Nosuchthing, send me the story behind beating the SS Ranking, please.
McFazzer: I'll accept it. Just don't do any ridiculous shenanigans though. I'll also need your faction.
A good point IVlasterJay, but being a mercenary complicates it. Having him on your side would be a great blessing, while having him against you would be a curse. Having history with people is a big deal with Mercenary types in fiction, so it's up to him and others how they react.
Its really up to you! Maybe you could open with the end of a contract you took, or meeting with a client and declining a job for some reason. You could also try and start some interaction with other Mercs, because you all at least know each other. Maybe you need information about some side contract, and you call up another Merc to pick their thoughts?
Nice to see you Bobo!

Thread is now open!
Los Angeles. The City of Angels. Although still a thriving metropolis, the last fifty years have been hard on the city. Earthquakes, racial tension, and political scandal have stained the city's history, and with the turn of the millennium, the one word most people would use to describe the city is 'changing'. From the streets, gang violence is at an all-time high, with hundreds dying a year to the wars in the neighborhoods. Drug abuse is climbing, and corruption at all levels of society has only grown. Politically, many are turning to extremist viewpoints, grasping at straws for any chance to solve these issues which plague their day to day lives. Mothers are tired of losing their sons and daughters, the every day worker hoping for a brighter tomorrow.

However, perhaps the largest change is in the people themselves. In the past five years many have gained strange and unique powers, unexplainable in nature. These individuals are referred to by many terms. Capes, heroes, villains, metas, parahumans, supers. Whatever you call them, Los Angeles has perhaps the highest rates of active superhumans in the US, with several hundred registered in the city and its incorporated communities. Not only that, but hundreds, perhaps thousands more go unregistered in LA, living their lives normally or hiding their abilities from prying eyes. Why LA has so many of these parahumans, nobody knows.

It is now August 1st, 2015. The city has just recently gone under another major change; Its protectors, The Magi, have left. Their once beloved Heroes have been assigned a new mission, to guard the Death Valley Maximum-Security Prison for Parahumans, also known as 'The Sleeper Facility'. Replacing them are a group of metas, seemingly adopted from around the country. In reality, the ones present were the only capes that accepted the unattractive offer from the Federal government. They will be put through their paces in the days to come, as challenge after challenge faces them.

In the city, however, there are other metas who may not agree with these 'protectors'. Unregistered metas , sometimes gathering in small groups, often make contracts with local businesses and VIPs. LA is especially rife with these Mercenaries, as everyone from movie stars to CEOs desire protection from these exceptionally powerful people. Mercenary jobs are often highly competitive, for even short stints. Not only that, but many corporations desire capes with powers slated to their field. One such corporation is owned by the Cabrillo Group, a blanket foundation comprising of hundreds of incorporated businesses. They hope to maintain a leading edge, with their exceptional metas leading the charge.

Unfortunately for the city and its inhabitants, the mettle of its superhumans will be put to the test. Los Angeles will be going through trying times in the future. Will it stand tall, overcoming these obstacles, or fall and burn to the ground?
This is the opening of the RP. Once everyone's had a chance to post, I will be dropping the first plot hook. I'd encourage everyone to try and take part, as the majority of the action will revolve around these hooks!
Nosuchthing: Awesome! I have your spot reserved!

BlessedWrath: I'm currently looking into TitanPad. It's something I've heard a lot about around here, and if people want it I will be adding links to it.

With that said, I have added some quick rules and notes to the bottom of the OOC OP. Please read these before posting! IC going up soon!
Charter: Sorry to hear you won't be joining us, but thank you!

AcerRo: There's opening in the Heroes team and Mercs may be reopening soon.

Here's the main thread: http://www.roleplayerguild.com/topics/58944/posts/ooc

The game is going to officially begin soon, but feel free to take a bit of time, peruse the thread, and come up with a good concept(:
Silent Resonance: Sounds good to me! She won't affect a person, but she can affect the area around a person. I'll make a note of it, and edit your CS into the OP soon.

Empath: Whatever works for you. I've been busy for awhile myself, I totally understand. Just try and get it done later tonight or sometime tomorrow(:

Arlear: Glad to see you're still around! The IC will be up in not [i]too[/] long.

Phobos: Yeah, there's still room for you! Just submit your CS here or via PM, and I'll look over it.

I'm working on the IC now. It'll be up before too long. I'll be editing some notes into the OP before it is posted, so look at those before posting please!
@Silent Resonance: Could you give me a maximum number you can multiply odds by? It doesn't have to be in this thread, you can PM it to me. I just need a solid number that's your absolute maximum at any given time. I will also limit it so that you can't directly affect the human body. So you can't increase the odds of going into cardiac arrest, even though it technically doesn't go against free will.

@McFazzer: I'd like a bit more information about the weight storage. Does it store based on time and weight? So if he walks around at 1/4 of his given weight, for an entire day, he would store up 4.5 million kg, assuming he gains 52.5 kg/sec? Is it by minute? Hour? And when he spends the weight, how long does it last? It doesn't need to be perfectly accurate, just so I can have a rough estimate. Also, we have room on the Heroes and Corporate.

I hope to have the IC posted sometime tonight. I have a birthday to attend today, so I can't give an exact time, but by 8pm EST at the absolute latest, I believe.
