Sarcastic and stubborn, Oliver is a delight to work with. Suffering from a severe god complex, this leads to him investigating on his own more often than not. He's rather decisive, though some would say impulsive, believing that his first instinct is always right. Having a partner would just lead to arguments rather than getting any work done. Three centuries of living and he still has the social graces of a polished rock. A stunning outward appearance, but he's blunt, crude, and often inattentive.
Despite these traits, he revels in the company of others. This is either due to him wanting to spend time with those he considers lesser, as to prove his superiority to himself, or to the fact that he gets off to the scent of blood. Maybe both. He has proven to be very loyal to those close to him. Make no mistake however, that trust seems to be slowly gained and easily lost. Definitely has multiple grudges within the OIA.
Background
Much of his own history is a mystery, especially to him. He's spent countless decades as countless personas in countless places. A sailor in England, a merchant in Italy, a soldier in hundreds of wars. Over the years he's forgotten who he truly was or where he's come from. He knows that he wasn't always a vampire, but when or where he was turned? A forgotten memory like so many others. Hell, he can't even remember his original name.
His time spent in America, however, has been so long and relatively recent that he remembers most memories made here. Ever since he hopped on American transport as a French stowaway, Oliver has resided in the states for a little past a century now. The longest he's ever stayed in a single country. While there, he's had a knack for witnessing some of America's largest events during the 20th century. He fought in Normandy and Korea, witnessed Kennedy's assassination, and at one point even joined the FBI.
Vampires surprisingly weren't a large part of Oliver's history. Sure he ran into a few on occasion, but as he tended to live in rural parts of the country, away from the blood sources, they didn't show up often. That is until he moved to New Carcosa. His first night there he ran into trouble. Walking into two clans of vampires clashing over their respective territories, he was caught in the crossfire. Needless to say, he had to defend himself from some opportunistic vampires looking to take out a lone enemy. This led to him being seen as an enemy to both groups due to the leaders having a "with us or against us" mentality.
Oliver winded up going to the OIA to seek protection, though reluctantly. He knew that fighting off two of the most powerful vampire groups in the area would've been rather hard to accomplish alone. This all eventually led up to him officially joining the OIA himself. Since then, he's been hard at work trying to topple the various malevolent vampire clans. Especially the two clans he's had the pleasure to have met first, the Devenney and the Moretti. Of course, that's not the only work he's done since.

He has been known to refuse to drink human blood, instead drinking only that of other vampires or animals. Why this is the case, no one besides him knows. He has an affinity towards the scent of human blood, however, and the affinity has been growing since he's joined the OIA. Recently, he's become distracted when he catches a strong whiff of it from particularly healthy humans. It is suspected that he's gone cold turkey to human blood only recently, and that he might snap at any moment.
