Department Of Military Police and Propaganda



Issue 23rd of "The Kadet ""Victory in Krepina"


Back in the Kalpian Republic the Department of Military Police works in the next issue of "The Kadet", a task they were assigned by the General Staff, in order to support the war morale of the soldiers at the front and the families at home. The editor of this newspaper was Gottlieb Adi Karl a professional who had studied "the Sciences of Information" at the National University of Arsech, he had been hired by the head of the department Bastian Gebhard Gerst in order to help improve the quality of the "The Kadet".

The first edition made by Gottlieb was just after the battle of the Krepina Forest, a victory for the Kalpian army that would sure help to increase morale both in the homeland and in the front. Stories about the battle were compiled by the Department's reporters in the front, some were obviously exaggerated and Gottlieb made sure to tone down a bit in order not to make too fantastic but keeping the heroicness and sacrifice that was made by the soldiers of the 23rd.

He was even more lucky to get an interview from Gotthard himself, the general in command of the 23rd. He basically said that he expected a swift victory soon enough and that the Zellonians, Radenans or Memoitals couldn't keep up with Kalpian soldiers on the battlefield. he even praised some of the actions by his soldiers and officers considering them as heroic. This all helped construct the articles for the newspaper.

He finished with the headline "Victory in Krepina" and then it was sent to the front and distributed to the army in Kalpia. Slowly but surely, more support was accrued for the war reopening the door of another daring operation by the Kalpian Army that had learned their mistakes.

Gotthard's best

Gotthard was a man who celebrated triumph like no other but who also understood that sometimes it was best to stop the celebration for more important matters, who like many Kalpians knew that the fallen had to be taken care of and prayed for, it was them and no other that made the present possible thanks to their sacrifices in the past, such was the religious doctrine of "Mirnism" the monotheist religion of Kalpia, and Gotthard was a devout, same as his wife and some of his fellow officers.

The victory against the Memoitals and Radenans, was indeed glorious but many Kalpian soldiers had died in the battle. The dead of soldiers under his command was something that Gotthard had not seen since the war against the Radenans back in the 1870's. His memories of the war came back to him along with the feeling of glory that he felt when he was parading in the streets of Arsech, that was when he was younger, and now he felt repented for all those soldiers that had died under his command for all those soldiers that he had treated as pawns in a game of chess, yet here it was no so different, the only change was that now he knew many of the soldiers personally and while he knew they were good and disciplined, many of them would still die in the coming days and the only real thing he could do for me was pray.

Like it was said before, on the night of the 6th before the Kalpian offensive started. He sent his officers to gather those who wished to pray for the fallen and together they prayed. Not only for those who had fallen but also for those who would fall in the line of duty for their country. A country that had raised them and given them both freedom and responsibility. If they Kalpians soldiers were known for anything besides their discipline and training, it was their sense of duty towards other Kalpians and their religiousness.

It was a night of silence for the 23rd one that would be remembered by those present for years to come. The next morning Gotthard personally saluted those men in the front. He promised them victory and glory and delivered to them a speech only recorded in the diary of one of the soldiers.

"Today, we are going to show our enemies that they should fear us and give up, for we fight for our brothers that have been captured by those damn Zellonians, we fight not only to keep the pride of our nation but for the families of those captured, for those who have died, for those that trust that we win, for those who love us and most importantly for our nation, if we are going to die we better take all the enemies we can with us. Glory to Kalpia and it's people!!"

Kalpian Official Response to the Threat of Zellonia


The government has issued a press note in which they have made official their response to the Zellonian try of negotiation. The Kalpian foreign minister Vinzenz Felix Greenberg said the following.

"We the Kalpian Republic care a lot for our soldiers, they are our brothers, our fathers, and sons, yet the Zellonian offer is nothing but a desperate attempt to get us out of the war, as such, we would rather propose other solution about the treatment of prisoners of war. We propose that all captured soldiers will remain as prisoners of war until the war is over, when there will be negotiations to decide the release of those prisoners, we would also like to arrange an exchange of prisoners for March 23rd in said exchange we will pay $100 for every prisoner of war that is released and arrives at Kalpia safely. This is the offer that we have sent to Zellonia and hope that in their right minds they accept it. "

Some of the people were relieved to hear these, having the hope that if they exchange of prisoners went through they would be able to see their own once again.

The Fight Against Zellonia


The 23th was at the front, they had been sent as to finally put up some stable support to the Osladian troops in the front, they were also expected to be last division to be sent to the war, as the people in the republic no longer showed enthusiasm for the war, as many families asked when their sons and brothers would return. Yet, no answer was given to them.

It was the job of the 23th to restore the enthusiasm and trust in the military of forces of Kalpia, not only for the Kalpian people but also to the rest of nations in the continent, general Gotthard's division was the best for this kind of job, because it the 23th was a division known for its high competitiveness greatly encouraged and sometimes enforced by Gotthard, who put to use the freedom of command that he enjoyed under the Kalpian military system.

If someone could restore the pride of the army it had to be Gotthard. They traveled the land of Oslad without much incident and never giving any reasons to think that the Kalpians were as lowly and weak as they thought they were. The Kalpians would maintain their discipline at all times like the soldiers they were.

The sole objective of Gotthard's division was to help the Osladian forces in the front. How he would achieve that it was up to him and he knew that reinforcements were limited to this endeavor, so he had thought and thought well about what his division would do.

A primary target for Gotthard was the Memoirals division, known as the sole division to achieve anything of note in the front during the time of the conflict. Basically, they were the pillar of the Zellonian army, if they have defeated it the rest of the Zellonian would start to crumble.

Also if they 23th managed to destroy them, they would have shown the Osladians that the Kalpians were still their superiors in the front. Knowing, that even if Memoials were the best of the Zellonian army, they were below still way below the standard of Kalpia. And as such, they were an easy target.

The 62th Brigade and Jovington


The smell of sea was something that the men of the 62th weren't used to or expected to , they had all their lives grown use to the idea that Kalpian Republic was a nation that was focused on protecting their own from the monarchies that could be found all around the continent, to protect their right to vote and the rights and responsabilities that came with it. Yet, they were here on route to a foreign nation that they knew little and had less than a year ago, didn't even have to care about.

Most of the 62th was composed by soldiers from the north of Kalpia, most from Liubeth proper that had joined the army as young and had stayed for the pay, a pay that less than a year ago , they didn't see very often. Yet, they were all loyal to the republic and their knew that they could beat any other army in the world if it came to it, what they didn't knew was that what would defeat them wasn't an army or the enemy soldiers, but rather the cold and hunger that they weren't used to, but that was still weeks from happening.

The soldiers would write and speak, some of them were enthusiastic to finally see war and serve their country in the profession that they had choosen, smiles and jokes were common in the transport ships that would transport most of them to their deaths. This was as small as it was would give the chance for some to rise in the ranks, something that so far required connections and money, something that many didn't have , between those who wanted to rise in the ranks was the brigadier general Kazimierz Bernhard Freund , very well known by his soldiers as someone who's leadership and charisma covered many of his faults as a man or officer.

Whatever would happen next would be the moment of Kazimierz, it had to be...

The Grunewalde Crew


The Grunewalde submarine, named after one of the ancient gods of Kalpian mythology had a crew full of young men, most of them who had just joined the Navy as an easy way to get money with easy discipline and without the risk of being sent to war, although, that last part wouldn't come true. War was here and they would be sent to do their job in the inner sea, they would protect Kalpia from the madness of the Zellonian King! or that was what the President said to them at his speech in Liubeth. Some of them really felt that they were doing something for the nation...for a couple of hours.

Then some of them started to worry, it was war, a sea war, one of the weakest navies of the Great Powers against a navy bigger and more powerful than them, there was no chance for them to win or at least that's what mosts of them thought about their chances to live in such a war.

The next day the crew of the Grunewalde prepared for their first real mission, their debriefing was short and simple, they would hit any Zellonian ship they found in the inner sea and they would do so. They really hoped that the Zellonians wouldn't find them because if that happened it was end game.

The Last Mission

Brigadier General Larenz was smoking a cigarette in the middle of the night. Along with his soldiers, it had been less than a day since they were at sea and now they were closing into Zellonia's capital, the news of the war were unpromising and the plan formulated by the General Staff that was his to carry out, was supposed to end the war and relieve the soldiers in Jovington, save the lives of the Osladians to the west and finally end the war. The piece of paper that would do the job was in a special case, in order to protect it from water and the weather, it was heavy sure but it was also made to last. It had to , more risks would mean defeat.

The Kalpian Deparment of Military Police


It didn't took much for the General Staff to set up the Department of Military Police, it was an idea long ago crafted by the General Tadeusz Seweryn Budny to serve as a tool of the army to make sure that no foreign country had influence over the republic and therefore could interfere with the protection of Kalpia and all its citizens, but both the General Staff and the civilian government didn't believe that it was needed, after all, it was a period of peace and stability, and most of the Kalpian resources were put into the Grand Kalpian Railway system. Now it seems like a necessity as tensions rise, first from the south and then on the North, as such, the general staff thinks that it would be best to put the department in action now rather than wait for later.

The whole affair wasn't very public as one would expect of a department which intention was to undermine foreign influence over the country, the officers and agents of the department were chosen directly by the top staff of the Army, as such, only people who could really be trusted were assigned to the department. Much effort was put into keeping the DMP low from the public and foreign eye, such as registering it as a branch of the police under the name of "Department of Internal Security".

Not much activity from the Department of Military police is expected for the first years, as tensions are still low and the general staff only wants to be ready, if for any reason a foreign power wanted to lurk within the bureaucracy of the Republic

The Roads of Tarist


Tarist has always been an old city, one of the oldest in the entirety of Kalpia and as such it is also the cultural heart of the Republic, as it was there where democracy was born for Kalpia, Tarist is a symbol of unity and strength for the Kalpians, whom once they overthrew their king on a bloody revolution, they were free to thrive and prosper unlike no other nation in the continent or at least that's what the typical guide will say to you if ever go there.

On the other hand, Tarist is also a city that has fallen behind in terms of technology and infrastructure in comparison to the rest of the Republic cities and towns, as only recently the Grand Kalpian Railway was able to give Tarist the push it needed to join back the standard in the republic, but it is still on need of new and improved infrasctructure, in order to cover for its growing population and to keep the city pretty, in order to keep the masses of the Kalpians appeased and content. Not for nothing the government ordered more roads to be built and to get the existing roads renovated. All of this assigned to the new company of Metropolitan Heavy Industries.

Army and Jobs

One day, Hanz received a letter at his home from a man dressed in the typical Kalpian uniform, he didn't know what to expect of it, he had been a good soldier always following the orders given by the officer on command and even on the last winter exercises, he didn't complain not a little bit not even when he almost starved because of a late supply train, sure it wasn't the best job but it served well to feed his family and himself, even if sometimes the pay came late.

Hanz was anxious about what the letter was about and he just couldn't help it, since recently, many of his friends in the army were moved to the reserve force, something that meant not only getting less pay but also being without a full-time job and the common soldier only had a couple of options when it came to work, they would could work at the Arsech Steel Foundries, the iron mines in Karp , as a worker building the railways of the ever increasing Kalpian railways or try to make it into the police force. These were the prospects of work that Hanz could think of if he became a reservist.

Finally, he decided to open it after breakfast, if this was what he believed it was, at least, he wanted to have one last routine breakfast with his wife and two sons. Hanz tried to his best to hide his worry but to no avail, as his wife noticed and asked him about it at the breakfast, he couldn't help but say the truth to the wife that had given him so much support over these years of his life. He opened it a little while later, only to find out that inside there was his pay and a small note saying that pays from now on would regularize, Hanz was relieved, but the next day another close friend of his told him that he was no longer in the army and that he would go have to move back at his father's farm in Kaniarus.

General Staff and Economy


The General Staff continued doing its normal business, selling guns to foreign governments, sending requests of production to Kerser Guns and doing such things that were too common nowadays, with governments that the General Staff couldn't really come to trust such as the Tsardoms of Karum and Radena, after all, in the past Kalpia had found itself diplomatically isolated for the reason that there were so many monarchies that really didn't share their political beliefs.

But these weren't really the priorities of the General Staff, which saw fit that the Kalpia should grow internally and fix the governmenet deficit that didn't really allow the army to continue growing and improving like before, as such, military was to be slightly cut off for the actually paying the soldiers again and seeking more ways to make money for army.

For this to happen the General Staff decided that it would rifles to Hiron a far off Empire that had little importance in the world and was treated by them and many others like the minor power it was, another measure was to fund some civilian companies with the objective of promoting growth in the economy.

And the last one was to move 40,000 men from active soldiers to reservists as a way to cut spendings in a fast way. Hopefully, this would be enough to fix the economic problems that the General Staff as a problematic for the growth of Kalpia as a whole.

The National Railway of the Republic of Kalpia

In the eyes of the General Staff of the Republikan army, the national railway of Kalpia was average at best and while it did its job of connecting the country, it didn't have the capacity for the dozens of thousands of soldiers that would have to be mobilized per the plans that the General Staff had made for the both defense and defense, in some cases there was only one railway connecting towns or important strategical points, meaning that transportation was limited and that if it was cut out by enemy sabotage there would be lots of problems for the army.

But nominally the General Staff could do little about it, after all, they weren't in charge of the railroads and their management unless it was wartime, so their ability to do that by the orthodox means were quite limited indeed, but this wasn't the army minister of any other country this was the Kalpian General Staff, a general staff that exercised both political and military power over the country, a combination that has obviously led to clashes between the civil sector and the military sector, clashes that the general staff always ended up winning or avoiding one way or the other.

Their political power consisted of their partial control over the conservative party the "Kalpian Conservative Alliance" which while held control over their decisions and members, it still had to obey some orders from the general staff which to some extent influence the votes of the conservative party if they wanted, though sabotage and other means like campaigning against them and making the soldiers vote for another party, which could happen thanks to the ideological power that the general staff had over the minds of the soldiers.

But this time there wasn't a clash between conservative party and general staff because improvements to the national railway had already been proposed before by the minister of economy Detlev Jost Rapp, included within his budget for the six years of rule of the president.

The general staff obviously applauded the measure when it was announced (although it was announced before time because of the pressure from the general staff). Now it seemed that the general staff could engage in bigger and more ambitious plans for the future.




Matters of the Republikan Army

The General Staff, now appeased, continued on the improvement of the grand army of Kalpia, first of all, the general staff gave good sign to The Cadet Newspaper a newspaper made for the many soldiers and reservists on the homeland, which more often than not focuses on the military history of Kalpia, veteran stories and armaments, stuff which objective is the increase of morale of the soldiers by making them know that they are part of something greater and that they now have something specifically made for them.

This measure was taken because of the relatively low morale that the General Staff perceived from the soldiers, morale that was still quite high but couldn't be compared to the levels seen in previous decades, of course, this also came with the obsession of the General Staff to always beat itself or others in several categories, so for them it wasn't acceptable to have a lower level that in 1890 or 1880. The ever active General Staff was also considered paranoid by the lower ranking officers because they had plans to defend and attack any neighboring nation, but not only one but several each depending on the context of the conflict. The general staff considered its main rival the Osladian Empire to the west, a monarchy that didn't share many values or love with the Kalpian Republic.

Another measure of the Kalpian general staff for this year was the yearly review of the military drills and training techniques that the general staff enforced upon the training officers, something which time and time proved to be either useless or good for the army, this inspection often reviewed results from last year and compared them with those of the last decade, then it considered the new training and drilling techniques proposed by both officers and generals alike. This was a long and tiring process for the officers of the general staff, who were assigned to this work every year, as such, the generals often provided a compensation to the ones who did this job, more often thatn not, monetary.
