The circular bands on this are Chakrams
They are circular blades mostly used for throwing, however, multiple chakrams would sometimes be placed over the body to also act as an armor and protect against attacks
Alternatively, they could hold it, from the inside, and use it to cut at enemies up close

If it was only mentioned in the anime, theeeeeeen I dunno if I care about that detail.
I mean, it's in the manga as well, but it's not really expanded upon, I did say 'also'
But generally, it seems weapons cannot wield another weapon, unless they are tied by familial bonds (blood related) is what has been said in Soul Eater
Katsuo can team up with Regan and dual-wield. And when the going gets rough, Regan can resume human form and, I dunno, pick up another weapon? Bwahahahahahahahaha
