the day, she had it all to herself. Feeling a rush of excitement, she set her ball down, wound up, slowed time, and kicked as hard as she could. Much like her hoodie had done, the ball resisted her at first, deforming as it reached the speed of her foot. It broke contact, and Paige slipped back into normal time.
The ball shot forward like a streak, a spiralling vapour trail left behind it. It had only gone a few dozen feet when it burst into flames, and a moment later struck the school with a thunderous clap and exploded, leaving visible damage to the wall.
Her smile fell away. Looking down at her foot in disbelief, she found that her shoe had suffered a similar fate, the loose-fitting casual sneaker uniformly charred across the top, the smoking ends of laces poking out from the holes.
She was horrified. How fast had it actually been moving?! What if she'd hit someone?! Kicking off the shoe as the heat reached her skin, she shook her head at herself, to think this was something fun. It was another beat before she realized that someone could be watching, and even if they weren't, someone would definitely have heard.
Breaking into super-speed, Paige turned to run home. Again her hoodie pressed against her like it was underwater without her, but she pressed on. Her other shoe was gone by the time she reached the end of the block, pieces of it strewn across the block. Her hood was gone, and the sides and sleeves of her hoodie were tattered and smoking. Patting herself out in a panic, Paige was happy to find that her running shorts, tight to her skin, seemed less affected.
Running the rest of the way home without using her powers, Paige disposed of her damaged clothing and tried not to think about her powers for the rest of the day. Now they were something intimidating that would allow her to make superhuman mistakes instead of her usual human ones. It took only a few hours of boredom for her to talk herself up to just needing practice away from anyone she could harm. She didn't have a lot of money, but amazon found her a cheap skin suit that was supposed to be low-air-resistance or something, a pair of shoes recommended by sprinters, and a mask. The arrived Friday morning, but she hasn't tried anything on yet.
