I don't think generic actions should cost RP. That severely limits the stuff you can do, even if yes, in a real battle you tire. Fancier attacks should cost points, if RP is like MP.
Actually, that's precisely how I want things to work.
Generic actions will have no RP cost, and you can roleplay those "generic" type of events to your hearts content, but there will exist several Combat Actions that can sway the tide of the battle more than a run-of-the-mill "Slash." in addition to affecting the Environment. Using the Cerberus example, keep in mind that not every Action that is available to a human character is available to a quadrupedal, three-headed beast (and vice versa.)
For example, if you're fighting in a wooden area, utilizing a fire spell could create some obstacles between the Enemy NPC and your character. Such an action would cost RP (by using RP, you will gain access to certain perks and benefits throughout the course of the RP, so you are actively encouraged to be versatile in battle. More will be explained when the roleplay begins on this matter.)
