The lights of Petrova used to be on for twenty hours every day. The city would bustle, the markets would flourish, and even the Gutter District was full of life. People always had someplace to be, something to do, and someone to meet. The wealthy in Petrova would only ever get wealthier, but the poor always had a chance to slowly catch up, thanks to the limb markets. They would go to the clinics and have an arm or a leg replaced with a 1st or 2nd generation cybernetic, and then the clinic would sell the limb to be used for genetic research. The original owner would of course get a cut of the limb's price, so then they could invest that in improving their position in the city.

This system went on well enough until the city government decided to invest in this same genetic research. Soon money that would have been invested in infrastructure was instead sent to the labs, so that they could persue new and exciting improvements to the human form. To the city's credit, the labs boomed, and soon almost everyone in the city had modified themselves in some way (except the poor, they were stuck with cybernetic enhancements, now a thing of the past). Unfortunately, the labs were just about the only part of the city that was still succsessful, as the city itself was almost completely bankrupt. All industry had been shoved to the wayside in favor of genetic research. The people of Petrova were anticipating their city's collapse, and a descent into anarchy. Then, in the last moment, ThysenKrüpp stepped in.

ThysenKrüpp was a multi-urban conglomerate that bought cybernetic clinics, limb factories, and just about any business related to metahumanization in some way. Now that genetic manipulation had advanced beyond a mere theory, they wanted in. At first the city and the labs tried to turn ThysenKrüpp down. They worried that a large conglomerate's presence would destabilize the city's economic and political balance. They were right, but it wasn't long until they caved and sold all of the genetic clinics to ThysenKrüpp. Within a few hours ThysenKrüpp's Initiators were in the city, preparing a site for one of the conglomerate's headquarters. The Initiators were little more than paramilitary thugs, but they had the money and resources of a cybertech powerhouse behind them. The next week was a chaotic whirldwind of people being evicted by the Initiators, people being shot in the street for trespassing, and people protesting outside what they assumed were the edges of ThysenKrüpp's property lines. What they didn't realize, was they ThysenKrüpp hadn't just bought a small section of the city, they'd purchased the entire Development District. Tens of thousands of people's homes were razed, whether the people were inside them or not. The people that weren't killed by this, or trampled in the mass exodus that followed, were forced to live in boxes and hovels in the city's Gutter District. Back in the days of the 20-hour lights the Gutter District was, while still a haven for poverty, monitored by the city's police, and was generally safe from disturbance. However, ThysenKrüpp's presence in the city lead to an increased police presence in the Development District and surrounding areas, leaving the Gutter District unprotected.

Gangs sprung up all over the district. Some traded in new bio-chems, others in people, and still others in violence. The Gutter District devolved into chaos. This is where you come in. I don't care how or why, that's up to you, but each of your characters needs to be in the Gutter District, near the Rotten Plug (a skeevy little dive bar in the western part of the district) on October 26th, 2094, at noon: two hours before a prominent ThysenKrüpp executive's body is found in a dumpster behind the Plug.
Awww, no more sausage party :(
What if I have cybernetic rifles and an assault eye? :P

Yes? XD
I was thinking an appearance similar to the Ogryn from Warhammer 40k for my character, something akin to this:

Would that be acceptable?
Hooray for the sausage party! :D
That's completely fine, brute race it is!
Name: Harvey Redwhold

Gender: Male

Age: 28

Physical Appearance: Harvey is 6 and a half feet tall, and about 260 pounds.

Skills: Harvey is best versed in simply using his weight and his size to his advantage. He doesn't have many specifically combative skills, but if you need someone to lift something, throw something, or do other things that involve using physical strength, he's your guy. He also greatly enjoys, and is very skilled at, knitting. But knitting very manly things, like axes, or skulls, or butterflies.

Personality: Harvey is actually quite well-mannered, despite his brutish appearance. He's not the most intelligent fellow, but he tries his best to be kind to everyone that deserves it. However, if he sees anyone acting unjustly towards another being, whether human or animal, he will do everything within his power to rectify the situation.

Biography:
Harvey was born in a small logging town. His mother was a tough, but fair, woman, and his father abandoned them a month after his birth, in search of treasures. Because of this, Harvey has a natural distaste for people who spend their lives frivolously, especially if they live in search of adventure.

Because Harvey's father was nowhere to be found, he was raised communally by the loggers in the town. He grew up expecting to be nothing more than a logger, and he was ok with that. He exercised, trying to build up his physique, and soon was one of the largest men of the town. He one day wanted to use this strength to prove to his "father" that he was a real man, unlike the scum who left him and his mother as a child.

During his late teens Harvey finally had this chance. He, his mother, and a few other loggers were bringing the monthly shipment of planks to the city, and when they reached the inn at which they were staying, his mother let out a gasp. The man running the inn was Harvey's long-lost father. He looked at her, without any recognition, until she ran up to him and slapped him across the face. Harvey instantly understood what was going on, and bellowed in rage. He barreled towards the man, and grabbed him around the neck, hoisting him against the wall. He shook the man with all his might, letting all of the years of rage flow out, until he finally heard his mother, through his bloodrage, screaming to him to stop. He had shattered the man's neck, killing him instantly. Harvey was horrified by what he had done, and ran from the city. He was so ashamed by his sin that he left the city and went into the wilderness to die. After a week some men from the logging town found him, emaciated and almost deceased, and brought him back to town. His mother nursed him back to health.

Harvey resolved to never let his anger control him again, and has since been living his life in the logging town. However, he seems to have inherited some of his father's adventurous spirit. One day, the logger who lead all of the shipments out of the town mysteriously disappeared, and Harvey volunteered, as the most fit man to lead the expeditions.A as such he leads all of the caravans exporting the town's products to various cities across the land. As our adventure begins, he has just dropped off a shipment of planks at Horunsbury, and is staying at a nearby inn, before heading back home.

I hope this works, if not let me know and I can edit it to make it satisfactory.
What if the gel people are a side-product of some scientific experimentation? Maybe they were a waste product from an air-ship that gained sentience through mutation and radiation, something like that? Or is that a bit too outlandish? If that doesn't fit then I'll probably just play a big brutish character, a troll or ogre type race.
