I'd like for my character to be an American hitman who came to Neo-Tokyo under pay from some bigwig to take down the Jinrai with subterfuge.

Appearance: Donny is a peculiar individual, at most times appearing unassuming and quaint to put other people at ease. The real Donny is lurid, reptilian, with an almost unearthly presence that thickens the blood and chills the spine. He's a fair skinned man, pale even, hosting a baby-face, dull green eyes, a porno mustache, and sprayed back ginger hair which curls up at the ends, Samhain flames licking at the nape of his neck. He almost always sports a languid grin and frequently wears black pants and dress shoes with suspenders and black gloves, in addition to a dark trench coat or overcoat. He's a fan of ties and speaks with a nasally Downeast accent. His fingerprints have been surgically altered to not register on any recorded database.

Weapons and Equipment-

-The weight of his combined personal gear is around twenty-four pounds, discounting the clothes, vest, and satchel. His suspenders help distribute and relieve the weight of his equipment.

-A .454 Magnum Mateba auto-revolver. It has a 6" barrel, titanium firing cylinder, a light trigger pull, and a Mernickle quick draw holster worn on the right thigh. Donny carries three .45 Colt 325 grain Buffalo Bore moon clips, three .454 Casull XTP Hornady clips, and three .454 R.I.P clips. His suspender straps are stocked with six of each individual bullet type.

-Custom Electronic Earplugs. Crafted to a perfect fit, they enhance Donny's hearing by 25% and automatically dilute sounds above the decibel range that would impair his hearing, filtering them down to a manageable level.

-Silenced Glock 43. A semi-automatic pistol holstered to his left thigh holding 12+1 9mm R.I.P rounds. It ejects to the left.

-Unfiltered Camel soft pack cigarettes.

-Zippo lighter.

-A roll of quarters.

-Ray Ban sunglasses with transition lenses in his shirt pocket.

-Duplicate Federal Narcotics Agent badge.

-Portable respirator gas mask that snaps discretely onto the back of his belt.

-An eight ounce flask of purified lamp oil.

-Digital recorder preset with several two-hour tracks, including pained sounds, occasional coughing and snorting, casual and serious phone conversations, a muffled voice, muffled whimpering, and whistling.

-A high powered 28,000,000 volt, 10 milliamp Runt stun gun holstered at his left side.

-Belt buckle knife.

-Para Aramid protective equipment including elbow guards, knee guards, and a cup.

-Two specially constructed 1.2 ml polymer syringes filled with VX nerve agent.

-Set of steel cord handcuffs secured to the front of his belt and two spare keys. One key is stitched into his overcoat on the right side and the other is stitched into his left pants pocket.

-Trench coat with holes in the pockets and twelve razor blades stitched into the collar. His shirt has razors in the collar as well.

-A black hearse fitted with bullet-proof black windows, tires and paneling, an electric 300 horsepower induction motor, and xenon flood lights. Goes from 0-60 in 2.7 seconds, makes very little noise compared to gas engine vehicles, and accelerates backwards as fast as it can go forwards.

-A modified X800 ShadowHawk flashlight secured to his belt on the left side. It has a custom tactical rail attached, and can be connected to the top of the Magnum's barrel or to the assault rifle.

-A gas compression ballistic knife with a snap button sheath secured vertically to his right suspender, with the hilt pointing downwards. Has an effective range of 6 meters and travels at 42 mph.

-Tavor TAR-21 assault rifle with two 30-round magazines. This is kept in his car.

-Modified UTAS UTS-15 automatic shotgun with flash suppressor, silencer, and 32 round drum. Kept in a unique zipper satchel that Donny frequently wears slung over his back.

-.950 JDJ rifle with four rounds, one always being loaded. This 85 pound gun is kept in the back of Donny's hearse, which is usually nearby. Comes with a scope.

-Five pull-pin grenades with welded on rings (for ring clips) and optional tripwires, stored on his belt. One MK3 concussion grenade, one M67 fragmentation grenade, one M18 smoke grenade, one M-14 napalm grenade, and one VX gas grenade. Donny can remotely detonate the VX gas grenade using his watch. VX is considered the deadliest chemical weapon on Earth and is deemed a Weapon of Mass Destruction. With a strong breeze the grenade can entirely exterminate all life within an area the size of a city block. As it can kill from mere skin contact, Donny's practical use of the weapon is limited, and he can't safely use it if he's inside its initial release radius (eight yards) or downwind from it.

-Six inch switchblade in his pocket. It has a ring clip at the hilt base.

-A white handkerchief and a one ounce aerosol bottle of cyanide, disguised as nose spray.

-Retractable high-density spear made from graphene. It's 45 inches long at full extension and weighs 34 ounces. It's ten inches in length when retracted. It has a ring clip on the base of the retractable pommel and is worn at Donny's left hip.

-A twenty-eight foot reel of microfilament garrote wire with a diameter of two microns, concealed within a wristwatch that can be withdrawn via a black ring disguised as part the watch frame. It's virtually invisible to the naked eye, lighter than a strand of spider silk, able to cut through collagen fibers like butter, and can withstand up to 4,200 pounds of tension without breaking. It's made from several interwoven, multi-walled carbon nanocables made from CNT shells that have been subjected to high energy irradiation. Donny can control how much is extracted and retracted with the interface of his watch. He can also remove the wire spool from the watch at a moment's notice. The wire is threaded into the ring with a small catch and release mechanism. He usually wears his watch on the underside of his left wrist and carries a spare wire reel.

-Spring loaded five-inch knives within the heels and toes of his shoes that will jut out and lock in place when a switch on the instep is triggered. The soles of his shoes are padded with rubber to muffle his steps.

-Pair of insulated quarter-pound S.A.P black combat gloves weighted with steel shot. They are fashioned from a high density polymer that can resist being cut by the garrote wire.

-A 3A soft vest, able to stop handgun bullets up to .44 Magnum.

-A 22 gram bottle of sulfuric acid synthesized into gel. It has a safety valve and actuator, as may be seen on most cans of pepper spray. The acid spray has a ten foot range and the gel form helps prevent blowback.

-Portable six inch shaving mirror on his belt.

-Four adhesive bombs, which can be remotely detonated via digital watch or set with a timer. Each bomb contains enough TNT to scrap a minivan. Three are kept in his car, and he keeps one on his person.






Physical Abilities/Skills: Donny looks like a geeky dad, the kind of embarrassing adult that could be found doing jumping jacks in neon dolphin shorts down at the local YMCA. This is a strength. Hardly anyone ever suspects just how obscenely dangerous he really is. As a former Green Beret, he diligently trains to stay in peak condition and is a grandmaster of unconventional warfare, as well as an expert on improvised, civilian, and military weaponry. He's a world class gunslinger with a level of manual dexterity and slight of hand most often attributed to master street magicians. Donny's extremely deceptive, excelling in both acting and psychological warfare, in addition to having an eidetic memory combined with a formidable spatial sense. He fights dirty and abuses any advantages without hesitation. Concealed weaponry, surprise attacks, anything goes. His unwarranted ruthlessness alone is enough take most opponents off guard. His go-to solution for any troublemaker is an immediate and untelegraphed bullet to the skull.

He has over eighteen years of experience in combat as an elite professional killer, with 112 confirmed kills in Afghanistan alone. His cognitive abilities are so acute that he may shoot a man dead one moment and pass through an interrogation the next, and his pulse of 40 BPM wouldn't rise at all. He has low latent inhibition, able to rapidly process stimuli and read high intensity situations as if they were children's books. He can memorize and dissolve information to its core components at a glance, create intricate and multi-layered strategies at a moment's notice, and with only moderate preparation could bring down an entire first world country's infrastructure single-handedly. The few associates who personally know him even falsely believe he can see deep into the future, and into the hearts and minds of men. FBI profilers and forensic behavior consultants could scarcely hope to match him in their wildest dreams. Though he's an immensely gifted hand-to-hand fighter with years of SOCP (Special Operations Combatives Program) training, he by far prefers mid-range firefights. He's a true "dead eye" with his selected firearms, and can hit a bottle cap at ninety-one meters with his revolver, the weapon he favors above all others. Such is his skill with the gun that he can draw and accurately fire within a third of a second, his hand withstanding 12 Gs of force in the process. For reference as to the revolver's power, the Casull rounds travel at Mach 1.7 and need but a single shot to take down an African bull elephant. R.I.P rounds are bullets designed to fragment inside the body, causing massive hemorrhaging, and are Donny's preferred ammunition.

At close range with the automatic shotgun, Donny can empty the drum and turn a human into hamburger in about as much time than it takes for the body to hit the ground. His secret weapon, the .950 JDJ rifle, fires a bullet with over nineteen tons of force per square foot.
It can literally shoot through schools.



Personality: Donny is best described as a consumate overachiever, audacious in the extreme if only because he knows that nothing and no-one is beyond his reach, a blood soaked engine of efficiency that processes victims like cakes on a conveyor belt. He's entirely unchained by morality or the legal system and holds himself to no authority but his own. He follows orders only because he likes having something to do, and what he likes to do is kill. Killing is who he is, his reason to get up every morning. As long as there is violence in the distance he will allow others to give him direction, for a price.

He's outrageously crafty and as mean as an Arizona rattler, albeit with a nigh unbreechable calmness some would call detachment, though on an emotional level he's wholly into his job. He loves his profession intimately. He merely has an excellent poker face and never allows himself into a situation that he hasn't control over, though his idea of control is quite different to what others may envision. To Donny, any advantage is an overwhelming one. He's an adrenaline junkie that gets his fix any way he can when he's without an immediate job. He'll provoke fights, drive like a complete maniac, play games with law enforcement, and commit acts of terrorism. He's socially passable by modern standards, but has no qualms about being a public nuisance for his own amusement. He enjoys smoking, but only does so before and after a kill.
He likes taking first-class rides at the airport, black women, black coffee, black suits, and making faces at children.

When he's fully relaxed, usually after a satisfying job, he becomes far more sociable, friendly even. Down at the local watering hole he's considered by more than a few regulars to be a splendid wingman who'll give you a safe, comfortable drive home if you're drunk.
When Donny's at ease, everyone's at ease, at least so long as they know him only as a stranger and not as a professional.

Background: When a young Donny first asked himself what he wanted to be when he grew up, he found that he could answer the question immediately. He didn't think he was going to be a killer, he knew it as a fact. He was born to be bad, and bad to the bone. He had a typical shitty childhood. He was born in Bangor, Maine, his father a U.S Marine, his mother a sickly stay at home wife. He was often unsupervised, and frequently engaged in less than saintly activities. Teachers were astounded at his strange combination of emotional maturity and blatant lack of morals, a hostile alien in the midst of an unsuspecting world. He quickly learned how to make them think he was a swell kid. In his youth he won several national marksman championships, a regular Annie Oakley. As soon as he was old enough he joined the military. He was good at what he did, to say the least. He eventually became a Green Beret and served Special Forces in Iraq and Afghanistan. He was given a dishonorable discharge for publicly undefined civil misdemeanors in addition to rumors that he was slaying civilians. After his discharge he settled into Las Vegas.
There he found quick work as a crime syndicate hit man that dispatched anyone who filched on their gambling debts, seizing their assets for himself along with 20-40% of however much money they owed to his employers, plus expenses. Obviously his reputation decreased business, but it was a simple matter for the higher ups to conceal his involvement in many of the deaths. The consistency of his work easily made up for any gamblers he slew or scared away by proxy.

Whenever he wasn't popping filchers, he was taking up hits. Assassinations of all kinds were welcome. He grew into the role of a mythical monster, dreaded to such an extend that the Mafia dared not to double-cross him. Some organizations even chose to believe that the existence of the unstoppable hitman was merely an urban legend. Once, he was ambushed by fifteen heavily armed men after being frisked for weapons and placed into an isolated, windowless, and soundproofed room under the pretense of meeting a now dead crime boss. He left without a scratch, inexplicably killing every trained gunman in the room in under one minute by wildly varying means despite every precaution they took. Though the room had a camera in every corner, video evidence of the encounter was never found.

Local police and state investigators, to avoid mass casualties, decided to simply stay out of his way. The way they saw it, no possible confrontation with him could result in anything less than a catastrophe rivaling 9/11. The Feds were only called in once, and never again after having eight dozen of their own slaughtered in an incident so brutally embarrassing, it was wiped from the records and in Donny's place a patsy was tossed to the dogs, the failure so complete that a cover-up was the only way to preserve the public's respect for the government. The police have since avoided investigating too deeply into any murder scene where unfiltered Camel cigarette butts are found. After the massacre Donny became the founder of "K9" (Killer Nine), a team of expert hitmen feared throughout the country. K9's been proven able to kill anyone, anywhere, within two weeks regardless of their location or importance. Perhaps it's fortunate that nobody who has thus far asked them to kill the president has had enough money to pay for the job.

The idea itself is intriguing, but there's a few things I want to know. The entire RP will be starting within the NSF, which means all of our characters are highly likely to be a part of said organisation. The NSF itself doesn't take on mercenaries too well so you'd have to find a way into getting them to be a part of it. How do you plan on actually getting him involved? Not only this, but as K9 is a third party group, what do you plan for them plotwise, as there is a huge emphasis, at least at the start, on the Jinrai and NSF conflict?

For instance, being paid to take down the Jinrai seems a bit unreasonable and vague as a task. The Jinrai are a large-scale militarised group made mostly from ex-special forces, nationalist members within the organisation. They aren't criminals per se. For someone to hire them, it'd be very difficult to justify why they'd send them when the NSF are more or less better made for the job. I would like to see a bit more into how you think this man and his American organisation would fit into all of this considering the Prime Minister wouldn't hire people if he has the NSF already.

Finally, if you are keeping him under a third party organisation, which can be fine, then you'd need to find alternatives to carrying so many weapons on hand. Not being aligned with the NSF could warrant massive complications in relations. The Jinrai would be a bit more accepting, but obviously this character is also against them, so that idea is currently not applicable. It feels a bit hard to justify some of the specific things that are left vague. Overall, the quality alone is very good but there are some major power issues I see in this design.

Another tidbit I realised, through an edit, is that there are some rather strange happenings within the character. For instance, him being dishonourably discharged for civil conduct is understandable, but rumours of slaying civilians seems more like something that would warrant a larger punishment than someone going "Go 'ome mate y'fookin' drunk." Personally, not to offend, this character feels like a massive powerplay that doesn't really blend well with the story we are going for. A man who is described of "matching 9/11" isn't really something I feel balances at all, not to mention how impossible he is to apparently catch.

Another way to look at it is that the NSF are an elite unit, yes, but there are likely far more skilled individuals as well. The NSF and Jinrai seems fucked by this character and have no way to stop themselves from a guy who killed an entire room in under a minute. It just seems extremely powerful and extremely detached from the story we actually are setting up, if that makes sense?

Description of how they look, physically as well as in their clothing. Perhaps choose on and off duty clothing as well for extra pizzazz! This should include their NSF uniform (providing you are still within them at the time of reading this), as well as their non combat uniforms and civilian wear. Later dates when factions can be swapped will obviously have heavy tolls on their appearance. Not only this, but also describe physical attributes towards their appearance, such as hair colour, body stature, eye colour and more to detail their face claim.

Ashton normally wears a resized version of whatever uniform is assigned to the NSF's tech support and cyber security personnel, but favors green-colored shirts and blue jeans as his civilian wear. He has a fondness of the color green in general as it fits with his eyes, and tries to wear it as much as possible.

Physically, Ashton is fit and athletic due to trying to exercise as much as possible when not running firewalls or controlling drones. Despite being shut in a computer room for long hours, Ashton's skin nevertheless is less pasty than expected due to him spending at least some time every day outside or in a tanning room. His hair, however, is relatively messy and frazzled, something he deliberately keeps as one concession to the sterotype. He is also rather short for his age.

Ashton Andrews-Hyuga feels great pride in his achievements and skill, and feels the need to constantly defend his position against those who would be predjudiced against him due to his age and foreign blood. This can come off as arrogance and posturing, but those who stick by Ashton would see that there is a kinder person inside who believes in the NSF and its goals... Albeit with reservations. Due to his precarious social position as a Half-Japanese, he is uncomfortable with Jinrai's existence and wants it to fall. This desire makes him braver than most people his age, but also more cautious at times because he knows he can't achieve his goals through recklessness.

Biography
Born after the destruction of Tokyo to a Japanese father and an American mother, Ashton knew what it was like to have to face prejudice for his foreign links sooner than most, and how sheer ability can overcome said prejudice up to a point. From an early age, Ashton began pushing himself in mind and body, hoping to impress classmates and teachers alike so that even if he was still disliked, he would at least be respected. And it worked. In time, he began to acquire an ever-widening circle of friends, some with Ainu heritage.

The rise of Jinrai was hard on said friends, his family, and himself, with their nationalistic propaganda infecting people who would otherwise be friendlier to them. Despite himself, Ashton felt as though it might be better for him to withdraw from people and become just another 'NEET/Hikikomori'.

That moment passed when he saw just how good he was at the computer, being able to grasp concepts that normally required years of experience and training to learn. Joining the local school's computer club, Ashton dedicated his surplus time to bettering himself further and fending off any attempts to bully him and his friends. He will not retreat dishonorably. He was not a coward. He was Japanese enough to stand his ground, damnit!

The failure of Jinrai's coup and the formation of the newly-formed NSF emboldened Ashton further, and on impulse, he decided to test the cyber-security of that organization. Now having advanced his skills in the theory and practice of hacking in the past few years, Ashton decided to go to Neo-Tokyo to demonstrate to the NSF just why they should hire a kid. Once in that city, Ashton then went to a subway station and guarded only by a small modified floating drone, promptly broke the NSF's cyber-defenses and left conspicuous marks of his presence.

Then, once said presence was noticed, he turned himself in, telling the police that his goal had always been to demonstrate how the cyber-security of the NSF was currently crap and how he can make it much better.

After a few grueling days of interrogation, consideration, and debate, it was decided that the boy was right, and he deserved that job - But he would be closely-watched...

Looks alright mostly, just a few things you will need to add and consider.

First off, a request per se. Could it be organised into a hider? Just makes it easier on the scrolling and organisation and all when it gets moved into the character tab.

Secondly, I feel like a key part of the biography is missing - Was there any relevance to his family and the nuking of Tokyo? Didn't want this to be too long because he was obviously born afterwards, but perhaps that shaped his childhood?

Appearance

Takai Shunsen isn't an overly well-built fellow, only carrying enough muscle to withstand the necessary tasks he'd be assigned to as a combat operative. With lengthy brown hair, draping just below his neck and covering the majority of his forehead, Takai isn't one to present himself in a neat-and-tidy sense unless the situation called for it. Standing at 6'0", he holds a rather well-rounded height for his agility and requirements within his working field. He holds a hazel iris shade behind his occasionally tired-filled eyelids. What's more, Takai tends to follow inconsistencies in his facial presentation, sometimes brandishing a faint stubble, on the occasion with some styling to it, or simply reducing his skin to a clean-shaven smoothness to help represent his stability inside. On a less biological and human sense, Takai also has several smaller metallic frames built into his temple, holding in place his portable but reliable PHUD, or Personal Heads Up Display. Acting as a quick alternative to headgear-mounted visual setups, Takai takes full advantage of this during operational values, but it can equally be taken off to maintain the pure skin view. On top of that, his forearms use muscle reinforcement augmentations, instead of a full prosthetic replacement.

When it comes to his attire, on-duty Takai takes his outfitting into serious consideration. A balance of protection and mobility is key in his eyes, allowing for versatility in the streets of NeoTokyo and on the rooftops of skylines. His Combat Unit outfit is bred by the NSF for Raids and with combat situations entirely in mind. Offering moderate protection against ballistics and other small fragmentation pieces ensures Takai is well rounded for intense skirmishes if need be. For a less intensive roll, casual investigative attires are usually scattered across his wardrobe. Finally, his off-duty clothing is as ranged as it could be. A blend of modernised street clothes to the more smart casual can find its way onto his body with ease.

Personality

Letting someone out of his grasp is what Takai would describe as his worst fear. Whether that is losing a suspect he's been following, a loved one or a simple friend and comrade, losing those around him is the greatest pain. However, at the same time, the aggressive nature of the NeoToyko lifestyle has taught him to maintain a consistent set of confidence and determination around his goals, hoping to at least excel in his prime nature. On top of that, Takai has only recently come out of his shell for interactions outside of the workplace, with recent reforms to the NSF guiding him into trusting his comrades whenever he can. Whilst his unit is relatively managed well, Takai takes it upon himself to deal with some of the more theoretical parts of the job role, such as pen-pushing, whenever his comrades are struggling. It's a carried trait that has led on from his past years in investigation and interception of policing. Takai at least finds himself to be quite well managed on time, concerned with going off schedule and sometimes getting easily annoyed when things don't go the initial planned way. Despite this, Takai is proficient in his determination to improvise in deadly situations, attempting to keep a clear head to reduce the chances of losing it.

On the other hand, Takai isn't as unapproachable as one might expect. Sure, his stern work-face has given off impressions of aggressiveness, assertive dominance and perpetual obedience, but his real persona is quite the opposite. Takai does enjoy the life outside of his workplace, despite how corrupt and unfathomably immoral many of the establishments may turn out. With a slight hope to bring more people into his life after the loss of many more in the past, Takai's initiative rests in that of the friends he makes around him and their capabilities as people. Previously, Takai's kindness went on to simply being a lending ear for venting and aggression, however his attempted consulting nature has recently made a new arrival into his inviting charisma. Obviously, he isn't a perfect man when it comes to keeping the social situation going, and has trouble separating certain incriminating eras of his career from the reality of his homebound life. Even so, a natural sceptic at heart, Takai is prone to raise questions, even when those he works for may not advise him to. Results are like gold, of course.

Biography

Okinawa, being the smallest of the five main Japanese islands, was the birthplace of young Takai, where he was brought up by pure homeland parents under a rather strict and disciplined collective. A bloodline leaning back to the traditional values of the Imperial Regime, Takai grew up in vigilance and honesty, learning to value the community and nation he was bred from. At first, the themes of nationalism were all but clear to him, swiping him up in a tempting wave of family value. Moving through the years of youth was swift but it was no means easy.
