I read "excluding" as "including". That happens to me a lot, herp. It seems at least decent that way, but you'll have to see what LeeRoy says about it.
I dunno. It's not necessarily overpowered, but it may simply be unsuitable for competitive play. It's so hard to make rules on when it would or wouldn't work, it ends up mostly arbitrary. And because being instakilled by mind control isn't a satisfying way to die, everyone will end up resisting it, unless they're already so weakened that it's little more than a finishing move. If you were to take out the ability to kill people with it and only use it to screw with them, it'd be far more usable.

Besides, you may find some problems with the Gamo Tan too, seeing as it takes effect instantly and is thus undodgeable. You could say that someone could jump out of it quickly to avoid damage, just like how sticking your hand in an oven very briefly doesn't hurt, but that brings up a problem with the wording. You say it heats up not just the air, but whatever is in the area, including human flesh. You could boil someone's heart, killing them instantly without a saving throw so to speak.
Seeing as Shen is, well, dead, that seems like a good excuse for him not appearing for a while.

If Usurper couldn't find a new wielder, it had other, stranger ways to bring itself back into use...

The deadlifting world record is about 1000 pounds, but that's only for lifting it a few inches off the ground. If you look at Jean Baldwin's CS, you can see the max lifting weight section is meant to indicate how much you can lift above your head, not just off the ground. Thus why he went with 600 lbs as the tier 1 limit instead of 1000. I assume that's the thing you were wondering, as the tiers above 1 are pretty much arbitrary.

As for punching force, i agree it's questionable to use 2x lifting weight for everyone, even those people with significant training. I suppose it's only a rule of thumb though, and the creators of highly trained characters should put the punching force into their CS after all.

Edit: several posts were made while i was typing this, so my comments might be obsolete.
This seems to be the point where nobody really knows what to write anymore and the roleplay dies for no particular reason. We're waiting on you Drallinix, and it seems you have three choices:
- Use your transmutation to create a parachute, if you have the time for one charge before you fall to the ground (which you probably don't).
- Retroactively change the angle at which you fired apocalypse to prevent blowing away the building below your feet.
- Fall to your death. Dying wouldn't really matter since you'll be alive again in the next fight, but you'd think Free would be smart enough not to blow up the building he's standing on without a back-up plan.
Hurr, turns out my statement was false. I thought by tier 1 you meant tier 0, so i thought his strength was 250 lbs or lower. 600 lbs is actually a good estimate for a man of his build.

Anyways, you're free to make the character however you wish. In fact, the adapting and crafting part could be cool if put to use well. Just keep in mind that you'll probably have trouble finding opponents when only tier 1.
With arms like logs, he sounds like me might be tier 2 rather than 1. Then again, it's hard to tell, cause there's no concrete definition of his strength. You may want to specify.

Also, not to criticize your character, but playing someone whose fighting style comes down to hulk smashing may get repetitive real fast. Just take that into consideration.

And LeeRoy, i swear you'll see a character from me soon. I'm working on it.
Not that i'm planning to myself, but i wonder: is there any restriction against making tier 7 characters? Would they be banned from fighting the bosses?
