So how is cash generated then? I understand its from controlling a zone, but how is it calculated. Telling me its money isn't very helpful. Same goes for bodies, I understand this represent people at my disposal, but how is it actually calculated.

Sounds fairly standard. I wouldn't consider those "stats" per se, although they are a statistic.

Can you explain how the calculation of the stats work? Both the 3 for criminal organisations, and how the Investigate, Raid, Apprehend and Takedown actions work for the Police?

GM said no stats are involved. So that's that, this discussion or agreement doesn't need to happen, regardless of what you want to classify it has. All we are waiting for now is the lore, mechanics and CS/NS skeleton from GM. Assuming they are still up to it.
