The Island Turtle will kill any goldari that get closes to it, but I am not sure how. It could very well just slam into them until they die, which while inelegant, would probably pretty effective.

It might be easier to keep up with if we consider the creation of 4 miracles to be one might. And thus, you get your act of creation when you break it down into miracles, as opposed to keeping up with fractions.

He would defend these world from chaos, and yet as he felt around using his divine sense, there was not much to protect. He reached out his spear to create a race of sentient creatures to call his own, and yet he paused. "No, this world is to dangerous for my children to created in." lowering the spear. "Yet, I can still add to the flora and fauna of this world."

He then took his spear and place it beside him, and at his side where wolves. He told his new beasts to spread across the land and to multiple.
Regulus was excited that he may be able to save this world from the forces of evil, but did not believe it was safe enough to create a children species yet. So instead, he teleported to the forest and created some wild-life that can later be tamed.
He used one might to create 4 miracles. He used four miracles in order to create rabbits, mice, wildcats and wolves.
Yeah, I think we would need settlements before we have agriculture. And I don't think I will have Regulus create a sentient species. He might create a legendary beast/s that are sentient, or later become sentient. At least for the time being.
Right now, he is probably going to take what humans there are right now and organize some of them into an Order of Druids. If not this turn, next turn.
I am thinking about having him create a rolling plains for humans to settle on, but that isn't going to be important until we start settlements. So I may save that last point of might, or use it to buff my druids.
