Oh man I love fallout, though when I applied for another RP I was left waiting for a while with no shows. Think its aright if I can join with a pair of sisters that I made a few years ago?
Outer Banks, North Carolina a quiet place on that was home to tourist and beaches but that all changed when the bombs dropped. A nuclear Holocaust spread all over the world engulfing everything and leaving nothing untouched. However a few lucky places were able to just be scratched by the horror one of these places was the Coast of North Carolina where not one single bomb dropped. Even if they avoided the bomb radiation and the things from the new wasteland appeared slowly into the Banks. But that didn't stop the need for humans to come together and survive.
It's been 123 years since that fateful day on October 22nd, 2077. A republic has formed trying to bring back democracy in its neck of the woods. The Outer Banks Republic as they are called found something amazing on an island called Banker islands. Fresh Fruits and Vegetables virtually somehow untouched by radiation or storms. This has promoted anybody with either caps or a gun to try and get it but all attempts have failed. That is until now a mercenary group from the North has heard of the news and is now on the brink of war with the republic.
This is the story of how some men and women out in the waste changed history forever....
Outer Banks Republic
History The Republic is by far the biggest faction in and around the Banks. Formed in 2101 by residents of Kill Devil Hills tired of paying the raider gang,Buccaneers for "protection". The residents lead by George Grandwall, a survivor of the Great War, secretly sent out messengers all across the Banks to revolt against the raiders. After months of secretly forming an alliance between towns they attacked the Buccaneers on the USS Saratoga a wrecked carrier. After a brutal battle the settlers came out victorious and the Republic was born. By the year 2110 the newly found Republic established Kill Devil Hill as its capital and elected George Grandwall as its first president. The next thirty years would be the Republics "Golden Era" as merchants came in from Virginia introducing caps to the area and the republic unified the Banks along with some areas of inland North Carolina. Then in 2157 something amazing was discovered on one of the islands, vegetables and fruit from before the war were growing abundantly. The island was quickly fortified but that wasn't before rumors of the island spread quickly all across the wasteland and everyone wanted a chunk of it. In the coming years the Republic fought raider after raider trying to get on the island. But in 2186 the biggest challenge arrived, The Guardsmen a semi-nation/mercenary group from the Chesapeake Bay. After initial Skirmishes when the Guardsmen arrived the two sides are now at a near boiling point for the island unless something can be done. Population Size: 13,000 people under ORB territory. Around 600 soldiers and five working ships. Standard Equipment: A typical solider for the OBR wears military fatigues along with knee pads and elbow guards around important areas such as the capital they are equipped with Catcher Chest Protecters. Weapons include a .22 rifle or a 9mm pistol as a weapon or Laser pistols closer to the capital. All of them carry batons and brass knuckles.
General: There are two Generals currently in the OBR. General Nathan Grieves for land combat and General Brian Yorkshire for the sea.
Champion Officers: This rank is only given to those that have served in many combat missions and have been successful. They lead large company's of soldiers into battle and are usually wearing Power Armor. There are only 4 Champions currently.
Grand Captain: Lead around 10-30 soldiers into battle usually wear Riot armor and helmet painted dark blue sometimes Power armor. Well Trained.
Officers: Lead 5-10 soldiers into battle these men are are always wearing Riot gear and are equipped with machine guns or combat shotguns.
Riflemen: After the 3 week basic training camp this is the initial rank coming in. They are trained well in basic firearms and hand-to-hand combat.
Flashmen: Militia of men and women all around the republic that are ready to defend their towns and farms against any enemy. Flashmen do not have any standard equipment besides a patch and 10 caps they receive for joining. Flashmen are also drafted into the military first in war times.
Chinese Remnants
History Thirty minutes before the Great War began a Chinese Invasion force was stationed 80 miles outside the Chesapeake Bay. Its plan was right after a limited nuclear exchange the invasion force was to land near Washington DC and claim it for China. What they didn't know was that China was obliterated in the War and the invasion force was nearly destroyed when just minutes before the first bombs fell an American submarine fleet was bombarding the Chinese and only one ship escaped the Tai Shan the ship was badly damaged in the battle and lost communication with the fleet and mainland China. So the ship traveled down the coast trying to find land all while seeing bombs going off in the distant. Eventually the ship hit a reef in shallow water near Ocracoke,North Carolina. The Tai Shan was stuck on the island with angry but terrified Americans in the city. The Captain of the ship,Huang Jian ordered all personal on the ship not to step foot on the island and so started the waiting game. After a month of doing this the crew of the ship were running out of food and worst of all were dying of radiation poisoning while others were losing their skin including the captain. They also saw that the Americans living in Oracoke were dying at a rapid pace and so what little of the Chinese left attacked the city for food and water.
The attack was successful and the Chinese were able to force the people out of the city but at a cost of around 50% of their own. For the next 10 years another 30% of the crew of the Tai Shan died or were killed after turning into Feral Ghouls. The 35 of the 43 survivors left were Ghouls and they realized no one was coming so they stopped trying to contact mainland China. The survivors then decided to carry on the legacy of their homeland and formed the Communist State of Carolina and invited settlers to come in to live and work in exchange for bullets and food. The next 120 years were a slow and steady growth of the nation never once trying to expand this new China. The leader to this day is still Captain Huang Jian. The Communist State of Carolina is on friendly terms with the OBR and trades weapons for fruits and vegetables from the island.

Standard Equipment Soldiers are well equipped all of them wearing Chinese army suits with bullet-proof vest. They are equipped with Chinese Machine Guns and shock Batons. The Tai Shan even had 15(1 sold to OBR)Chinese Stealth Suits used for special forces.

Sunken Covenant
“After the world was drowned in atomic fire, The Sunken Covenant rose from beneath the tides of the inferno.”
History A bloodthirsty union of raider clans, the Sunken Covenant are the remnants of civilisation in its most brutal form. A coastal empire, formed from one of the wasteland’s more organized raider alliances, the bandits beneath the Covenant’s banner partoll the seafront, pillaging settlements and snatching up anyone not affiliated with their dark agenda.
The Covenant combine the shadowy guerrilla tactics of lesser raiders with the unity and organisation of post-war governments like the New California Republic and Caesar's Legion, giving them a name which inspires dread and terror. The Covenant now have a new target the ORB. Which has stepped into Covenant territory and now must pay for its oblivious behavior.
Population: 230 Raiders
The Seer All raiders beneath the Covenant pay tribute to the Seer, the undisputed lord and master of the Sunken Covenant. The Seer dictates which settlements the Covenant raid, which factions they declare war on, and which lands they claim as their own. Whilst other positions of authority exist within the Sunken Covenant, all are beneath the might of the Seer.
The current Seer is Shaman Yavol, a towering brute, built like an ox and covered in wounds and scars. Yavol is a man of few words, letting his terrifying presence speak for him as he lords over his chunk of the wastes. He garbs himself in a suit of warped metal armor, wrought from the twisted carcasses of old cars and road signs, making him a truly imposing figure to behold.
The Purebloods
The most fearsome and ruthless of Yavol’s raiders, the Purebloods are the top slavers within the Sunken Covenant. Each Pureblood has their own rabble of slaves and bandits, commanding a miniature army of raiders.
The current three Purebloods are;
Vhrek- A former wasteland wanderer, Vhrek was captured by the Covenant, and quickly earned his freedom in the gladiatorial arena. Working his way up from the rank of a lowly raider, Vhrek rose to prominence amidst the covenant, and was instrumental in Shaman Yavol’s coup d’etat against the former Seer, Shaman Chesto. Vhrek is a merciless warrior, at home amidst the bloody haze of combat. Vhrek commands a raider band known as the Free Men, comprised entirely of former slaves.
Zumiye- A master of stealth and subterfuge, Zumiye is the secret weapon that Yavol uses when he needs an enemy to be dealt with swiftly. Mockingly called Yavol’s shadow, though never to his face, Zumiye is a cunning and deceitful figure. Zumiye’s raider band are known as the Scythes, and are comprised of the most stealthy members of the Sunken Covenant.
Naya- A heavily tattooed Chem addict, Naya moves with the furious grace of a true barbarian. She hacks and weaves her way through the battlefield, untouched by the blows of her enemies as a cocktail of combat drugs courses through her veins. Headstrong and notoriously feral, Naya is perhaps the most feared of the Purebloods, and Yavol’s last line of defense. Her raider clan are known as the Lynchers, and are some of the most brutal and sadistic bandits fighting under the banner of the Sunken Covenant.
The Mystics
Ethier renowned warriors or wealthy slavers, the Mystics are the equivalent nobility amongst the Sunken Covenant. In order to qualify as a Mystic, one must first be appointed by the current Seer, as a recognition of their contributions to the growth of the Covenant.
Warborne A sort of officer rank, the Warborne command their own band of raiders, and are responsible for keeping those under their charge inlign during expeditions and skirmishes.
The Wretched The most basic raiders and slavers, the Wretched make up the majority of the Sunken Covenant. The Wretched have few responsibilities, and are allowed to keep a portion of whatever they scavenge on a raid. Once a Wretched his proven his or herself, they may ascend to the rank of Warborne.
Slaves Considered more of a commodity than an actual member of the Sunken Covenant, slaves are brought in from all over the Outer Banks and beyond. Most slaves will be forced to complete basic laborious tasks, but particularly attractive slaves may be taken as husbands or wives by some of the higher-ranking raiders. Slaves have practically no rights, and are entirely at the mercy of their owners.
The Guardsmen
History: The Guardsmen are a semi-nation located in and around the Norfolk, Virginia area. Before the war Norfolk was a huge US Navy base on was targeted by multiple Nuclear strikes. Of the two that were supposed to land the first one hit directly center of the city and obliterated the Naval Base. The second one was way off course and landed in the ocean around the Outer Banks without exploding.
For the next 75 years the area around Norfolk was a hell hole of death and destruction. Very few lived within the city and most of those were raiders. That is until one day a mysterious man came into the ruins of Norfolk with guards. He spoke to the few raider clans that wouldn't shoot at him to join his mercenary business if they refused he would then show them what happened to the last clan that refused. This plan was very successful and soon all of Norfolk was claimed by this new business called the Guardsmen.
A ruthless but effective mercenary group that has ties all across the Eastern seaboard. They claim whatever territory they want and make the residents pay for it. That is until recently when the mercs entered ORB territory. After a warning to leave or pay by the morning by ORB soldiers the mercs refused and a small skirmish broke out with the Guardsmen victorious. This has lead the the Guardsmen-ORB Boarder War and it is on the verge of a full scale one.
Population 23,000 people live under the Guardsmen claims. There are around 2,000 mercs with multiple smaller sub-groups making this the biggest faction around.
Standard Equipment Due to the military base around Norfolk the standard Mercenary wears a helmet, knee pads,shoulder pads, elbow guards, and some type of Combat armor on at least one of its arms or legs. Typically with a M9 and 9mm pistol.
The Watch:The leader of the Guardsmen nothing is know about The Watch other then he is the one that united them all.
Vanguard: The highest rank a regular Guardsmen can be. They are only sent on high target missions that either pay a lot or are much more sinister. Highly trained and almost robot like their are thankfully only 8 Vanguards.
Masters: Experts in any type of gun BulletMasters command invasion forces and burn holes in anyone who attacks due to their Gatling Laser Standard and Power Armor.
Chiefs: Leader of the any type of raiding squad or hit squads. They use a wide variety of weapons and wear full Combat armor.
Leads: A Veteran combatant a common rank in the Guardsmen and are allowed to take bounties by themselves.
Guard: The lowest rank but are still experts in warfare. Guards are not allowed to take bounties by themselves and if caught are automatically stripped of everything and left in the Wasteland. This is to keep the reputation of the Guardsmen high.
Jagged Tooth Shark: A mutated Tiger Shark that has the skin of a ghoul and can grow up to 16ft. By far the fiercest creature in the water around the coast and is feared by Fishermen who old tales say that the shark can jump out of water and snatch a man. The teeth of the shark rip though flesh easily and the salvia on the tip of them causes hallucinations which make you a easy prey for it.
Hell Eyes: A fabled creature living around the many destroyed ships of the Banks. Scavengers speak of the eyes which are giant and bright. If you are ever on the ships off the coast be in the look out of this creature.
Radtor: A mutated alligators found in the nature reserves out west. One of the fiercest creatures in the Bank Wasteland the are known to kill Brahmin in a blink of the eye and can grow to up to 20ft. Some travelers from the other wastelands have called it the "Deathclaw of the south."
Devil Fly: Horse fly that can grow to the size of a basketball Devil Flys feed on blood of living creatures. Devil Flys are fast and can reach speeds of 20 mph biting humans and flying off before being killed. Found all over the Banks.
Coast Lurk: A mirelurk species that is light blue and can hide in sand easily. Coast Lurks are always in packs of three or seven and are besides humans the biggest problem on the coast. If you travel off the roads where the ORB or Chinese guard them you are bound to stubble upon them. Coast Lurk Queens are rare only living in very remote places such as the swamps inland.
Scab Ghouls: These ghouls have been walking around the coast for so long that their skin from the sun has formed into tumor like scabs. The scabs on them are resistant to firearms and these ghouls will attack anything moving due. Scab Ghouls are Extremely rare on the coast now due to most of it being cleared and have even been the subject of trophy hunting. However if encountered expect a long fight.
Gallows Horse: Remnants of the wild horse on Banker island these horses are thought to be the last remaining horses in America. The main transportation hopping to island to island. Killing one of these creatures results in a death penalty by the ORB. One horse can cost over 5,000 caps or more and are the crown jewel of the Banks.

This list are factions that aren't really part of the main story but can if you make contact with them in the IC.
Brotherhood of Steel
History: A small bunker located in the swamps. The 9 brotherhood members including 4 scribes, 4 knights and Paladin Kneaves watch as the situation around them grow worse and worse. They have made contact with the ORB once for trading but other then that they are extremely quiet.
Crimson Wings
History: The settlement of Swans Quarter is home to one of the strongest but smallest factions. Before the war the US army had a small airbase in the town and was virtually forgotten in the Great War with its airman never getting to deploy. Now its home to 5 working Vertibirds with spare parts and two fighter planes. Population: 100 people 12 of which are guards.
River Cats: A settlement full of Ghouls they control the Sylvan Heights River and traders coming down the river must pay taxes. Recently the ORB have pressured the River Cats in giving up the taxes but the Cats have not budged stating that the ORB discriminates against ghouls. The situation has escalated with ORB stationing soldiers near the river mouth.
The River Cats are hostile to most humans only allowing traders to come in. Population: 500 ??? Unknown amount of guards. Standard Equipment: Guards are equipped with leather armor and 10mm pistols.
Light Blue: The Outer Bank Republic (Area within the biggest blue sections are well established areas. Blue territory outside of it indicates a presence in the area but not full control of surrounding areas.) Quick little update. I have all but one Faction up and it looks as if I can get this done on Tuesday. It has also caught my attention that their is another Fallout Game going on in the Casual Section where I want to put this. Hopefully that won't matter for this as we are in two different regions anyways hope to start our adventure soon with you guys!

I said early that it would probably be Tuesday my time Wedsnesday for you. Its a lot of work for me to do making back stories and stuff not to mention I need to work on Creatures and locations. But I do love Fallout so its all good but if anyone wants to help with this project PM me.
