I'd have to think on the implications more. It isn't Red Hare in terms of Horse-Fu, but it did fight things pretty well.

Reducing Bravery is fine, but I'd just like to add that Herc's Bravery is actually A+ and I only gave Ilya that high of a score because aside from feats and being around Fergus's level of Bravery (who I think also has it at A), he also actually shrugs off a mental interference effect used on him. Also actually Russian Hercules, etc etc
With Bravery being reduced tho, could I raise Karushka's Bravery rank to being only one below Ilya's?
That's a neat work around that I actually hadn't considered. I'd say no though because I originally intended for him to be unable to communicate with his Master, whereas this just makes him unable to talk to his enemies.

You are missing Noble Phantasm in your parameters.
Also, not to say that you can't do it, but are you really going to play a character that can't speak? That's something very complicated to RP, so I would consider it well if I were you.
Not sure how to go about the "special boon" for masters. Would this equate to just a really strong skill/spell they have, or should it be more specific? I was planning a rune user (not primordial) so would it relate to their area of magecraft or could it even be a really strong mystic code?
That's what I thought that was the case. Generally, Fate RPs go like that, right? If I can get a confirmation of what everyone is aiming for, I can reopen it.
