Not in the game, just lurking, but my thought here, Raineh Daze, is that you can't berate your fellow players and tell them they're doing it wrong... Before they've done it wrong.
You don't want a ridiculous Mary-Sue backstory to come up (e.g. "By the gods, I just remembered that I'm actually from Krypton, so now I have superpowers, even though that doesn't fit the setting at all!"), and that's a fine thing, because it can (of course) disrupt the narrative of an RP,
but if something like that happened, the GM would say "wow, that's dumb" and would tell the player to think of something else, if not kill off the character right there. What it seems like you're saying is that when these amnesiac characters DO reveal their backgrounds, they are guaranteed to be stupid,
and that Konica won't do anything about it, when she/he might have done something if the stupid backstory was submitted as part of a sheet...
Frankly, if I were Konica, I'd be a little insulted. It's as if you don't think she/he can govern her own game.
