The one that owns upper Alaska is the Arctic Federacy, a nation left destitute after their capital and most developed territory was annexed by Cascadia fifty or sixty years ago. Today the Federacy sports a puppet government that while at Cascadias beck and call retains autonomy at the cost of allowing Cascadia free reign in Federacy waters.
On Kamchatka you have the Kamchat Alliance, a fairly well developed nation that lags behind the pacific powers but retains its political autonomy. The Kamchats were allied to the Federacy in their war, and currently hold a very negative opinion of Cascadia. Getting to Kamchat waters quickly is one of the few ways for Oceon vessels to avoid Cascadian attack.
