Awesome, not sure if I will get it up today but I will start working on the OOC.
Not sure if you can go that big, I am planning to limit ships a bit to make sure nobody decides to make a super powerful faction and try to roll over everyone in short order.

You can have billions maybe trillions of orks but you will not start with the resources to move them.
Sure Caliban, I like to talk to people about their ideas since at least for my world building getting ideas out and discussed helps develop them.

Around four, it depends on your fluff and backstory. Though ya, you can form your worlds to fit your startup.

I have 0 problems with questions. I am a world builder first and foremost in RPing so I will field questions all day if you have them.

1. Freeform, no turns or rounds, just do not speed post and leave someone behind especially if they are likely to be involved in an event.
2. Depends on how you fluff the planet, hard conditions breed hard men.
3. I will work on the OOC this weekend.
4. You will have a leader of your group naturally though their death does not end the RP for you.

Oh, there will be an insane number of NPC worlds. Most of them will be NPC controlled though you will likely still need to fight for it,

You get like 1 main world, it can be a hive world, forge world, whatever, it is like your capitol. you also get a few smaller worlds, like around 3 feral, agri, death, etc. Basically the kind of worlds you would need to support your main world.

This is all fluff based so yes some people are better than others at things but this is not hard numbers type of stuff.

Unclaimed is a vague word, there will be a lot of unaligned worlds as almost noobdy wants to be subserviant to anyone else.

Since this is all purely fluff based if you can get the plans and the equipment together anywhere you can build any ship. This is a forge world though so it not only has the resources to build one but has the ability to build them at a reasonable speed. I reference the story about how the Imperium used a feral world to construct a cruiser one time taking many generations to do so.

Think of it kind of like this, on any world you can build a leman russ or baneblade if you get the resources and the plans together for it. A forge world though can build it better and faster turning out tanks swiftly while your work by hand to make a single tank. THink of that like trying to build a battleship or even escort in orbit over a world compared to using the shipyards of Mechanicus forgeworld to construct battleships.
Many planets can build ships, quite frankly almost any planet can if you can get designs for a vessel. This forge world has full shipyards though and is capable of constructing battleships and is therefore naturally rare since few planets can easily construct such massive vessels.
