As someone who has studied computers and electronics to an extent offered by my paltry highschool education, as well as copious amounts of personal time and experience, I know enough that the amperage of such a 'electro-shock dart pistol' would be what matters moreso than the volts themselves. I could pulse 1,000,000 volts through your body at such a low amperage it'd barely harm you, but vice versa I could take 250 volts and kill you with high enough amperage. -As for the 'complete' silence, would the gun operate from gas or air power, or is it a more traditional crossbow type device? If you're going with either of those options the noise'd be negligible but it's still something I'm just curious about myself. I'm a stickler for details and making people think things out. --I didn't even mention gunpowder because if anyone tries to slip a 'silenced' gun past me [suppressed, yes- silent, no] I'll have to put my trucker cap into reverse and give the warning of 'it's a gun it makes noise'

But to avoid me making you delve into scientific calculations and difficult things to measure without some heavy handed googling, everything checks out on 'John Doe' aside from the lack of background. Which, I suppose, is ironically suitable for a 'John Doe', but I'd still like to have a bit of on-hand info about everyone. Helps me make things inclusive and deep for characters beyond 'hey I dragged you into this' if I get the chance.
I'll have a few more details about the sci-fi-ish internet/matrix up in a bit for you then Phae. I want it to be a bit more inclusive than making you write up random technobabble about firewalls and Linux and security bypasses and RFID scanners, y'know? Polis, the greatest city; a place of stark white buildings, beautiful architecture that sprawls both high and low. It is here that the Council of Three resides. The city is truly massive, with a demographic and city census resulting as thus;

The Council of Three is the collective intelligence and power of the three most intelligent, wealthy, and affluent individuals of Polis. The current Council of Three consists of the following individuals;
"Sixsmith" - The Military General of the Council of Three, he also serves as head of the legal system and organizer of the police forces. His grip on crime and treason is iron, and his retaliation against such acts is swift and lethal- efficient and undeniable.
Lady Naomi - The Economist amongst the Council of Three, she organizes trade and handles all merchant and industrial tasks amongst the city. A recluse by all means, and rarely seen outside of the council chambers for the mandatorily broadcasted observations. What is known about her is her exactness and precision when accomplishing her tasks, and her rigorous refinement of the other two councilors.
Marcus Helcomb - the young, popular, and sleek-haired councilor who serves as a face and public relations. The public adores his charisma and fashion, and he is somewhat of a trendsetter for all the upper class- as well as the more astute and hopeful of the middle and lower classes. He is known as a people's person, and while the other two councilors often receive grumbles and begrudging acceptance for their efficiency, it is colloquial that Marcus Helcomb is a paragon of Polis. Whenever the council directly addresses the people, it is through this man.
Crime? There is no crime in Polis. No crime whatsoever!
The only crimes officially acknowledged by the Judge of Law and the Council is treason.
Treason is an overarching term for anything that defies the council's will
Theft, murder, prostitution, rape, drug abuse- everything is summed up under the singular title of 'treason', and the streets are therefor clean of crime...
Or, is it?
The Circuit is the underground [literally speaking, as well as metaphorically] black market of professions and goods. Things that are considered contraband, or otherwise banned from civilian use, can be found in ready supply here. Goods found here can range from junker tools to master crafted forgeries, all smuggled in by those whose lives are either worth so little they are expendable, those who seek to strike back at the controlling grip of Polis, or even those just seeking to make a quick buck by risking their neck.
Goods and services vary wildly here, as one day an assassin who was there previously may find himself perched upon a pike in the city streets as a barbaric warning against murder, or a pickpocket might find himself lacking his hands and thus needing to ply a new trade, or a prostitute has become so horribly disfigured that nobody would wish to use them.
These are, simultaneously, the dregs of society and those who live on top of the world for their fifteen minutes of fame.
This is also where the most of you would find your work; deep into the circuit's convoluted messaging system and secret passages.
There's always someone with a grudge who wants payback, always someone wanting what someone else has got, always someone needing a driver for a fast getaway, always someone needing a hacker who can clear a record...
Always a use for those that Polis would crush under its heel like an insect, of course.
This setting is modern
Cars, airplanes, cellphones, guns- etcetera.
Any recent advances in technology are light- don't expect lasers and spaceships, but perhaps more advanced gunships [such as slightly more sci-fi variants of harriers or helicopters, etc] and, naturally, niftier tools. Ever wanted to scale a building or sheer surface? Sure go ahead, have highly illegal magnetic gloves/suction cups. Ever wanted a knife that could cut glass silently? Sure, but beware ever being caught with it, eh?
The most noticeable advancement would be media software and internet shackles; basically, to sum it up simply, media can be transmitted directly to any surface in the city through the use of screens as windows on most buildings rather than glass, and the internet shackles make internet browsing and [duh] hacking much more difficult to do.
Basically keep it chill, but if you have something you want and don't know if I'd approve of it just ask and I'll typically find some justifiable way to have it.
I'm nothing if not benevolent.
The are a number of people within Polis drastically different from humans, and they are colloquially referred to as the 'others'. These are humans who, having been tampered with by the many experiments of the Polis Scientific Institute, have had their lineage warped after generations of their DNA mutating and shifting.
There are those who have developed into tall, broad, strong people- often called a de-evolutionized step, with thick green skin...The Orc
There are those who have shrunken down and grown quick of wit and hand...The Goblin
Those who are fair and fast, both of mind and of body...The Elves
Those who are strong and stocky, with hardy constitution and nothing to fear of harm...The Dwarves
...And a myriad of others.
Essentially most fantastic races can be played as long as they are asked about beforehand, but these basic four are common amongst the Others.
These are more of an assisting tool than a mandatory guidance system. I in no way, shape, or form want you guys to conform to these titles, but the Circuit itself would funnel people into these sorts of categories for the simplicity of forming up teams for various jobs.
Driver - Someone who excels at...driving
Muscle - a bruiser, a beat down expert, someone who does heavy lifting and hits hard
Marksman - When you need someone downed from long range, these folks have the heat
Hacker - Self explanatory; someone good at surfing the matrix and circumventing security countermeasures
Thief - Someone who is excellent at infiltration and physical intrusions, as well as appraisal of goods and pilfering of said goods. You need boots on the ground, but don't want a gunfight? this is your man; the infiltrator.
Tactician // White Knight // Mastermind - Just various names for this position. Typically speaking, this is the person with the plan- the person who knows where to put who to make the job work, and what tools are needed to get it done. Usually not someone who gets their hands dirty themselves unless necessary, but definitely someone who can get the job done.
Assassin - This is another self explanatory one; See thief, apply gunshot wounds and knives in the throat.

Again, these are just Phoenix's personal perception of standard roguish and criminal types. If you have a separate idea or concept, go ahead and use it- just describe your position on a 'team' or 'job' well enough for Phoenix to have a good idea what you are.
