Citizens of Germany! A new century unfolds before our eyes, a century that will see the German Empire as a mature nation respected across the globe. I recently had the honor of being named Reichskanzler by our dear Kaiser, and I will not forget the needs of the German people. The Government will not cease to work in the essential and indispensable task of improving the living conditions in the country, which will be achieved both through the improvement and expansion of our economy and by the maintenance of the necessary peace and stability in the colonies to ensure opportunities aimed at this noble enterprise. As our honorable predecessor said, “We wish to throw no one into the shade, but we demand our own place in the sun”.

In the international arena, Germany would like at first to express the indignation provoked by the statements made by the French Republic, a country that apparently has abandoned the usual diplomatic channels in favor of direct and blatant insult. We do not deny that there are tensions between France and Germany, but we strongly recommend their leaders to think before speaking and to use the diplomatic channels if any disagreements rise between us.

The clear will of Germany referred earlier to establish fruitful relations with all major powers is reflected by the signing of The Japanese-German Pact, which will ease peaceful discussions between both countries and will greatly help protecting German and Japanese interests in the area. The German Empire wishes to express its intention to sign similar treaties with other nations, and we welcome any diplomatic contacts aimed at this mission.

Regarding the rebellion in China, the German government finds it absolutely outrageous, and the German Government announces that German interests in the region will be protected. The Russian offer of an international army (and the support shown by the USA for this proposal) seems a very interesting idea, and we propose the city of Königsberg as venue for an emergency meeting to discuss it. Similarly, the German Empire offers itself as a mediator between the Ottoman Empire and Bulgaria on the issue of territorial claims.

Finally, we do not want to forget our allies in Austria and Italy, who are considered not only as comrades in arms, but as friends united by the common destiny of glory and progress led by Wilhelm II. Both countries can always count on the close and disinterested German collaboration when needed, and we reaffirm our ties with both countries.
