Maybe it's more of a mixture, both are guilty of suspicious behavior. If someone higher up is pulling the strings and the ninjas are really just pawns.

True but Konoha is kind of acting suspicious, they didn't have to kill the spies before and they didn't have to act like everything is big secret.

Maybe have the reason be like a secret weapon so if war broke out, the rain village could strike out against Konoha since being a minor nation, the leaf village wouldn't really see Amegakure as much of a threat, they would focus on the big four, and our village is in between them. So in someway our two characters would be like living weapons of mass destruction.

Well my character won't be angry with ether of yours but he will be pissed with the people who decided to keep it a secret, it's a hard thing being alienated by most of your village and not being told that there were was someone else like him. My suggestion is that you should add a reason for the rain village having a second Jinchuuruki to your CS since minor villages would rarely acquire them from the great nations.

Yeah, everyone pretty much did. Seranai was considered a 'secret.' Okani knows that there are two Jinchurike, she has to pretty much deal with it.

Bio: Made a Jinchūriki at birth, she was always watched carefully and given strict orders of what to do and what not to do. Seranai was always a timid and shy child, afraid of getting hurt by the other ninja. She was never told of her Tailed Beast, so she never had a chance to learn how to connect with it. In the academy she was always kept away from the other students and learned separately.
Her parents died in battle, leaving her orphaned and she was considered a ward of the village. Or at least that was the excuse they spouted off at her when she asked what happened to her parents, however they did not die in battle. They were intentionally killed by the Hokage before Haruno become the Hokage for threatening to take their child away, afraid that they would take their 'secret weapon' and thus they were sent on a fake mission, it was an ambush.
It was said that because of the last Great Shinobi War, they were left defenseless and so having obtained two great beast, made another Jinchūriki that was never to be spoken about to anyone who didn't already know.
Because of her shy nature, she was said to be a failure as a student but the Hokage kept encouraging her to keep trying, even working with her himself. Deciding that her current sensei was a failure of a teacher , he relieved him of her and decided that she would do better with someone more active.
Even as the village discouraged she trained secretly at night when the village slept and began showing great improvements, the Hokage was thrilled to see a dedicated student but his advisors were afraid that she would learn of her Tailed Beast. Because she acted similar to his sister, he entrusted Okani Kazomi with the well being of Seranai and training when she became a Genin.
