2 things I will say... the first is All quirks awaken at age 4, there is no exceptions except for All for one and One for all, since even though a lot of quirks are extremely supernatural, they are pretty much genetic in nature. Now quirks can seem like one thing then turn out to be different later on, as for the second.. gangs like Yakuza, Mobsters, and so on are pretty much extinct. Anything from that 'age of time' would be pretty much relics (as explained in a recent section of the manga). There are a few villain leagues/groups but they are usually very small, and normally get caught and put into one of the specialized facilities for such crimes.
