The Kalpian Republic-1901




The 1901 Budget


As the new year came, the president with the rest of his ministers was drafting the new budget for the year 1901. Spending for that year up, after all, there were many things that were changed from the past's year budget. Here is an overall change of why spending changed for the different sections of the budget.

Infrastructure:

While Kalpia was one of the nations with the largest infrastructure there was still room for improvement. There were still plenty places in Kalpia without a connection to the railway system that considered "the veins of Kalpia" because of they were the major points of economic and industrial activity in the country. Thus the budget for infrastructure increased to allow for a small room of expansion for the year to come. This was because the maintenance of the such a large railroad network was quite high, but nothing that Kalpia couldn't cover with its budget.

Education:

It had been one of the promises of Reimund Braun to expand and improve the Kalpian Education system, because it was needed and because people felt that the school system was underfunded. After all, the children were the future of Kalpia and it was wise to invest in them, so later they could be productive members of society and pay taxes. Unlike the other countries which focus lied on keeping the poor ignorant so they could not rebel. Thus it was decided to double the budget for primary education and triple it in the case of secondary education. This was expected to produce great men in the next generations.

Army Research

Kalpia was and still is the mightiest military power in the world. But that position seemed to linger in the face of new military inventions, such as the Tyrian machine gun. The General Staff had also quite reminded the government that extra funding would be needed if they wanted to keep up with the developments both in military inventions and in on the strategical & tactical level. This was considered by Reimund Braun and his cabinet, and they agreed to increase the army budget for this purpose.

Security and the Department of Military Police

Security while walking on the street was something of a worry for the common rich man, who wanted to take walks without being molested or bothered by the inferior poor man and they had noticed that there a bit too few police men in the cities and villages, where they traveled to in their vacations or in their daily lives, and like the rich men they were they put political pressure by raising the issue to both the congress and the president. Who in turn decided to increase the budget of the police and in the meanwhile, also create a separate funding for the Department of Military Police. Who now had specific tasks they had to fulfill.

I hope this telegram finds you well. It has come to this administration's attention that in the disparaging after effects of the Tyro-Itheraen War that future neutrality in the political sphere cannot be guaranteed. The Crowned Survian Republic has long maintained her neutrality and hopes that that continued neutrality can abide. It would in the interest of this administration and every one thereafter to pursue thus a Pact of Non-Aggression to exist between our nations from January of this year until January of 1906. In accordance with this, this political stipulation, if agreed upon, will extend also to our colonies in the Tendo Sea. May the One bless you and Kalpia both. Understandably, this agreement will come with it the singular acknowledgment of the sovereignty and ownership of both Kalpian West Maran and Survian South Maran within their respective levels of government.


I can only share the sentiment that the Tyro-Itheraen war have brought certain unbalance to the political situation in the continent, but we admire that even the Survian nation seeks for neutrality. In matters of our colonies to the East, I have to agree that recognizing both of our administration will only help to maintain peace and prosperity for both our nations. The Loan Management of Kalpia


Knowing that the loan that the Kalpian was way too big for its immediate needs, it was seen as necessary to pay $241,512,230 to cover at least half of the debt accrued last month. Leaving a surplus of $10 Million and reducing the debt to $96,487,770 this debt was way more manageable that the one before and thus the government would be kept itself afloat for the remaining of the year. The treasury with $10 million was more than enough to provide for any expense that the government may have a need of even taking into account the budget already in place.

The Kalpian-Velettian Military Deal


The company known as Kairth & Sons has signed a contract with the Violette army in order to supply them with 24k artillery rounds each month. This involves the retrofit of the factory to produce artillery rounds of the caliber of the Violette field gun Dieumart 75. Thus from producing munition for the 7.7 cm Kalpian field gun, the factory would now produce artillery rounds for the 75 mm Velettian field gun. This contract is meant to last as long as war between Violette and Tyro-Redania. The Velettians will pay $9.5 per round for a total of $228,000 monthly.

Kalpian Logistical Overhaul


It had been a long time idea of the General Staff to smooth out logistics in Kalpia since they knew that this was an era of mass warfare when hundreds of thousands or even millions of soldiers would have to be sent to the front to fight for the republic. Yet, the greatest challenge didn't lie with defeating the enemy, discipline or morale, but rather the massive logistical burden on the national infrastructure. Even Kalpia the country with the most developed railway network knew that it could not feasibly maintain an offensive or move fast enough to make a decisive strike on the enemy and put an end to the war as soon as possible.

Yet, there were many ways in which the logistical process could be smoothed. One of which was the standardization of containers, each with a specific symbol. One container for food, one for rifle ammunition, one for artillery rounds, one for general equipment, etc. By standardizing the containers one could know how much could be transported in a single wagon and thus how much time it would take to supply an entire division or an entire army depending on the availability of horses, trains, weather, soldiers and the distance between the depot and the army.

This leads us to the next topic which is military depots, it was a known fact that depots were the places where all military supplies were stored, but the matter was where those depots where built, their distance to the frontline, the access to nearby source of transports and a number of stockpiled supplies in each depot. To allow for a single depot to not have inventory would be madness and for it to not be next to road or a railway even more. The Kalpian General Staff by whatever means necessary had to find a way to supply its army smoothly and efficiently. The idea was to build several minor and major depots around the country. The Major depots would be stockpiled with huge amount of supplies and be placed in the major hubs of railways in the country while the minor depots would be built near the borders and the countryside, each next to a road or a railway, the minor depots would have enough supply for two months of combat for each division stationed nearby. Thus depending on the situation the supplies from major depots could be transported to several minor depots instead of only one, this would allow for a fast change in concentration of forces on the front. Meaning that if one month the army was pushing north, the next month it could push the south with the same strength. As supplies could be easily transported to one specific area without putting too much stress on a single railway. This also involved plans to build even more railways both heavy and light to connect the depots with the National Kalpian Railway. Several lines would have to be built allow for trains to go to either point B, C, E or F from point A directly.

Another important overhaul was to be the expansion of the Republican Engineer Corps and the use of prefabricated light railways so that they could be easily transported and installed to expand the logistical reach of the army, thus allowing for the railway supply network to advance at the same time as the army even if not at the same pace. This also involved the introduction of field work training to the common soldier and reservist. So that they could be used to expand the railway supply network if needed with the guidance of the Engineer Corps.

One last important point was the quality and amount of military rations assigned to each soldier. This would help to both raise the morale and the fighting capabilities of the army, because thanks to lessons from the Kalpia-Zellonian conflict they knew that food was quite important and without it, the army fighting capability could fall below that of even rabble like the Radenan soldier or the Zellonian soldier. This food had to be in enough quantity and quality for the common soldier. Thus the Department of Army Logistics started to see and experiment with various components of rations, expecting to reach which one was the most effective at keeping the soldier healthy and being available enough to give to all soldiers.

The total investment for the overhaul would be of $20,000,000

Notes:
-The Army standardizes all military supply containers assigning a specific container for rifle ammunition, rifles, artillery rounds, spare parts, food, etc.
-The Army starts to build major and minor depots, major depots at the hubs of the Kalpian Railway Network and minor depots near the border and countryside. A major effort is put into connecting minor depots to the railway network.
-The Army starts to put a focus on the expansion of the logistic reach of the railway network as an army advances on enemy territory, by experimenting with the use of prefabricated light railways and the use of the army common soldier to help in its construction with the assistance of the Engineer Corps, along with an expansion of the engineer corps.
-Department of Logistics starts to seek the right balance between quality and quantity in military rations for the army. With the objective of having healthy soldiers with high morale.

Kalpian Navy Expansion


Knowing that Kalpia had lost many ships in the conflict with Zellonia the navy had requested a direct fund to cover those losses and increase the size of Kalpian Navy. The response was fast and asserting, mostly because of the support of the Fatherland Party that sought to strengthen the Kalpia military might. As such, the Kalpian government said that it would use all its naval capacity for said purpose. As such the state would cover the cost of construction of 30 new destroyers and 10 new light cruisers for the total price of $11,512,770

This was just the first stage of what the navy had proposed to do but it would do for now.

Kalpian Colonial Ventures


The ambition of Kalpia to have a colonial empire was but a recent idea brought to congress by the Fatherland's party, it wasn't publicized as proper colonies where the Metropolis sought to extract all kind of material wealth to process back on the mainland. No, the fatherland party told to the people and congress that there would only be territories under the protection and guidance of Kalpia, with the objective of civilizing the people living there. This was said to imply a clear difference between the democratic values that Kalpia stood for and those of nations with different values, more specifically imperialist monarchist values.

After several months of pushing forward the discussion of colonies and trying to persuade the President, it finally happened. The President announced that it would give exclusive charters to two companies, one with charters on Masilia and the other in Serranthia. Said charters gave the right to those two companies to establish protectorates in the name of the republic with the objective of bringing civilization to natives and making good use of their resources in order to provide a source of income for the company chosen for this endeavor. Or at least that was the justification.

The selection process would be rather simple, a company would have to form for the exclusive purpose of participating in the competition to become a chartered company, the company would have to give a detailed plan for the treatment of the natives, the area that would be claimed and possible further expansion, the security forces that would be used and the administration of the lands in general. The capital that the state would invest would be $20 Million per Company for a total of $40 Million. And thus it was done. Now it was time for the international corps of Kalpia to ensure that the claims were to be recognized by other powers on the continent.

The Kalpian Experiment with the Kalpian D.B.-I


With the reccent acquired funds of the Kalpian Republic, it had been decided to start to experiment with the motorized vehicles designed by Leikarp Co. , the D.B-I tricycle . The cost of each one at the moment was of $187.5 so cheap enough for the Kalpia government to start investing in it. Thus a request was sent to Leikarp Co. to produce 2,000 of those D.B.-I at the cost of $375,000. It was a large enough to amount to outfit an entire brigade and that was the idea of the Kalpian General Staff. As they would test the usefulness of the vehicle on both logistics, speed and how it handled in different types of terrain.

The task was given to brigadier general Gotthard the veteran leader of the Kalpian-Zellonian conflict. Who because of his experience was expected to think ways on how to make use of the D.B-I as a military vehicle.

The Kalpian Car Enthusiasm


After seeing the popularity of the Model Yenson 31 rise through the ranks of the army and that of the masses, the Fatherland's party decided that it would be in their interest to make use of that popularity to rise the civilian acceptance of the military. After all, the people had to be proud of their army and what better way than to be proud of both your army and your favorite race car.

Thus by using their influence the army was given $630,000 to make the purchase of 200 Model Yenson to be assigned to generals and high ranking officers of the army. Mostly to be used in parades or in daily use for the high ranking officers to go their working place.

Kalpian Arms Competition


It was time for the Kalpian army to update its armaments in order not to be left behind in the arms race between continental powers, a race that Kalpia had to yet be defeated in, but the General Staff didn't wish to wait until that happened, so they like many years before decided to call for a design competition on both field guns and rifles, to see what the arms companies had to offer for this year.

One of the main concerns of the Kalpian army was accuracy, reliability, and rate of fire on the battlefield, which had been shown as decisive on the both the Marnish and Zellonian fronts of the war, as the close encounters and long range encounters had taught the Kalpian officers several lessons to the Kalpians, that were represented on the specific requests of design to the arms companies.

There were three companies in Kalpia that could take the job the most famous of them all Kerser Guns, he was famous for designing the KR.99 the main rifle of the Kalpian Army, the next one was the Aurel & Trauggot company, a new upstart company based on Tarist and finally the Company of Kairth and Sons the oldest arms company in Kalpia that had yet to shine in major projects with the Kalpian Army.

Thus the Kalpian Arms Competition started with all mentioned companies asked to provide two designs one for rifles and the other for a field gun.

Kalpian Military Deals


It was no surprise that the Kalpian military industrialists saw the chance of profit in the brewing war to the west and they took it, first by making sure that the that they got the permits for it and second by making contact with each interested party in private meetings through government officials.

Kalpian-Radenan Offer (Confidential)

Radena a country with a large army but not enough rifles, a good business venture for the Kalpian industrialists. They sent a confidential offer to Radena offering to send to Radena 15,000 rifles per month for one year at the price of $450,000 per month and 5 million rifle rounds which cost the Radenans $750,000.

The grand total of the offer is $6,150,000

Kalpian-Tyrian Deal (Confidential)

Tyria needed rifles and ammo, it was clear that the ones they would go to were the Kalpians, the nation with the largest military industry, thus it was agreed that 200,000 rifles and 20,000,000 rifle ammunition would be sold and shipped to Toboskoy from where they would continue their route to Tyria through land route going through Oslad, country which had given the Tyrians and Kalpians previous approval for the transportation of military supplies. The total cost was $7,400,000

Later, it was also agreed that 850,000 rifle rounds would be produced and sent off each month to Tyria at the price of $85,000 per month

Kalpian-Itheraen Deal (Confidential)

The Itheraen required large amounts of field rounds and the Kalpian could provide, after an agreement the Kalpians and Itheraens signed a contract in which 2 million artillery rounds would be sold and shipped to Itherae at the price of $4,500,000 .

Kalpian Hell Loan


The government knowing that the previous measures were not even nearly enough to stop the financial crisis coming ahead knew what they had to do and it was to take a loan that was nearly equal to the 10% of the total GDP of the country, in order to cover the costs of this year administration for a total of $343,711,114. This loan would come from both banks and private lenders.

Kalpian Austerity Measures


To the say the least is to say that the Kalpian economy is the worse in the entire continent, decades on the illusion of military supremacy and terrible management have left the Republic finances in a state of utter imminent collapse which if you showed to any sane and reasonable man on the Continent, they would say with the utmost certainty and clarity of mind that is unavoidable. And let's be frank, it is the truth, yet the People's party seems to put ever more intent in fixing the situation from the doom that is to come to the republic once when the year ends.

Of course, the rest of the parties in the Congress were blinded or to be clearer they were self-blinded to the notions of finance and management that the country was facing, they even wondered what had been the president doing over the last two years of his term over the country, but yet the answers were even clearer. Corruption from bottom to top had spread like a measle to all sectors of the administration, thus they refused to do anything about it even if the cost was the lives of millions, after all, they could always move to Tara or Oslad if the country collapsed, they had the money and there was no one who could stop them, besides the damn socialists. Which seemed to garner more support every day.

Even the People's party was blindfolded previous to the discoveries of a young man that got some information on the real finances of the country. The party could simply denounce of corruption every single other party, but that would not do, no they would just simply get away with it like many times before, thus they had to force the hand of the parties to change the economic situation for better.

At first, the People's party made an uneasy alliance with the Socialist party which was also aware of the economic dismay of the republic, but that like the People's party could do little if not less because of the repression they suffered at the hands of the most consolidated parties, with that done they could at least advance a little more in the path of solving one of the foremost economic problems of the republic.

Both parties also knew that the Fatherland's party was one of the reasons behind all the corruption and the destruction of Kalpian financial policy, after all, they were the one who benefited the most from it as hundreds of millions were spent in the military and of course not all of it went to the army, if not for leaked information they would have never found out that the Kalpian Army did not have enough to rifles, ammunition or artillery to supply all of the army.

The steps that followed were tedious and long, making sure to have the support of the few honest congressmen and avoiding the gaze and suspicion of those who were corrupt. The people were also a major factor and even more importantly the press, which leaked some information about the economic status of the republic, of course, not all of the information because that would cause the utter most havoc in the population and generate an anarchy that would see no end in years to come.

But at last, the notion to pass austerity measures passed even if costed lots of tensions, favors, and nerves from all involved in it. The austerity measures included things like reducing military spending by reducing the number of reservists and active soldiers to an amount that the budget could handle, the raise on taxes on the rich, the middle class and the poor, in order to cover the basic needs of the state such as administration and policing. And many other measures that with a miracle could save the republic before the next fiscal year.

But the People's party and the socialist party knew that the people would be angry, and not only the ragtag poor but also the rich and clerks. Because none likes taxes or becoming unemployed overnight.

Kalpian Act of Order


In order to handle the after effects of the Austerity measures, the People's party passed a new legislature with the objective of making sure that the republic did not collapse from riots and other social manifestations against the austerity measures and as such, it involved the use of the department of military police and the army proper to maintain the public order when the situation called for it and the paranoic attitude of the People's party and that of other parties, believed that it would be so. After all, what would be a little violation of political and civil rights, when the whole nation was at stake of collapse.

Thus the arms of the army were now to turn against the people that paid for them, a horrible situation only comparable to the fictional stories of mister Krapchenko a novelist that wrote many novels about alternate history, one of them about a Dictatorship in Kalpia which because of the military supremacy of Kalpia dominated the whole Continent through intimidation and military control.

Kalpian Inner Focus


After the Kalpian-Zellonian Conflict, the political parties of Kalpia preached an inner focus on the affairs of Kalpia, because they said that it was the foremost priority of Republic to improve itself and to provide a place where everyone had the same rights and worked together for a better society, better than those of absolutists countries.

Of course, for the most educated of the bunch, this was a bunch of bullshit meant to keep the masses in check and the people happy, because if there was anything that the elites of the country wished to never happen, was real equality , equality that was hammered down by an entrenched corruption in the republican system.



Policy 2: Austerity Measures.- the Kalpian Republic will seek to improve the financial condition of the republic by reducing military spending and raising taxes. People's Party passed this measures

Policy 3: Act of Order.- The Kalpian Republic will make use of the department of military police and the armed forces to maintain order in the republic following the enforcement of the Austerity Measures.

The Fatherland's curriculum


The Kalpian Fatherland's party had shown great enthusiasm in promoting cultural festivities and the knowledge about the history of Kalpia to the masses not for thing the "The Kalpian Armed Forces Day" (celebrated the 23 of July every year especially in Arsech) is mostly organized by the party members in conjunction with the General Staff to create the most famous military parades of the whole continent, with great military music and events for the public to participate.

But they knew that these events were simply not enough, the people of Kalpia were still lacking in what the Fatherland's Party referred to patriotic knowledge and said knowledge must be taught in the schools, history of Kalpia, major literary figures of Kalpia, the military heroes of the Kalpian army, etc. Thus they proposed to the Congress to not only increase the budget for education but to also change the curriculum for both primary education and secondary education, and NGO's dedicated to promoting Kalpian nationalism in the younger generations.

This would, of course, be heavily debated by the Democratic Party, People's Party and Socialist Party. All of them with values that certainly opposed the nationalism that was seemingly proposed by the Fatherland's Party, however, the conservative coalition agreed to a compromise, as such, patriotism and civic duty were to be part of the curriculum. Because for the liberals, the people couldn't be forced upon one nationality or the other, rather they had a democratic society in which they could voluntary vote or not. Debate continued the following week and it was divided to promote liberal nationalistic values along with some affinity towards the appreciation of the military, as it was an aspect fundamental to the survival of Kalpia. Thus it was agreed that it wasn't the land nor the ethnicity that made the Kalpian nation but rather the society as a whole, the Parisians, Garmans, Virisians and Kalpians, all of them working together and making use of their rights to vote and to express were the Kalpian Nation. The approval of this legislature was so high, that it is expected a large raise in the budget for education.


Memorial of Kalpian-Zellonian Conflict


The war with Zellonia a conflict in which the navy of Kalpia saw itself stretched to the limit, the army isolated that had to fight in backwater nation of Zellonia, without a warm fire and food. It was indeed a war that it's better to see with sorrow than with pride and glory, for many mistakes were made. Yet, their sacrifice was not in vain, it was for the people of Kalpia that they fought and died, even with bad odds, they fought knowing that there was a clear reason to be fighting in Zellonian. Said reason was to ensure the free trade in the strait, a strait that helped the Kalpian economy and that otherwise would prove a huge strain in the economy and in turn the people.

The Fatherland's party was the first to propose a memorial for the fallen just after the end of the 2nd Liubeth Conference, it was to be built in Liubeth, where the many soldiers had sailed out to Zellonia, the 23rd Division was to be present the day of the inauguration with a special place for Gotthard the commander of the division. A budget was approved and the construction started.

Overview of Kalpian Political Factions


The Kalpia Republic has seen many parties arise over its relatively short history, some quickly disbanded as their ideas were not supported by the people or there was a clear lack of organization that could propel the party forward, the ones that stand today are very different from those of the early days of the Republic as most of them already have a strong position within the Kalpian political system, with years upon years of experience and plenty of voters that allow them to keep themselves in power. Political Coalitions are not uncommon when parties seek to advance their agenda, while other parties refuse to deal with others. It is a fact that within the political parties of Kalpia there are three types of people, the idealistic who believe in the values that the party preach to the Kalpians, the pragmatic who only wish to maintain themselves in power and the ones in between those two, who maintain balance their beliefs with their political needs to advance.

Kalpian Democratic Party:
First Speaker: Antoni Schlender
Summary: The Kalpian Democratic party is the oldest party in existence found just after the declaration of the Constitution and the Kalpia Bill of rights, the Democratic party has always appealed to the people by the liberal and progressive values that they preach, often saying that the both the state and the people should work to protect those rights from any threat either internal or external. They do not actively seek to spread democracy but to protect it and to keep the light of it lit over Kalpia.
Goals: Liberal Conservative
Support: 32% of the voting population

National Mirnist Party:
First Speaker: Berthold Heinrichs
Summary: The Mirnist Party is the second oldest party in the Kalpian political system, being founded just a year after the foundation of the Democratic Party, its first objective was to put a counterweight to the liberal Democratic Party and it has continued to do so for a long time, more often than not with the subtle cooperation of the Mirnist Church as it helps them get more voters. They believe that the current balance of freedom and state control will bring prosperity to the country.
Ideology: Conservative
Support: 41% of the voting population

Free-minded People's Party of Kalpia:
First Speaker: Alfred Kappel
Summary: The Free-minded People's Party is a young party that has made its way to become a small but formidable party in the political scene, this party seeks to spread democracy and liberal values all around the world, they are also quite libertarian and seek to protect all rights given to the people, violations of those rights sometimes led to entire protests led by the Free-minded People's Party. Its leaders and members are mostly the offspring of the successful industrial entrepreneurs of the past century.
Ideology: Liberal
Support: 8% of the voting population

Kalpian Fatherland Party:
First Speaker:Janusz Senft
Summary: The Fatherland party is the result of the militarization of the country over the past decades, formed just after the war for the liberation of Sergat, they seek to strengthen the country in a world where blood and iron make way to success and power. One of their remote ideas is to establish Kalpian colonies over the world even if that seems pretty far off.
Ideology: Nationalist (Pro-Military, Pro-Imperialist and Pro-Self-Determination)
Support: 9% of voting population

Socialist Party of Kalpia:
First Speaker: Krystyn Horn
Summary: With a base in Tarist the Socialist Party is one of the newest but also most well-established parties in the country, counting on the support of thousands of workers and farmers, intellectuals from several branches of the country. They have often sought to improve the social benefits for workers and are clear in the need to improve their quality of life.
Ideology: Socialism
Support: 8% of Voting Population

2% of the Voting population is distributed between independent parties

Kalpia agrees to the mediation

The Congress had found itself pretty divided over the issues of the capitulation terms to send to Zellonia so much that they had not even directly agreed to it and would only sign it should Zellonia find itself willing to do so, but now that they had requested a mediator things became clearer and they sought to at least, make the demands to Zellonia more feasible and less harsh, than what the original capitulation involved. Soon a public speech was given by the Minister of Foreign Affairs and in which Kalpia would approve of Violette mediation even if to only show that they were actually willing to finally put an end to the war and find themselves in a long and lasting peace.

Two Commands work better than one

About a year ago the war in Zellonia had started yet what was expected to be small confrontation had drawn out for far too long, with no clear victory even if the Osladian and Kalpian soldiers had made sure to repulse every single intent of the enemy to destroy the enemy forces and put an end to the war, maybe it was because of the lack of naval superiority not yet achieved by any party and an aspect in which the Kalpians really lacked. But in what the Kalpians were the best in land war and few seemed to mind that fact since Kalpia didn't have many naval going preoccupations until the Zellonian claimed the strait.

Under those conditions it was decided that the Kalpians would take control of most of the forces in the Osladian Zellonian front, the initiative came from the Kalpians and they were uncertain if the Osladians would agree to it, following the crisis of Serona-Karum. But this was their best chance to reorganize and propel a final end to the whole war. Once the news arrived at the ears of Gotthard, he met with surprise as he didn't expect such a thing to happen, he had thought that the division sent to Zellonia was more of a expeditionary force than anything else to support the Osladians, but to take command of the combined army meant that Kalpia was ready to take a much larger step on ending the war.

As such, Gotthard made the formal plan to merge both Kalpian and Osladian front forces to the Osladian Command. The answer was a simple and direct, even if the Osladians officers met it with some scepticism and dislike, others knew that this would benefit the war effort in the north.

The Grand Military Academy of Arsech


Something to be expected in Kalpia has happened, the General Staff has started the construction of a grand military academy in the capital of Kalpia, Arsech, Kalpia did have many military academies spread in the country but none so grand or big as the one that is currently being built. This was the idea of the Marshal of the General Staff Roger Thorben Schuchardt veteran general from the Sosodrov Crisis of 1874, Roger ever since the end of the war longed for a symbol of the prideful Kalpian military, denied often by the Kalpian Democratic Party which saw in the army only a tool of the state and wanted to limit it to that purpose, enforcing a policy in which the Army and Navy wouldn't hold any kind of political power in the nation, and the army ran quite finely despite this opposition, however, the Grand Military Academy of Arsech would be one of those projects that required great economic support from the government.

The idea of Roger was to convince the Minister of the Army Björn Kunibert Wägner to support him in this endeavor, he did so reluctantly knowing that they were still at war with Zellonia but also with the hopes that he could use this to his advantage in the elections of 1904, as having the support of the officer corp of the army could be quite useful as he could be again selected for being the minister of army. Similarly to him, the congress was reluctant to pass the bill that would give the army extra funds for the endeavor that Thorben proposed, the bill passed barely and Thorbald knew that it was thanks to the recent victory in Zellonia that the bill had passed.

Soon enough, Thorben gave the order for the project to start and with it, the Logistics department of the General Staff started to work in the idea that Thorben had given them, his idea was a grand building, decorated and tall, statues of the heroes of the Kalpian army would be raised in the frontal yard, the rooms would be spacious and fresh. It was truly a project that would create a symbol of pride for the Kalpian Army and the people of the nation. Something, to look up and think. "We are safe in their hands".

As the project started soldiers in Zellonian front died, officers led and the commmander thought. Yet, in Kalpia grandeur was built in the ideals that they were fighting for.

The nation of Kalpia had the most extensive railway system in the whole world, it was long and connected most important cities in the country and in doing so it gave the economy a boost that the economy of other nations didn't enjoy, ever since it had been built it had become the basis of prosperity in Kalpia and the idea that started it all came from the Minister of Economics Detlev Jost Rapp , who worked for the Minister of economics Tomasz Menno Metz as a clerk at the time of the Sosodrov Crisis of 1874. Then he was young and full of ideas that he would continue to work on to this day, the thing that gave the start of the Grand Kalpian Railway was the fact that it had yet to be decided what to do with the reparations from Radena, it was sure that some of it would pay for the families of those who died and to cover the equipment loses of the war, yet there was still quite enough money to do lots of things and this was a reason for conflict and indecision in the Kalpian congress.

Finally, the responsibility fell down to Tomasz the minister of economics and he would decide where to assigned the left-over from the reparations of Radena. He knew that he had to do a very good job with this as the Kalpian Democratic Party was in a position where it couldn't lose support from the minority parties of Kalpia. Since Detlev worked directly with the Minister he saw his chance to do something for his country and for his career in politics, he drawed up a plan and project in which the money from the reparations would be spent on a railway system that would connect the whole of Kalpia, it was expensive sure, but for Detlev it was worth the benefits which he detailed to Tomasz, and he convinced him, soon enough Tomasz presented the proposal to congress and Detlev as the mind behind the project, and the plan was applauded and so was Detlev.

Ever since then, the Grand Kalpian railway has been under construction with most of it finished but with yet some towns to cover such as Herjat and Karp, the next planned expasion had to be done in 1901 but Detlev saw a chance originating from the conflict with Zellonia and the problems that it had caused to the shipping industry. He saw how Karp a city that relied on naval shipment to get their products into the Kalpian market for so long could no longer do as such as the naval routes were either closed too dangerous to traverse, because of that they had to know reorganize the logistics of the city to do the transportation by land something that would really hurt the economy of the city as there was no railway present and the times of transportation would make them soon lose profit and opportunity.

Detlev went to the city himself and compiled all the data he needed to make the proposal to the Kalpia congress, a proposal to make the expansion of 1901 this year. To build the Karp-Liubeth-Herjat-Tarist extension, a long railway would finish most of the Northern railway and connect it all with the major cities of Liubeth and Tarist. He gave his reasons to Congress and he was listened, and as the situation in Karp did really concern the local politicians of the city the bill passed. The extension would be built and Detlev's dream of finishing the Grand Kalpian Railway seemed closer.

When it was known that Hironese officers were to arrive at Liubeth, both the General Staff and the government wondered which was their intention by coming so far into continent, but sooner a telegraph arrived in which the Hironese expressed their interest on Kalpian martial ways and even more on the possibility of arranging a military mission from Kalpia to Hiron.

This was meet with interest by the Minister of the Army Björn Kunibert Wägner, who saw a chance of spreading Kalpia military influence over the world or so was his idea, but in the hard truth, sending a military a mission to Hiron meant many things diplomatically, first that the Hironese wanted to improve their army for a reason, second that any country that had cold relations with Hiron would probably protest or at the very least show displeasure at Kalpia from the military mission that could be sent.

And Bjorn had to take all of this things into account by the time he meet with the Hironese and all of that came from experience, yet other kinds of information of the Hironese were unknown to him, he didn't knew much about them and their army, he only knew that their naval power was big and that they were a nation that was just undergoing the process of industrialization back in their country, a country that had many ways to expand and yet still awaited the precise moment.

What he knew for certain was that this was an opportunity for the army to get extra funds, as no military mission was free or cheap, sending officers to a foreign country that had little to no relationships with Kalpia was more of a business deal than a diplomatic deal. As whatever the Hironese did in back in their continent wouldn't really directly affect Kalpia or their position in the world. As such, he was somewhat free of ties to deal with the Hironese, but of course, he consulted the Minister of Foreign Affairs Conrad in order to make sure that sending a military mission to Hiron wouldn't backfire on Kalpia in any way. Little did he know of the situation between Violette and Hiron, as said news had not yet been very widespread on the continent or the tension that was rising because of that.

As such, he ready to negotiate a deal with the Hironese a deal that would create a profit for the Kalpian Army and the nation.
