On the topic of Mexico. It is not in the realm of possibility for them to meet those expectations of "stability" within fifteen years. The only nation with more than 4k income a turn is the United kingdom. I don't think it is even possible for Mexico to bypass my own income of 1400 by then.

If there is to be some sort of realism established here there is no chance the Mexican people would stand for such an agreement. The UK controls a vast majority of land and resources and they are just barely above 4k.

If the United States has to end up making peace with them then they themselves will have to recognize the CSA. There wouldn't be any reason to not recognize them at that point. They're currently just a rabble in upheaval to most of the world. Untested. Unproven. It has nothing to do with switching sides or doing so happily. It simply wouldn't make sense to not recognize them at that point.
