Can we use the EU to create characters?

Thinking of playing a vampire of some sort.

Now for those that are unfamiliar with it, it is basically an Exalted knock-off, only extremely well written, but for the moment are only available in dead tree version. There are a few pdf's flying about the internet, but they're few and far between. Now I've had to type all of this out before from the core rulebook and it took me ages, luckily I found the old version. Anyhow, some more bit n'pieces incoming shortly.

For this you will be a Xylen - a character from Solar Existence (you can choose a character from most franchises - that I am familiar with, and whose paradigms do not break those of this particular universe So undead or anything like that cannot exist here, but technobabble type races can). I only ask that you choose something suitable.

Background:
Schtauffen is an augment. Eventually he was hand-me-downed the philosophy of Nazis and various fascist ways of thinking. He blew them off at first, because he thought their ideas were too restrictive and needlessly destructive. By the time he was in his in his mid-twenties he had reversed his decisions for reasons of psychologically manipulating others. Schtauffen embraced his own rigid role of leadership in a new form of Neo-Naziism. He began to infiltrate important positions throughout the world through his agents and underlings, forming his secret society and linking it with others, in order to eventually form a powerful faction of his own, capable of overthrowing governments.

His plans were successful at first but eventually he was betrayed and given to be executed for assassinations, both murders that were successfully carried out and failed attempts. He had successfully managed to escape capture through a very powerful legal defense, a very fat wallet, government corruption, and tampering of evidence in general. The public at large generally thinks of him quite well, and he's somewhat popular although under the radar these days. They refer to him as "That guy who got involved with the wrong people. Such a shame he's no longer making books these days."

Well if you can get a good CS together first, then you're in. Plus, I added the immortals from two sources, one of which I'm sure you can guess.

Still needs fleshing out in terms of skills etc. Look at ActRaiser's Cs for instance, it tells me a lot more about the character.,

All an exiled Time Lord has is intelligence. In terms of physical toughness, they'd be dwarfed by all the Marvel lot. In terms of psychic ability, the average Time Lord would be less 'Xavier' and more 'Obi-Wan Kenobi without the force'.

No you're fine - what I'm saying is that I don't want a TL to render all other players useless, so there has to be some kind of payoff along the way. If you see what I mean? It is also why no one can play Hulk, or Thor. No one would be able to touch them in any meaningful way, thus meaning they can twiddle their thumbs.

If you think of the Avengers as the 'A-Team' and the players for this would be in effect, the 'B-Team'.

We potentially also have one TL already.

But not TL's ll do, but some, so you're free to use best judgement. I just don't want someone with gizmo, super science and enough intelligence to make Stark or Richards look like a bumbling idiots, plus too many psychic powers to make Prof X useless.

Plus the Doctor is rather unique in many ways; mainly on the fact that all enemies have a massive case of PIS and the universe bending over backward to help him out as without him it would cease to exist.

You can go for Augment then if you want? But they are based on nuKhan, just an FYI really, and hence your blood has healing properties.
