Nope. Officially the Sweepers don't exist: They're just a self-given title. Anyone could claim to be a Sweeper, and those who prove themselves may actually join the ranks of Cleaners and eventually Erasers. We'll work out how you joined such an inclusive circle, if ya want.

Eh....Rogue-Ranger, although her style is more of....well...lets just say the amount of lead poured down-range is what she likes quite often. That, and collecting/hoarding weaponry.

Think something like Debuachry Tea Party.
The easiest route is do something similar to Dark Wraith/Retsu: Use your powers subtly and report them to someone who'd deal with it. Like say, the Sweepers. That would be the easiest way: Join the Sweepers and serve as one of the Erasers. Your job would be to find "Outlaws" who are either trolls or hackers, then you reveal their identify to certain Cleaners (A different branch that actually goes out and does wetwork like Asahi) and they'll deal with them.
That works rather well!
Although the character I'm making probably would end up getting herself into trouble by digging too deeply XD
