I think we need to take a step back and figure out what we're really trying to do here. We know at least one of these stations gets a signal once this timer expires. How do we make sure we're on one?

Maybe. But it's probably really likely that there's some significance to this place if it's getting more signals. Especially since the network has proven to be under attack, I think it's safer to assume it's no simple bug.
