Yo. I plan on creating Barry Allen, of New Earth. Would that be alright?
Yes, that would be quite fine.

The many-worlds interpretation is an interpretation of quantum mechanics that asserts the objective reality of the universal wavefunction and denies the actuality of wavefunction collapse. Many-worlds implies that all possible alternate histories and futures are real, each representing an actual "world" (or "universe"). In lay terms, the hypothesis states there is a very large—perhaps infinite[2]—number of universes, and everything that could possibly have happened in our past, but did not, has occurred in the past of some other universe or universes. The theory is also referred to as MWI, the relative state formulation, the Everett interpretation, the theory of the universal wavefunction, many-universes interpretation, or just many-worlds.

Alternatively, the headquarters could reside on Earth-Zero or Earth-Prime from "Crisis of Two Earths" (Available where DVDs are sold!)
That world, possibly that entire universe, was devoid of sentient and sapient life, a garden world and served as the template for all other worlds.
Owlman tried to destroy this world, hoping that all other worlds being variations of this one would cease to exist.
You might wish to delve into parameters for admission. A Nazi Wonder Woman, as excellent an example of an "Elseworld" I've seen would likely be denied admission no?
Where would this hall of Justice be? How do they recruit when not every world has access to the Elseworlds?
Did something like the Monitor gather them and if so... what of the Anti-Monitor?

I would be happy to throw my hat into the ring. I have an itch to play a speed based character. I haven't thought a lot about wanting to make my own or take on the Flash character. Would you need an answer to that question right now or would it be okay to simply voice my interest for a speed based powered character?
