Powers:
Gloria has the ability to shift the quantum frequency at which her molecules vibrate in order to pass through solid matter.
Essentially all matter on our plane of existence vibrates at a specific quantum frequency. It's like a signal that all matter operates on.
By altering her own quantum frequency ever so slightly Gloria can pass through matter.
Weaknesses:
The biggest exception to this is electricity. Strong electrical currents are capable of jumping quantum frequencies. This means that attempting to phase through something that carries an electric charge effectively expose Gloria to that electricity. Depending on the voltage the effects of this exposure will vary. Anything with a high charge will effectively stop Gloria from being able to phase through the material. Any exposure to electricity in this state will result in intense pain but if the charge is low enough she may be able to push through. This kind of stress of her powers will leave behind something akin to a severe friction burn on any exposed skin that went through the process, effects on clothing may vary by circumstance.
Organic matter carries a discernible electric charge which while not deadly in any sense will result in acute pain if she passes through a living thing such as a person or animal. Passing through vegetation is not a problem as the charge it carries is almost unnoticeable compared to other living things.
When passing through something with a low level charge she is able to fry circuitry, such as security systems or computers by alter her quantum frequency in quick succession while inside the device.
The denser a substance is the more difficult for Gloria to move through it. Something like glass would be fairly simple but a dense material like lead or osmium would be much more difficult and possibly even dangerous depending on how much of it she is phasing through.

Brief Bio:
Please note that I have an expanded version of this fairly well thought out and written down but as the category calls for brevity and I'd like to put a limit on meta knowledge I'm just going through the highlights.
Gloria was the daughter of Rose and Peter Latham. When working as junior members of a Gotham firm they desperately wanted kids but it seems very unlikely that they would be able to conceive on their own. As a result they decided to adopt. This was when Gloria joined their family. Gloria has vague memories of her very early years. Ones of fun times spent with her parents but they didn't last. Five years later Rose became pregnant with Gloria's little sister Cassandra. A few years later Rose and Peter broke off from their firm to start their own law agency. The time and effort and stress of starting a company from scratch meant that they have very little time for their daughters and what little energy they did have was usually spent on Cassandra. She was the younger and she was biologically theirs. As Latham and Co Law Offices became more successful Cassandra and Gloria were raised more and more by nannies and later by live in maids.
In her early years Rose and Peter were never cruel to her. They simply didn't have the time to deal with her as what little extra energy they had went to their youngest daughter. This was perhaps worse, at least if they'd been terrible to her Gloria would have known that they cared to some degree or even just noticed her. As all children do she began to act out, desperate to get their attention. As she grew up this relationship of isolation that existed between Gloria and her parents deteriorated into a deeply dysfunctional relationship. Gloria's antics would make her the target of all the stresses and problems in her parents lives. There were very few civil conversations between the three at any given time.
Despite her relationship with her parents and the knowledge that they loved Cassandra more than her Gloria didn't resent her sister as she was much younger and the type of person that one couldn't help but love. Though their were people to take care of her Gloria often found herself staying home as Cassie's caretaker.
Rose and Peter had an extremely intolerant view when it came to "sub humans" as they called them. Their firm campaigned against the legality of splicing for many years and tried and failed to have a registry put in place for metahuans. It was to their extreme horror that they found out Gloria was a meta human when her powers developed at age fourteen. She was pulled out of school and taught by private tutors from that day forward.
When she wasn't looking after Cassie Gloria spent most of her time out of the house at pool halls or twenty four hour internet cafes.
Though she never joined one of their gangs she was on good terms with a number of different Jokerz and their lackeys who had learned awhile ago not to mess with her.
When she was sixteen the Latham family suffered a serious scandal. Cassandra was found dead on the walkway two three stories down from the Latham family penthouse. Gloria's fingerprints where on her back and Rose and Peter testified that they'd seen Gloria push her sister to her death. This however amounted only to a warrant for her arrest as the Latham's said when they confronted their daughter she ran for it,
disappearing into the bowels of Neo Gotham.
For the next two years Gloria drifted from place to place taking what she needed as much as she had to. At one point she even feel in with a group of Jokerz. Twelve months previously however something changed. She was living in the underside of Gotham, the area that the cops never bothered with, the street level, to far down from the flying cars and shining buildings of Neo Gotham for any official to care about.
She was in a convenience store pocketing anything she thought she could get away with, food mostly when a man with a gun entered and started threatening the proprietor of the shop. Gloria could have done nothing, she could have hidden among the shelves. All reason told her that's what she should have done but despite that Gloria intervened. The criminal was not all that impressive and certainly not in any position to take on a metahuman. Gloria took his weapon and knocked him out with ease before she told the old couple running the shop to call the police, they were just competent enough to pick up a criminal who was already detained. Before she left Gloria plucked a credit chip from the store and left.
This began a rather unique hero career. People began to call her "The Reaper", a savior who would swoop down on criminals, whom no one could even touch but who never dealt out her justice without a price. Usually is was a small amount of money or something she needed.
Gloria was providing a public service, one the cops wouldn't do and the Batman in his plane was too busy with the bigger threats to deal with.
Gloria set up shop in an abandoned gym and trained herself to fight. She'd had some basic self defense lessons at home and learned anything else she needed from online instructors. It wasn't the flashiest operation but Gloria got by on what she took and doing what she was she felt in some small way that the gaping hole inside her that had opened after she left home was a little bit smaller.
This continued for nearly twelve months before she was approached by someone calling himself Robin, the Boy Wonder. Rather no so much approached as ambushed. He was waiting for her in her base when she returned one night and her first instinct was to attack. After a fight that pushed them both though he eventually won using electrified brass knuckles he made her an offer. She could join a team he was putting together that he called "The Titans" or she could stay their, alone in the dark till the isolation drove her mad. Though non commital at that moment she agreed to see his operation and eventually joined the team.
Reason for joining Robin?:
To everyone else she says she joined because she had no place else to go and nothing better to do but really she agreed to Matt's proposal because of a desire to set right those things in her past that haunt her still and to make sure it never happens to anyone else.
Notes:
Though her face has changed quite a bit from when she was sixteen Gloria wears a hood most of the time casting shadow over her face to make sure no one recognizes her.
