Artists are expensive because they're wasting their time and resources just to draw you your character. Artists have to make a living.

And it's just about how good of a writer you are.
If it's someone completely unique species\ and they ask for no one to use the species without their permission, then it's not ok.

However, have a generic enough character, then I'd say its fine. No one can claim a copyright on the /description/ of "Generic Anime Boy #948394834" If that makes sense.
No, not at all. When a person makes a video game, they are expecting tons of people to play it and be inspired by it and make fan art/fan creations, etc. No one is acting like it's their video game that they made. When you steal art, who is to say that artist wanted that art to be used in any way shape or form? Video games are specifically made to be interacted with, for people to use them and play them as they please.

And if the artist never responds, move on with your life and just don't use their art.
If the artist says no, maybe just. Don't use their art? Write a description? Draw your own picture? It's their art, and using it without their permission is stealing. I totally think people should report it. There's no reason to steal someone elses art besides laziness.
So, how many people you looking to get on board for this? I really hope this gets off the ground.

Uhm, I'm not sure on exact numbers, but a good number of people. Like, 6 or 7 maybe?
Name: Mysaren Theodore Age: 25 Gender: Female. Personality/Interests: Mysaren is more introverted, tending to stay more to the outside of things. She's not above pulling strings and doing some less than satisfactory things to get her way. She has the tendency to be morbid, and because of this, she can come off as rather macabre or even a bit of an ass. Her general speaking is rather erratic and unorganized, resulting in many slip ups and rambling. She's rather laid back, but is somewhat prone to anxiety if something particularly bad happens. With her friends, she's loyal and somewhat of a caregiver. She's less of a "lets talk out your problems" person, however, and more of a "lets make these problems disappear" person. Some of her interests are: tinkering with things, hunting, reading old comic books, and playing cards. Appearance: General: Mysaren is a rather tall women, having the look of a warrior. She's muscular, with a chiseled, prominent jaw and square face. She has a light pink "frowhawk", although her hair is naturally black. She has dark brown skin. Her eyes are deep-set, and blue eyes that look like the deep end of the pool. Freckles cover a large amount of her face, and are lightly sprinkled on her shoulders. Build: Muscular. Hair/Hair color: A "frohawk". Naturally black, dyed light pink. Skin color: Dark brown. Eye color: Dark blue. Height/Weight: 6'3 185 Other/Notable Features: Has many freckles. Equipment: Weapons: A standard hunting rifle. Supplies: 5 stimpaks, some dirty water, 2 bags of radaway, ammo for her hunting rifle. Talents/Abilities: Good with tinkering with things. Not on a very high level, but good enough to where she can repair most small/simple items.
Texas 2090
New Message Received from: Unknown Title: 32.916485 | -100.206299 Message: [Text is corrupted. Please consult the user manual.] Set the World on Fire “I don't want to set the world on fire, I just want to start a flame in your heart” The Ink Spots (1941) In the year of 2050, a nuclear war devastated the United States of America. Outposts and towns hold most of the remaining population, while others wander the wastelands and try to survive any way they can. The year is now 2090, and you have lived most of your life inside a pleasant little town in Texas. You were born, grew up, work, and will probably die there. It's not a bad life, at least, unless it is, I guess. Most folks never even think about going outside their pleasant little towns. At least, until you get a message on your Signal Link (SLINK), from a mysterious source, the only part that you are able to decode is some coordinates in the title. In the hopes of finding great treasures and opportunity. You set out, equipped with whatever supplies you think necessary to travel out and find whatever lies at the coordinates. It's a far journey, and it's going to be rough, especially for a kid like you. Most don't last 10 minutes in the wastes. The wastelands are a dangerous place though, vagabond. Filled with mutants, bandits, wild animals, radiation, and whatever other dangerous things your mind can think of. It'll be hard to survive and get supplies, especially since most folks don't feel like giving up anything they have. Not for free, at least. If you're lucky, you'll find the occasional stupid generous person who'll give you some supplies, but you're on your own for most of it. Loot and steal if you want, or go the more honest route of using whatever scraps you manage to find. Do whatever you can to survive. From what I hear, there's a nice little settlement nearby with plenty of fresh water. I suggest checking them out first, see if you can find anyone else who got the same signal. Good luck, vagabond.

Mysaren stood and threw the burnt bundle of herbs into a nearby bush, looking over at Rimau. "Uhm, sorry, probably should've warned you about that," She said, dusting off her robes and climbing out of the ditch to look back down the path. "and you can ask as many questions as you want, I don't particularly care. Questions are perfectly fine." Mysaren didn't blame him if he wanted to ask questions, considering she didn't exactly warn him about what she was going to do with the corpse. She looked into her bag. She still had a few bundles of those herbs if she needed to talk to any more dead, good. "Yeah, pyramid rock. That at least makes the place a bit easier to find, yeah?" She said, chewing on her lip as she waited for Rimau to lead the way to the mountains. She didn't really like leading anyways. She looked back down at the body as she waited. There was always a chance of the corpse doing something... weird after she talked to it, but it seemed to be perfectly fine. Well, as fine as a dead thing could be.
