Summary: Life and Liberty are technically one and the same, the weapon merely switches between forms depending on Ellie's needs. Both are beautifully engraved, Life bearing bronze motifs of elk that contrast nicely with its dark wood furniture. Liberty is adorned with simple silver foliage with black filling in its grip. Both forms are equally ostentatious and flashy, fitting their user nicely.
Noble Arm Abilities: Harm No Innocents: Bullets fired from Life and Liberty will harmlessly pass through any living target that Ellie doesn’t wish to kill, ensuring that civilian casualties are kept to a minimum.
Smell Of Ozone: When activated Life fires golden bullets that "splash" against their target, the pool turning into an acid that will begin to eat through nonliving material. Most clothes will dissolve in seconds, weapons can be quickly corroded to the point of uselessness. Walls and other forms of cover can be destroyed in anywhere from a minute to ten minutes depending on the material.
Hollow Point:Liberty can fire silver bullets that penetrate deep into their target before shattering into dozens of shards. The pieces will quickly dissipate but leave a phantom pain behind, as if they were still there and growing long and more jagged. The victim will feel as if their body is being torn apart from the inside, although there’s no actual physical damage. This continues until Ellie is killed or dispels the ability. Allowing the shards to “grow” will continuously tax Ellie, especially if she speeds up the rate of growth.
On Eagle's Wings:Ellie can throw herself up in the air, hovering to get a better shot or gliding for extra maneuverability. This ability also makes her speed, agility and reflexes much faster than a normal human's. While she can't actually fly she can push off solid objects to keep rising.
Hunter's Talons:Ellie can materialize talons sharp enough to cut through steel if she needs to fight in close quarters.
Sleeping Dogs: Life and Liberty can fire a bullet that looks like a shard of lapis lazuli that can put a single target to sleep. Non Arms Users can be knocked out with immediately if taken by surprise, but people with Noble Arms can fight off the effects for anywhere from a few seconds to a minute. Shooting someone multiple times with this ability will put them to sleep faster, but fatigues Ellie in return.
Weaknesses:
Jammed:Trying to switch Life and Liberty between forms too many times will cause them to "jam", forcing her to wait for a minute before she can use them again.
Running Dry: They're guns, they need ammo. Each form of Life and Liberty can be fired seven times before "reloading", a process that takes five seconds per form.
Personality: Ellie is first and foremost a tomboy. She prides herself on being able to integrate with any group of boys and prove that she's just as rough and tumble as anyone of them put together. She rejects anything that might be perceived as "girly" (with the exception of drawing) in favor of wrestling, shooting, spitting and generally unladylike activities. Her favorite animals are dogs because like her, they're filled with boundless energy. It's hard to get the young woman to sit in one place for more than a couple of hours, and she'll be wiggling and squirming in her seat the whole time. She's almost constantly chewing something, tobacco when she has it or pens when she doesn't.
The wild little thing has an innate distrust of authority, whether it be police, teachers, government officials or religious leaders and only listens to them begrudgingly. She'll follow instructions sure, but that doesn't mean she has to like it. This dislike of high powers is part of the reason she joined Trinidad Academy and became a vigilante in the first place. Noble Arms users represent a sort of overbearing power ready to tread on the rest of the world, and she wants to serve as a sort of safeguard for those who lack the means to protect themselves from groups like the Hammer of Masters or even individual psychopaths with an Arm of some kind.
Despite her reservations about those who hold power, Ellie is fiercely patriotic. Her family immigrated to the United States when she was three years old, and she is very proud of her adoptive nation. This love now also applies to the states of Syria and Iraq where she willingly lays her life on the line to defend their peoples.

Bio: Elena Vuković was born to Drevan and Adrijana Vuković in the city of Split, Croatia. The family consisted only of the three of them, although a German Shepherd joined them when Elena was two years old. She was by all accounts a normal child, babling incoherently and keeping her parents up with her incessant crying. They lived a comfortable life, her father was a lawyer and her mother a doctor so they were able to keep a full time nanny to tend to their child. She was a bit of a precocious child, saying her first word at only nine months. ("Puppy.")
When Elena was three years old the family dog was murdered by a Arms User that broke into her home. The German Shepherd leapt at the intruder in an attempt to protect his family by was knocked aside by a single blow. The burglar's fist shattered the poor dog's ribcage and sent him through a solid brick wall, killing him instantly. Elena screamed at the sight of her beloved companion's ugly demise and the Arms User went to shut her up, only to end up with a bullet from her father's revolver impeding itself in his arm. The burglar fled and no one else was hurt, but the scene would stay with Elena for the rest of her life.
For her parents, the incident was the final reason they had been looking for to move. The law firm Drevan worked for had shuttered its doors, leaving him without a job. Adrijana was fed up with the bureaucracy of the hospital she worked for,, having been passed over for promotion multiple times in favor of younger men with less experience. Both of them agreed that it was time to look for greener pastures and headed for the United States, specifically Denver, Colorado where Drevan had family that could help them settle in. So the family moved, and Elena would grow up as an American child.
As early as kindergarten Elena hung out with boys more than she did girls, preferring to roughhouse and throw around toy cars than play with dolls or watch movies about princesses. Her parents assumed it was just a phase but she kept it up, earning herself many scraped knees and bruised elbows from games of soccer and kickball. Elena became "Ellie", and more than one of her childhood friends had no idea she was a girl. She just preferred the company of boys, there was no particular reason to it. Ellie could curse and roughhouse with anyone of them, even picking up the habit of chewing tobacco at the age of fifteen just to prove that she was more of man than any of them. She was completely fine so her parents just accepted it with a collective shrug. It didn't bother them very much who she played with as long as she was safe.
It bothered them slightly more when at the age of ten she and her troop of friends dragged them out to see the holes she had punched into a brick wall using her suddenly discovered Noble Arms. Ellie threw herself into practicing with her weapons, spending entire summers blasting away at birds and cans on a relative's cattle ranch. It was a lot of fun sure, but some nights the image of her beloved dog bleeding and twitching would appear in front of her. She knew what Arms Users were capable of, and understood why some people wanted them regulated or even snuffed out. People that didn't have them stood no chance. They needed someone to protect them, and Ellie would be that person.
She did some research into schools and settled on Trinidad, simply because it was the cheapest. Her parents supported their daughter in her endeavor and gave her their blessing. Before she left for the Philippines Ellie took her citizenship test and passed with flying colors, a symbolic promise that she would return to her home when she was ready to keep its people safe. She did fine in her academic courses but where she excelled were her Arms specific classes. Emergency Response Course, Small Unit Tactics, Group Combat, she threw herself into all of them and made notes of every piece of information from them. Ellie's free time was spent reviewing these exhaustive notes and figureing out what was useful for her and what wasn't.
The young woman fought her way to rank 4 out of the entire school, passing with flying colors at the age of twenty. As soon as she was out she returned to her home country and rented a home in South Los Angeles. This was where Ellie Vuković became the Eagle, a vigilante who dedicated herself to keeping her community safe. For the first two years she wore a simple homemade mask and comfortable clothes, prioritizing ease of movement as she soared across the night sky. The Eagle was originally intended to be a symbol of what a person could do to improve their society. She distributed more blankets to the homeless and escorted more junkies to detox clinics than bad guys she brought in, and the few gas station hold-ups or carjackings she did intercept were solved with the least amount of force possible.
She truly believed that Arms Users had a duty to defend those who didn't, which meant she was drawn into conflict with the Hammer of Masters. The Eagle would drift silently through the night sky, eavesdropping on their conversations and staking out their safehouses before giving anonymous tips to the police. She fought a sort of shadow war against them for three years until it exploded into the public eye. A routine stakeout on an apartment suspected of being a stockpile of weapons ended in flashes of light and bursts of fire, Ellie had been spotted by the owner. He had raked through her thin jacket with his karambit Arm, nearly disemboweling her in the process. She managed to subdue him but was out of action for three weeks. Before hand the Eagle had been a local object of conversation but now she was known to the whole city. To her dismay the man who had almost killed her was let out on bail. Before two days had even passed he slit the the throat of a prominent activist who called for the disbandment of Arms Academies. Ellie's sacrifice had been for naught.
The next week was a flurry of police activity as a massive manhunt went underway for the killer. Doors were kicked in and family members questioned as the city and surrounding area were torn apart in the search. Many in the media were expressing doubt that he would ever been found. One week stretched into two and then three without a sign. And then finally they found him. He was hung from the top of the U.S. Bank Tower. Ellie had reinvented herself as the Violent Eagle, a woman who hunted down those that the law couldn't or wouldn't find. She traded in her wool mask and sweatshirts for a intimating black gas mask and combat boots, heavy duty body armor covered by a black leather jacket depicting an eagle with feathers of deep blue and brilliant green. In its talons it clutched a rat, a stand in for the Hammers, the Disablers, the mob, street gangs, rapists, arsonists and anyone who she deemed a threat to civilized life.
The Violent Eagle was a lightning rod for controversy, attracting praise for her actions as well as criticism. When she crawled back into her home in the early morning after a long night of running gun battles and torturing suspects for information she would read op-eds that called her an American hero before turning to one that called for her arrest. All sorts of labels were stuck to her. Deranged, heroic, fascist, noble, misguided, the last hope for human decency, she heard them all. She began to give interviews over burner phones or through junk emails on public computers. Every time she was asked what she called herself. She always had the same answer: a vigilante. Someone who tries to catch and punish criminals by themselves, without waiting for the police.
The Eagle hunted the hordes of rats in Los Angeles for ten long years, learning from experience and becoming even deadlier. Supposed criminals were found in broken piles at the bottom of bridges by police on patrol or bleeding to death in back alleys by sanitation workers. A case file was formed where detectives would studiously track her activities, chronicling each tally mark she notched up and compiling a list of dozens of people who could possibly be her. Each night she would venture out and return more jaded, her brash and outgoing personality replaced with cold professionalism that would turn to violent rage at the drop of a hat. No matter how many rats she exterminated there were always more, swarming and breeding in their own filth until the city would choke under their waste.
As she fought her own personal war in California the Middle East was burning. Ellie watched the Union of Arab Republic fall, followed by the Master's abomination of an empire. And the rest of the world was taking an interest, corporations and neo-colonial powers pledging to "liberate" the region. They would trample the real defenders of the region, the normal men and women who were fighting an uphill battle. She couldn't just stand by and watch, so she signed up with the Democratic Forces of Syria and Iraq. The Violent Eagle fit in with the choas of war, quickly rising to command a unit of 90 men and women. They specialized in hit and run attacks, Ellie opening her notes on small unit combat to lead her troops in skirmishes with the Al-Nursa front and the Islamic state. More importantly she watched Operation Symbiosis, waiting for the disparate parts to fall into infighting and exploitation of the local peoples. When it happened she would be ready.

*Extra:Her most prized possession is her leather jacket. She's never without it even in sweltering heat, wearing it over her more standard issue gear. When not wearing her gas mask she hides her identity with a bandanna so she can avoid capture in the event she returns home. Her hair is covered as a sign of respect for her comrades culture and customs.
